한국은 OECD가입과 함께 국력상승의 전환기를 맞이하였으나 이에 맞추어 서구 자본의 공격적 영향을 받아 아시아 전 지역과 함께 외환위기에 직면하게 되어 외환위기 해결의 주체인 IMF체제의 영향권에 놓이게 되었고 아직도 완전히 그 영향권을 벗어나지 못하고 있는 실정이다. 그리고 해방후 제2의 국난이라는 한국의 외환위기는 소련의 붕괴 이후 새로이 떠오르는 황금시장으로 일컬어지는 아시아 국가를 대상으로 1991년부터 시작된 자유시장체제와 자본 자유이동 시스템 확립으로 전쟁 없는 승리를 위해 준비한 미국의 경제시스템운영에 의해 발발하게 되었다고 인식되고 있다. 따라서 본고는 미국의 경제시스템 운영과 미국의 자본운영정책을 분석하고 그것들이 한국을 비롯하여 최근 외환위기를 겪은 국가들이 외환위기 원인과 어떤 관련이 있는가를 규명하는 것을 연구내용으로 하고자 한다.

Recently, the deregulation or privatization of the electric power industry becomes a global trend, and many power companies in advanced countries plan to expand overseas competitively to secure a base of new projects in order to overcome growth limits due to slowdown in growth and power demands of the country and promote profits. In this circumstance, various strategies for success should be discussed. Overseas power business secures global competitiveness, so if it is judged that there is competitiveness after a close inquiry into feasibility, an atmosphere of utmost support should be formed. Overseas power business should compete with other countries, and by the characteristics of the construction of power plants, it should focus on a regional cooperation project to minimize the residents' opposition so that it can promote residents-friendly construction of power plants. This study will analyze the case of Korea Midland Power Co., Ltd. (hereafter, KOMIPO) to promote the effectiveness of regional cooperation projects in the recent overseas expansion of the electric power industry as an aspect of measures to secure the competitiveness of public institutions. KOMIPO's power business in Indonesia is carrying out an exemplary regional cooperation project, and especially, it has effectively grafted Saemaul Undong on to that. Through a study on this, policy implications for projects of the construction of power plants in developing countries will be drawn and a chance to share knowledge will be obtained. The neighboring areas of the construction of power plants in Indonesia are very underdeveloped compared with other areas, so they envy the South Korea's rural development movement that succeeded in poverty reduction by mobilizing the potential of the societies in the 1970s. KOMIPO has promoted regional cooperation projects grafting Saemaul Undong on to the areas adjacent to power plants since 2010, and the residents' responses are very high, so this study will introduce it as it can be a leading model of the future overseas power business of power generation companies.

본 연구에서는 형법범죄와 특별법범죄의 원인변수가 다를 것이라는 추정을 하고 이론적 배경을 통해 근거변수를 추출하고 경험적 분석을 통해 위와 같은 논의를 검증해 본다. 형법범죄와 특별법범죄에 영향을 미치는 것으로 추정되는 정치, 경제, 사회, 인구통계적 요인을 이론과 선행연구를 통해 검토한다. 가설의 검증은 우선, 회귀계수의 부호의 방향으로 검증한다. 둘째로, 유의수준을 가지고 판단한다. 연구결과, 형법범죄의 경우는0.05의 유의수준에서 유의미한 변수가 발견되지 못했다. 특별법범죄의 경우는 경제활동인구가 0.1의 유의수준에서 유의미한 변수로 채택됐다. 경제적, 사회적 변수는 형법범죄와 특별법범죄에 동일한 성격으로 작용하고 있음을 알 수 있었다. 정치적, 인구통계적 변수는 형법범죄와 특별법범죄의 경우에 상이한 성격으로 작용함을 알 수 있다. The main objective df this study is to investigate factors of political, economic, social populational․statistical variables influencing on criminal law crime and special law crime As a result that model hypotheses were tested based on a T value(absolute value of more than 1.96) at significance level of 0.05, it was clarified that the hypotheses GDP formed in this study was significant, and the of relation was corresponded with the hypotheses. This study is very significant in that the researcher proposed an empirical model of the factors of political, economic, social populational․statistical variables influencing on criminal law crime and special law crime, which have not been greatly studied in theoretical empirical aspects till now, and in that the researcher also proposed an improvement plan through analyses of criminal law crime and special law crime.

본 연구에서는 재산범죄에 영향을 미칠 것이라고 생각하는 변수를 추출하고 경험적 분석을 통해 영향변수를 분석한다. 재산범죄에 영향을 미치는 것으로 추정되는 정치, 경제, 사회, 인구 통계적 요인을 이론과 선행연구를 통해 검토한다. 첫째, 0.05의유의수준에서, 회귀방정식의 유의성을 판단한다. 둘째 가설의 검증은 한다. 가설의 검정은 1) 0.05의 유의수준에서 계수의 유의수준을 판단한다. 2) 회귀계수의 부호의 방향으로 검증한다. 실증적 분석의 결과 첫째, 회귀방정식은 유의확률 F값이 0.025로 유의미한 회귀방정식으로 검증되었다. 둘째, 가설의 검정에서, 경제적 요인인 경제성장률, 실업율은 가설이 채택되었다. 사회적 요인인 근로자가구1분위경상소득은 가설이 채택되었고, 노사분규는 유의확률이 .076으로 기각되었다. 인구통계적 요인인 경제활동인구, 14-24세의 연령층도 가설이 채택되었다. 반면에, 정치적요인인 선거년도, 각 공화국은 가설이 기각되었다. 사회적 요인인 노사분규의 변수도 가설이 기각되었다. This study is very significant in that the researcher proposed an empirical model of the factors of political, economic, social, populational․statistical variables influencing on property crimes, which have not been greatly studied in theoretical empirical aspects till now, and in that the researcher also proposed an improvement plan through analyses of property crimes.
