In order to successfully manage of the state-of-the-art weapon system R&D program which are under the limited budget and schedule but also has a high level of technical risks, it is gaining weights to use such a scientific program management tool as TPM. Therefore, the purpose of this research is to review the concept of the TPM and its relation among MOE, MOP and TPM, and introduce an application method of TPM mainly focusing on helicopter development program. It has the organized structure, detailed procedure and 282 parameters for performance management through the TPM.

Database for the damage reference by armor piercing bullet test was established for both tube and plate specimens having a range of thickness. As the inclined angles of hit are increasing, it has been found that penetration damage diameter tends to increases accordingly in both specimen of the tube and plate, and such penetration damage diameter on the rear side becomes bigger than those on the front side. The tube specimen showed that the damage becomes bigger when central areas rather than the peripheral were hit. Through the plate test, it also has been found that the penetration ballistic limit for Al alloy is about 25.4mm and that of stainless steel about 12.7mm. From the fatigue analysis results using the database for damage reference, it has been identified whether the safety requirements of military aircraft could be met.

This study analyzed the effects on displacement and stress as a result of improving the profile fastening method targeting rectangular-shaped and cube-shaped specimens. For the rectangular-shaped specimens, the improved fastening method reduced maximum displacement to 41.7% and maximum stress to 18.3% compared to the existing fastening method. For the cube-shaped specimens, maximum displacement and maximum stress results were found to be similar to those of the rectangular-shaped specimens. Thus, as a result of comparing the stress and displacement of the existing and improved fastening methods, it was found that the improved fastening method is superior to the existing fastening method in terms of load support.
A Study on the Crashworthiness Design and Analysis for Military Helicopter

Crashworthiness model for Korean Utility Helicopter was built by employing KRASH, a kinetic analysis program, and the characteristics and performance of crashworthiness were assessed by the analysis. As a result of the analysis considering crashworthiness impact velocity of military standard, the vertical impact velocity became 0 after 0.124 second and the predicted values for the maximum acceleration of the engine and power transmission gear were 33G and 27G respectively. Cabin space height before and after the crash were 1.59 m and 1.40 m respectively; it led to 12% reduction in survival space but managed to fulfill the engineering requirement of “below 15%.” The predicted maximum displacement of crew and passenger seats were 126 mm and 188 mm respectively, fulfilling each of the acceptable standard. In addition, according to the results evaluated by Eiband Curve, passenger acceleration level was found out to be insufficient to cause a severe damage to passengers.

An Experimental Study on Fatigue Safety Life Assessment of Aircraft Engine Support Structure

Correction may be needed on S-N curve using standard samples of structural material to secure its dependability when doing the design of the aircraft structure for fatigue load and its verification. In this paper, experimental methods are suggested with the purpose of correction of S-N curve of structural material samples. By application of the fatigue test results on static load and dynamic load that are placed on the structure of an aircraft in flight, we were able to come up with a mean S-N curve in consideration of the structural shape and load type on the structure. The mean S-N curve would then need to be additionally altered again into a working S-N curve which takes into account the operation temperature and a safety factor where an evaluation on safety life with respect to fatigue load can be made if design load spectrum is considered. Safety life against fatigue load in the upper part of the Scissors link, at the fretting is 27,394,283H, and other parts made out to be of infinite life, this turned out to be satisfying the design requirements for safety life of engine support structure of an aircraft.

A damage reference database from armor piercing bullet hits was established for tube and plate specimens with different thicknesses. The penetration damage diameters of the tube specimens showed larger at the center than the periphery in the front, but they resulted larger at the periphery than the center in the rear. As the angle of attack of the plate specimens increased, the penetration damage diameters increased as well, with the penetration damage diameters becoming larger in the rear than the front. Using the damage reference database, the fatigue analysis was performed to determine whether the safety requirements for the military aircraft could be met.
군용헬기 결빙 감항인증을 위한 국내 기상환경에 관한 연구

Based on atmosphere weather data by balloon in Osan and Gwangju area, if icing condition occurs in weather environment of altitude range where helicopter is operated was analyzed in quantitative way. Yearly icing occurrence frequency for daytime during recent three years was average 102 days in Osan, average 91 days in Gwangju. Icing weather environment to highly affect operation of helicopter varies a little according to analysis methods but icing intensity at MDT level was calculated in all the methods, and 14.5~38 times was suggested in Osan; 2.5~30 times in Gwangju. Icing at MDT level was calculated in common in all the analysis methods through wide periods such as Jan., Feb., Mar., and Nov. in Osan. In Gwangju, icing at MDT level was suggested focusing on Jan. only. Therefore, military helicopter developed in Korea is required to strive obtaining certificate of airworthiness about icing condition at MDT level for implementation of perfect operational mission and safe operation.
