본 연구는 도시재생사업 추진과정에서 거버넌스가 어떻게 구축되고 어떤 특징으로 나타나는지 현장 중심적으로 이해하고자 거버넌스의 개념적 틀을 제시하고 사례연구를 통해 고찰하는 것을 목적으로 하였다. 우선, 거버넌스는 정부와 시민사회 간의 파트너십의 성숙도와 주도권의 정도에 따라 통치형 거버넌스, 친화형 거버넌스, 대립형 거버넌스, 참여적 거버넌스, 협력적 거버넌스, 협업 거버넌스로 구분된다. 도시재생에서 거버넌스는 궁극적으로 ‘정책집행단계에서 정부가 주도’하는「참여적 거버넌스」나 ‘정책을 입안하고 실행할 때 비정부 이해관계자들을 직접적으로 개입’시키는「협력적 거버넌스」의 성격을 내포하고 있다. 연구결과, 연구참여자들은 거버넌스 참여 경험이 없거나 통치형거버넌스, 대립형거버넌스, 친화형거버넌스 등에 참여했던 경험을 바탕으로 A시○○동 도시재생 거버넌스인 ‘주민협의체 운영위원회’에 참여하고 있었다. 이들은 각자의 다른 거버넌스의 경험은 도시재생 거버넌스 구축 과정에서 거버넌스에 대한 인식, 의사결정 방식, 공공 영역과의 협력 방법 등에서 차이를 나타냈다. 연구참여자들은 거버넌스를 구축해가는 과정에서 협력적 거버넌스」에서 정의하는 ‘집합적인 의사결정과 집행과정’에서 공공과 민간 간의 상호작용이 원활하지 않음이 확인되었다. 그러나, 상호작용 과정에서 ‘공공의 문제를 해결’하는 「협력적 거버넌스」나 도시재생이라는 ‘공동의 목적을 달성’하기 위한 「협업 거버넌스」의 운영 목적을 이해하는 것으로 분석되었다. This study aims to provide a conceptual framework of governance and examine it through case studies to understand how governance is established and manifested in the process of urban regeneration projects. It takes a field-centered approach to comprehend the governance's characteristics and implications during the implementation process. First of all, governance is classified into Reign governance, Friendly Governance, Confrontational governance, Participatory governance, Collaborative governance and Cooperative governance based on the maturity of the partnership between the government and civil society and the degree of leadership. In urban regeneration, governance inherently embodies the characteristics of participatory governance, where the government takes the lead in the policy implementation stage, or collaborative governance, which involves direct involvement of non-government stakeholders in formulating and implementing policies. According to the research findings, the research participants were involved in the 'Resident Consultative Committee' of A City-○○Dong's Urban Regeneration Governance based on their experiences of either not having participated in governance or participating in Reign governance, confrontational governance, friendly governance, and other forms of governance. These participants demonstrated differences in their perceptions of governance, decision-making processes, and methods of collaboration with the public sector during the urban regeneration governance building process, stemming from their varied experiences with different forms of governance. It was observed that in the process of establishing governance, the interaction between the public and private sectors was not smooth, as defined by 'collaborative governance,' which involves collective decision-making and implementation processes. The participants' analysis indicated an understanding of the objectives of 'collaborative governance,' which aims to 'resolve public issues,' or 'Cooperative governance' for achieving the common goal of urban regeneration.

개발사업 유형별 아파트 계약자의 공간적 분포 : 청주시를 중심으로

본 연구는 청주시의 지속적인 성장과 성장에 따른 주택공급, 주택공급자가 유효한 수요권역을 파악하는것의 중요성을 배경으로 시작되었다. 연구의 목적은 개발사업 유형별로 공급되는 아파트의 수요권역과 수요권역 내 수요자들이 집중된 지역을 파악하는 것이다. 연구를 위하여 도시개발사업, 택지개발사업, 주택재개발사업을 통해 공급한 아파트의 계약자 이전 거주지 데이터를 활용하였다. 그리고 CST를 적용하여 총 계약자의60%, 90%가 거주했던 지역을 각각 1차, 2차 수요권역으로 설정하였다. 수요권역의 경계는 누적분포를 통해분석하였으며, 표준편차타원체를 통해 수요권역 내 수요자들이 집중된 지역을 파악하였다. 결과적으로 주택재개발사업, 택지개발사업, 도시개발사업 순으로 공급된 아파트의 수요권역이 큰 것을 확인하였다. 또한, 도시개발사업, 택지개발사업으로 공급된 아파트의 계약자는 주로 청주시 내에 집중적으로 분포하였고, 주택재개발사업으로 공급된 아파트의 계약자는 청주시 외까지 집중된 것을 확인하였다. 1. CONTENTS (1) RESEARCH OBJECTIVES The purpose of the study is to identify the areas where consumers are concentrated in the demand area and demand area of apartments supplied by development types. (2) RESEARCH METHOD We used apartment contractor information by development types. And using the CST technique, the area occupied by 60% and 90% of all contractors was set as the primary and secondary demand areas. In addition, through the standard deviation ellipsoid, the area where contractors were concentrated in the demand area was identified. (3) RESEARCH FINDINGS We confirmed that there are differences in demand areas and areas where contractors are concentrated by development types. 2. RESULTS We confirmed that the demand area for apartments supplied in the order of housing redevelopment, housing site development, and urban development was large. Also, Contractors of apartments supplied by urban development and housing site development were mainly concentrated within Cheongju City. but contractors of apartments supplied by housing redevelopment were concentrated outside Cheongju City.
