In April 2001 NASDA launched a new project called "WINDS", Wideband InterNetworking engineering test and Demonstration Satellite, to realize the requirement of Japanese Cabinet IT strategy called "e-Japan Priority Policy Program". The WINDS project is aimed at demonstrating technologies necessary to construct the satellite-based ultra high=speed global fixed wireless communications networks. Based on this objective, NASDA works with CRL to develop the WINDS experiment system to be launched in FY 2005. The WINDS experiment system is planned to demonstrate various experiments, using newly key technology such as multi-beam antenna/multi-port amplifier, Ka band active phased array antenna, on-board ATM switch and so on. This paper describes the concept and outline of the WINDS network experiment system.

Satellite communications technology has been researched and developed focusing on its merit of "Wide area coverage" and "Broadcasting" for the contribution for the people's living. And, in Japan, consequently, Communications Satellite (CS) and Broadcasting Satellite (BS) are now put to practical use as an infrastructure which will greatly enrich the people's living. The National Space Development Agency of Japan (NASDA) has been working on development and research in communications and broadcasting satellite and its technologies with cooperation and support of other institutions concerned. This paper outlines NASDA's projects of satellite communications mission like Optical Inter-orbit Communications Engineering Test Satellite (OICETS), Data Relay Test Satellite (DRTS) and Engineering Test Satellite-VIII (ETS-VIII) and "i-Space Project", which has been just initiated.

The Wideband Inter Networking engineering test and Demonstration Satellite (WINDS) aims t developing and verifying the key technologies for future ultra high speed satellite communications such as: (1) Ka-band multi-beam antenna with high power multi-port amplifier; (2) Ka-band active phased array antenna; and (3) an on-board Asynchronous Transfer Mode switch. It also aims to create and demonstrate new utilizations for satellite communications through various experiments. The development of WINDS has been conducted by NASDA and the Communications Research Laboratory (CRL) and WINDS is scheduled to be launched by H-IIA launch vehicle in 2005 (first year). In this paper, the current development status of WINDS system is reported.
