공무원은 일국의 치국리정의 주체이다. 국가 업무와 사회공공 업무를 관장하는 각 기능의 자질과 능력의 높낮이는 집권당의 집권 능력과 정부의 관리 수준을 직접 결정하고, 국가경제와 사회 각 사업의 발전 효과를 결정하며, 공무원의 가치관은 공무원의 공공관리 활동에서 가치선택을 결정하고 지배한다. 현재 중국의 공무원 대열에는 "관본위(官本位)"의 사상, 책임의식이 희박하고 향락주의, 개인주의와 미신사상이 여전히 큰 시장을 가지고 있어 공무원 제도의 건강 발전에 심각한 영향을 끼친다. 공무원 가치관의 실정에는 역사적,사회적,경제적 뿌리가 깊다. 이에 따라 서비스형 정부를 건설하며, 집권 능력을 제고와 사회주의 조화사회를 구축하며, 공무원 가치관 강화 건설은 공공인사 관리의 채용, 심사 등 모든 과정을 관통해야 한다. Civil services are the main body governing an organization or even a country. They bear various managerial functions of state affairs and social public affairs. Their quality and ability will directly determine the governing ability of the ruling party and the level of government administration. The development results of various social undertakings, and the value of civil services determines and controls the value choices of public servants in public management activities. At present, in our country's civil service system, there are still some big anomie issues, which still have a big market for the "official rank standard" thinking, weak sense of responsibility, hedonism, individualism and superstition. These issues seriously affect the healthy development of the civil service system. These anomies of civil service values h ave deep historical, social and economic roots. Therefore, to build a service-oriented government, to improve the managerial ability of government, and to build a harmonious socialist society, strengthening the construction of civil services' values m ust run through the recruitment, assessment and other aspects of public personnel management.
