      • 컨테이너 터미널의 내륙운송 효율화를 위한 플랫폼 개발 모델 구축

        4차 산업혁명의 가속화에 따라 해운 항만 산업 분야 또한 정보적 측면에서 빅 데이터에 대한 업종별 통합과 공유를 통해 연계 산업 간 산업활동 효율화를 위한 노력이 요구된다. 현재 물류 분야에 다양한 플랫폼들이 도입되고 있지만 대부분 화물운송업 또는 창고 중개업분야에 편중되어 있다. 항만산업의 경우 코로나 펜데믹 이후 발생한 컨테이너 반입 제한 및 장치율 증가 등에 따라 운송사와 컨테이너터미널간 갈등이 지속적으로 유발되는 상황이 발생되었다. 이에 따라 본 연구는 플랫폼을 활용한 컨테이너터미널과 운송사 간 플랫폼 개발의 필요성을 인지하고 상호 기업 간 연계 효율성을 높일 수 있는 방안을 모색하였으며 산업 관계자인 컨테이너터미널 운영사, 운송사, 포워더 업종종사자들을 대상으로 설문지 기반 실증 분석을 수행하였다. 결과적으로 EFA를 통해 추출된 14가지 요인으로 IPA 분석을 수행한 결과 1사분면(사용 용이성, 보안성, 정보 정확성, 정보 적시성, 차량 반출/반입정보, 공컨테이너 반입/반출 정보, 풀컨테이너 반입/반출정보)으로 품질에대한 지속적인 개선이 수행되어야 하며 2사분면(APP 시스템 품질)에 대한 고려가 종합적으로 수행되어야 함이 도출되었다. 또한, 플랫폼 개발의 주체와 이용자의 참여 유도가 필요하며 상호 이해관계자 간 효율적인 연계와 효율화를 위한 인식 구조 개선이 필요하다고 나타났다. 연구결과는 향후 컨테이너터미널과 내륙운송의 효율적인 연계를 위한 플랫폼 구축에 중대한 시사점을 제공한다.

        항만 인근 미세먼지 노출 영향권 및 오염도 분석 :동해항 운영현황을 중심으로

        Donghae Port is adjacently located to a residential area wherein 26,933 generations are creating a living environment. The areas comprise Song-jeong village (5,754 generations) and Bukp-yeong village (21,179 generations). Major cargoes handled in Donghae Port are dusty limestone, cement, anthracite, and bituminous coal, etc. In the process of handling such cargoes, air pollutants including oxide dust and fine dust which adversely impact the living conditions and health of residents are generated, causing air pollution in the vicinity of the port. Currently, Donghae Port is making an effort to improve the operation environment of the infrastructure and equipment in stages, for the purpose of reducing air pollutant emissions caused by the port industries in a long-term perspective. In this study, the sphere of influence of fine dust exposure and the degree of air pollution in the surrounding area were analyzed such as the state of fine dust concentration and diffusion in the vicinity of Donghae Port, fine dust diffusion pattern and spatial distribution of high-concentration considering wind direction and speed characteristics during the day and seasonal cycles. A more effective plan to reduce the concentration of fine dust in nearby areas by combining reduction plan, is being developed in terms of improvement regarding port infrastructure and equipment, and reduction measures considering the characteristics of the atmosphere environment according to the daytime, nighttime and season. 동해항은 주거 생활권인 송정동, 북평동과 매우 인접한 거리에 위치하고 있으며 송정동에는 총 21,179세대, 북평동에는 5,754세대가 거주하고 있다. 동해항에서 처리되는 주요화물은 석회석, 시멘트, 무연탄, 유연탄 등으로 분진성이라는 특성을 갖는다. 따라서 동해항 운영으로 인해 산화물 분진, 미세먼지 등 대기오염물질이 발생하여 확산되는 과정에서 인근 주거지역에 심각한 대기공해를 유발하고 있다. 이는 주민들의 생활과 건강에 악영향을 미치고 있으며, 배후 주거지에 거주하는 주민들은 동해항을 혐오시설로 인식하고 있는 실정이다. 현재 동해항에서는 항만산업에 기인한 미세먼지 배출량을 저감하기 위한 목적으로 장기적인 관점에서 항만 인프라와 장비운영 환경을 개선하고자 단계적인 접근을 하고 있으나 항만 인근지역의 대기공해에 대한 개선효과가 점진적으로 나타나기까지 오랜 시간이 소요될 것으로 판단된다. 본 연구에서는 단기적인 관점에서 항만 인근지역 주민들이 상시적으로 체감할 수 있는 미세먼지 농도 관리가 실현될 수 있도록 주간, 야간 및 계절주기에 따른 동해항 주변지역의 미세먼지 농도추이, 미세먼지 확산 패턴, 고농도의 미세먼지가 발생하는 공간분포를 풍향, 풍속 변수를 고려하여 분석하였다. 현재 추진되고 있는 미세먼지 저감 장기계획과 더불어 동해항 배후 주거권역에 대한 미세먼지 확산 영향권과 오염도 분석결과를 기반으로 주간, 야간 및 계절 주기에 따른 상시적 미세먼지 농도관리가 병행된다면 더욱 효과적인 대기질 관리가 가능할 것으로 판단된다.

      • Analysis of High Concentration Diffusion Pattern by Air Pollutions in Port Industry Interfaces

        Purpose – Port is vital for international trade accounting for approximately 80% of world cargo transportation in the global trade sector. Air pollutants emitted owing to the related industry interfaces developed around the port spread throughout the dense population region can have harmful effects on the nearby residents. This study aims to analyze high-concentration diffusion pattern by air pollutants, considering the main management periods by air pollutants. Design/methodology – Employing the concentration criteria per main air pollutant, the analyses of concentration change patterns per air pollutant, wind characteristics that directly affected the air pollutant diffusion, distribution types per air pollutant, and high-concentration diffusion patterns by season according to time changes were conducted. Findings – The substances that caused harmful levels of air pollution in the hinterland living zone of the Busan New Port were PM_10, PM_2.5, and NO_2. Furthermore, the intensive management periods were as follows: For PM_10, 24-h (spring), 12:00-16:00 (summer), 12:00-16:00 (summer), 20:00–12:00 (fall), and 24:00–20:00 (winter), and for PM_2.5, 24-h (all four seasons), and for NO_2, 23:00–04:00 (spring), 23:00–08:00 (summer), and 20:00–08:00 (fall), and 23:00-04:00 (winter). Originality/value – Research finding indicates that regular monitoring and countermeasures to reduce air pollution for each air pollutant makes it possible to achieve effective air quality control in the port and hinterland living zones.

      • Emission Control Routes in Container Shipping between Korea-China

        Purpose – As the severity of air pollution caused by the shipping industry is becoming evident, port authorities have started making efforts to reduce air pollutants. Considering the limitations of the currently implemented emission-control area (ECA) and vessel-speed reduction program (VSRP), which are narrow in the designation range and navigation behavior of ships, this study proposes an emission-control route (ECR) that can complement the aforementioned two environmental policies. Design/methodology – This study was conducted on Korea-China trade service routes (ports of call) of regular liners. This study employed vessel-specific data, which is from an automatic identification system (AIS), for 1,728 maritime transportations performed by 387 container vessels during one year (July 1, 2021, to June 30, 2022). Performing a scenario analysis, this study analyzed the effectiveness of reduced air-pollutant emissions. Findings – This study found that the implementation of ECRs could increase average voyage time by 12.38%-25.28% but reduced air-pollutant emissions by 29.02%-43.54%. Additionally, the increase in average voyage times reduces the anchorage time of ships outside ports, providing an incentive for ship operators to voluntarily participate in compliance with regulations, thereby contributing to the establishment of a virtuous cycle of air-environmental policies related to ships. Originality/value – This study aims to verify the policy effectiveness by designing an ECR scope for liner trade routes between Korea and China. Therefore, originality and the value of this study includes conceptualizing the ECR system, analyzing its environmental performance, and exploring new policies that can be implemented while complementing existing policies.

        항만 미세먼지 주요발생 화물군 도출에 관한 연구 -부산 감천항 주요처리 화물을 중심으로

        The port handling bulk cargo has the characteristics of handling dust-resistant cargo, so it has no choice but to emit the levels of air pollutants. The previous research on air quality in a port was highly focused on Container Port operations. Moreover, the current regulation on the air emission to bulk ports is relatively limited, compared to container ports. In particular, Gamcheon Port in Busan is undergoing conflict with the local community due to fine dust problems caused by bulk cargo processed from the port and local port based industrial mechanism. Research on the relationship between the local industry mechanism linked to port and the concentration of fine dust in the nearby areas in Gamcheon Port, which has the highest bulk cargo handling ratio in Busan. Therefore, this study has adopted the perspective of industrial mechanism by freight types, not from the conventional industry-specific approach(Manufacturing, Transport, Loading and Unloading etc.). As a result, scrap iron and sand were considered as the main emission cargo group of fine dust. Based on the results of this research, special management strategies could be established depending on cargo types to improve eco-friendly industrial mechanism linked to port.

        국내 기항 외국적 외항선 항만국통제 현황 및 개선방안

        As the revitalization of the global maritime industry continues, the number of foreign ships navigating the maritime territories of maritime neighboring countries has rapidly increased. However, large-scale marine accidents have occurred, caused by the insufficient establishment of a system for management and operation relative to vessels’ safety-condition. To address that, the IMO has granted the right to exercise port state control, especially for foreign vessels, to countries with jurisdiction over maritime territories with strengthening regulations and guidelines. In particular, the Republic of Korea, as a member of the TOKYO MOU, is conducting PSC, but as of 2020, the proportion of foreign ships was three times higher than that of national ships that called in domestic ports. However, the inspection rate was low at 9% which has not met the recommended level by the TOKYO MOU. Thus, this study conducted an IPA analysis as well as content analysis, by collecting the practical opinions and views of PSCO through objective questionnaires and written expert interviews, for improving the efficiency and effectiveness of domestic PSC. As a result, it was derived that the importance and performance related to human factors such as life on board, working environment, and response to safety accidents should be improved in to raise the quality of PSC inspection. Additionally, the work environment and performance of PSC in domestic ports for foreign vessels could be improved, if multifaceted support bases are established, for administrative unification of related tests for PSC, recruitment of PSCO, activation of the defection-reporting system, reorganization of the PSC execution group, etc. 글로벌 해운산업이 활성화됨에 따라 특정 국가들의 해양 영도를 경유하는 외국적 외항선의 규모가 급격하게 증가하였다. 하지만 선박의 컨디션 관리, 안전 운항을 위한 체계 수립이 미흡으로 선박 운항에 기인한 대형 해양사고가 발생하여 인명 피해와 심각한 해양환경 오염을 유발하고 있다. 따라서 IMO는 해양 영토의 관할권을 갖는 국가들에게 항만국통제를 수행할 수 있는 권한을 부여하고 특히 외국적 선박에 대한 규정과 지침을 강화하였다. 특히 우리나라는 TOKYO MOU 회원국으로 항만국통제를 수행하고 있지만 2020년을 기준으로 국내를 기항한 국적선 대비 외국적선의 비중이 3배 높음에도 불구하고 9% 수준의 저조한 점검률로 TOKYO MOU에서 권고하고 있는 점검률 수준을 하회하고 있는 실정이다. 따라서 본 연구는 국내 항만국통제에 대한 효율성과 효과성을 개선하기 위한 목적으로 객관형 설문문항과 서면 전문가 인터뷰를 통해 항만국통제관들의 실무적 의견을 수렴하여 IPA분석과 컨텐츠분석을 수행하였다. 결과적으로 PSC점검의 질적 향상을 위해 수행 시 인적 요소와 관련된 선내 생활, 근무 환경, 안전사고 대응에 대한 중요성과 성과가 개선되어야 함이 도출되었다. 또한 PSC 점검 성과 개선을 위해 유관 업무의 행정 일원화, 항만국통제관 인력 충원, 선박결함 신고제도 활성화, PSC 수행 그룹 재편성 등을 위한 다방면적 지원 기반이 마련된다면 우리나라 항만국통제에 대한 업무 환경과 성과가 개선될 것으로 판단된다.

        중국 관광객들의 국내 크루즈 목적지 선택시 결정요인분석

        Purpose – This study attempted to derive priorities for Chinese tourists on cruise port selection factors to attract potential demand from China, a major cruise consumer, to revitalize the cruise industry in Korea after the COVID-19 pandemic. Design/Methodology/Approach – In this study, in order to derive important factors influencing the selection of cruise ship destinations, an extensive literature review and a survey on Chinese tourism users were conducted. Based on the derived factors, technical population analysis, factor analysis, reliability analysis, and AHP hierarchical analysis were performed using SPSS26.0. Findings – As a result of the analysis, the recent spread of COVID-19 has raised tourism consumer awareness of the risk of infectious diseases and safety, suggesting that a thorough quarantine system for tourists should be established during cruise ship operations or anchorage. Research Implications – If Chinese cruise tourists continue to understand and seek marketing, and attraction strategies based on tourist demand are continuously devised, Korea, which has a relatively late position in the cruise tourism industry, will be able to gain competitiveness by gradually increasing market size after the end of the COVID-19 pandemic.

        내륙운송 연계 컨테이너터미널 플랫폼 구축모형 요인분석

        Purpose – This research aims to derive factors when developing a data platform for container terminal-inland transportation and provide implications for platform quality improvement to cope with supply chain security issues such as COVID-19. Design/methodology/approach – In this study, an extensive literature review and interviews with related business practitioners were performed to obtain detailed survey results. Independent sample T-tests were conducted to verify differences between container terminal groups and inland-carrier groups, including forwarders. Then, exploratory factor analysis and importance-performance analysis were performed using SPSS26.0. Findings – The results showed that system accessibility, quality, and diversity of information should be considered preferentially, suggesting that the efficient management of fixed capital could be possible through the strengthening of practice-oriented container terminal-inland transportation linkages. Research implications – This study proposed the introduction of a modular container terminal-inland transportation platform considering the characteristics of relatively small-scale inland-carriers and forwarders. In addition, it is possible to create competitive edge that connects maritime and inland transportation in a balanced way from the perspective of a port-based logistics cluster if the range of platform availability related to container terminals and background logistics connectivity is expanded in phases.
