창조경제실현을 위한 기초연구 성과의 비즈니스 연계방안에 관한 연구

본 연구는 학문적 성과를 사업화와 일자리 창출과 연계하는 창조경제의 실현이 매우 중요한 국가적 과제라는 토대위에서 기초연구성과를 사업화로 연계하는 구체적인 실행전략을 제시하고자 하는 목적을 지니고 있다. 이를 위해 기존의 우리나라 기초연구의 성과와 문제점을 분석하고 이를 토대로 다음과 같은 구체적인 전략들을 제시하였다. 첫째는 기존의 기초연구지원 방식의 전환이 필요하다. 가능성있는 기초연구를 장기적으로 지원하고 다음 단계의 후속연구가 가능하게 하는 것이다. 구체적으로는 기초연구 지원의 전략을 연구자 중심, 후속연구지원, 맞춤형 지원으로 전환하는 것이다. 그리고 자연과학과 공학의 차별적 지원, 기초연구와 국책연구의 재 포지셔닝에 대해서도 제시하였다. 둘째는 다른 하나의 전략은 우수한 기초연구가 사업화나 비즈니스로 넘어갈 수 있도록 그 갭을 메꾸는 지원을 강화하는 것이다. 구체적으로 기술가치평가, 인큐베이팅 R&D(기술마케팅, 후속연구를 통한 TRL 수준 제고, 시작품 제작비), 비즈니스 모델 설정 등을 위한 새로운 지원 프로그램이 마련될 필요가 있다. 동시에 대학과 연구소의 산학협력기능 강화, 기술 창업지원과 창업교육, 대학 산학협력단의 전문성 강화, 기술지주회사의 기능강화 등도 제안하였다. Recently, there has been a growing need for converting research results into wealth and jobs in order to realize a “creative economy” in Korea. This study aims at investigating the strategies used to boost the technology commercialization of basic research. At first, the impressive performance and limits of basic research are analyzed. Based on these analyses, several specific strategies are recommended as follows. First, the funding strategies for basic research by government has to be changed in order to establish a foothold for the technology commercialization of basic research. Transitions from program funding to researcher oriented funding, from a designated mechanism mode to a responsive mode in funding administration, and from (?)ine time funding to continuous renewal funding are required. Second, new funding schemes to convert basic research results to business have to be designed. These include support for technology valuation, technology marketing, incubating, production of prototypes, etc. Third, the infrastructures needed to accelerate the commercialization have to be established. The roles of the Industry-Academy Cooperation Foundation of Universities, TLO, and technology holdings to create business using technology need to be strengthened. The support for start-ups and entrepreneurship education are also needed.
