The purpose of this paper is to inquire into a few determinants of the formation and growth of interest groups in Korea. Two variables, group size and the kind of goods provided by the interest group, are derived from the theory of collective action. These variables are then examined whether they affect the organization and membership of many economic interest groups in Korea. I found they are very powerful explanatory factors in the interest formation and membership.

민주주의 결정 방식에는 시장에서는 존재하지 않는 많은 문제점들이 존재한다. 민주주의가 필요한 곳에서는 민주주의가 잘 작동되지 않는다. 유권자들이 가진 정보는 빈약할 뿐만 아니라 비대칭적이다. 과반수 투표 결과는 자의적일 수 있다. 그리고 로그롤링과 과반수 규칙은 외부 비용을 발생시킨다. 이러한 문제점들을 해결하기 위해서는 민주주의적 결정 대신 가능하면 시장에 맡기고, 중앙 정부보다 되도록이면 지방 정부에 의존하며, 민주주의 방식에 의해 결정하더라도 가능하면 보강된 다수결을 사용하는 것이 바람직하다. There are many defects in the democratic way of decision making. Democracy does a bad job when it is really necessary. Voters are not well-informed; moreover their information is asymmetric. The outcome of majority voting might be arbitrary. And majority voting with logrolling causes external costs to rise significantly. In order to correct these defects in democracy, we must depend as much as possible upon markets rather than democracy, local governments rather than central government, and reinforced majorities rather than simple majority.

The purpose of this paper is to clarify the nature of The Logic of Collective Action by Mancur Olson. Olson's Logic is generally known to be based on the public goods argument but I argue in this paper that is not sufficient for comprehending his Ligis fully: the size of groups weighes much more than that. His Logic was and could be interpreted as prisoners' dilemma game. In this interpretation too, it must be noted, the consideration of group size is more consequential to his Logic than the pubic goods argument.

I sought in this paper some methods to avoid the paradox of simple majority voting. I illustrated that if we give up either the condition of Unrestricted Domain of individual preferences or the condition of Independence of Irrelevant Alternatives, we can lessen considerably the possibilities of the paradox of simple majority voting. Single peakedness of preferences and vote-trading are suggested as two methods to avoid the paradox in relation to these conditions. I also showed that even these methods are not panaceas to avoiding the paradox.

In this paper the authors tried to explicate from applying n-person game theory that the result of simple majority rule depends on the financing methods of the respective project, the nature of benefits from the project, and on the extent of the allowance of side payments. We could particularly verify that if side payments were allowed, then it would be possible to eliminate or reduce severe social wastes from simple majority rule.
