Nuclear energy consumption and economic growth: A panel data analysis

This study attempts to examine the systematic relationship between nuclear energy consumption and economic growth. In particular, the existence of an inverted-U relationship between the two is investigated. To this end, we employ a panel data analysis with fixed effect or random-effect models using the set of data from twenty five countries for the year 1990-2008. The results show that a statistically significant inverted-U relationship between per capita consumption of nuclear energy and per capita gross domestic product (GDP) is found. However, the level of per capita GDP at the peak point of per capita nuclear energy consumption is estimated to be 38,145 in 2005 international constant dollars, which is much larger than economic scales of sampled countries. Therefore, as per capita GDP grows, per capita nuclear energy consumption is predicted to increase in the future until eventually reaching the peak.

조건부 가치측정법을 이용한 북한산 둘레길 조성의 경제적 편익 추정

This study attempts to measure the economic benefits of establishing Bukhansan Dullegil which is located in the Bukhansan national park. To this end, we report the results from a contingent valuation survey (CV) to elicit the willingness to pay (WTP) for establishing Bukhansan Dullegil. One and one-half bounded dichotomous choice (OOHBDC) CV model is applied in order to avoid the inefficiency related to single bounded dichotomous choice model and the potential response bias concerning double bounded dichotomous choice model. Moreover, the spike model adjusted for the OOHBDC model is used to deal with the zero WTP responses. Thus, the procedures of applying and the findings from the OOHBDC spike model are provided in the paper. A CV survey of randomly selected 288 households was conducted in the Metropolitan area by using person-to-person interviews. The results show that the average WTP is estimated to be 1,279 won per household per year and statistically significant at the 1% level. Expanding the value to the Metropolitan area gives us an aggregate value of 10.8 billion won per year. As a final exercise, we implement a cost-benefit analysis and obtain three values: net present value of 8,021 million won, benefit-cost ratio of 1.2, and internal rate of return of 7.3%. They are greater than 0, 1.0, and 5.5%, respectively, which vividly portrays that establishing Bukhansan Dullegil is economically profitable and socially desirable. 북한산 둘레길은 북한산 자락을 완만하게 걸을 수 있도록 조성한 저지대 수평 산책로로 2010년 9월 7일에 개통된 45.7km의 북한산 구간과 2011년 6월 30일에 추가 개통된 도봉산 구간 26.1km을 포함해서 총 21개 구간 71.8km으로 이루어져 있다. 북한산 둘레길은 2010년 9월에 개통된 이래 두 달 만에 탐방객 수가 100만을 돌파, 2011년 6월에 약 281만 명을 넘어서는 등 많은 국민이 찾는 곳인 만큼 훼손의 위험이 높아 철저한 관리가 요구되고 있다. 이러한 배경 하에서 본 논문은 조건부 가치측정법을 이용하여 북한산 둘레길 조성의 경제적 편익을 추정하고자 한다. 1.5경계 양분선택형모형과 스파이크 모형을 결합한 분석모형을 적용한 결과 북한산 둘레길 조성을 위한 연간 가구당 평균 지불의사액은 1,279원으로 추정되었으며, 이를 수도권 전체로 확장하면 연간 107.6억 원에 달한다. 이 정보를 이용하여 비용편익 분석을 수행하였더니 순현재가치, 편익/비용 비율, 내부수익률은 각각 80.21억원, 1.2, 7.3%로 계산되었다. 이 값은 각각 0, 1.0, 5.5%를 상회하므로 북한산 둘레길 조성사업은 경제적 타당성을 확보한다. 즉 북한산 둘레길 조성 및 유지가 경제적으로 이익이 되며 사회적으로도 바람직하다고 볼 수 있다.
