다매체 • 다채널 시대 공영방송 KBS 프로그램의 현황과 나아갈 방향에 대한 소고

본 연구는 방송시스템을 둘러싸고 있는 환경변화로 인해 직접적인 위협을 받고 있는 공영방송KBS가 치열한 시장경쟁에서 정체성과 생존력을 키워나가기 위해서는 양질의 프로그램을 제공해야만 한다는 인식에서 출발하였다. 이와 같은 인식에서 이 연구는 공영방송의 바람직 한 프로그램의 방향에 대한 구체적이고 심층적인 분석을 제공하여 공영방송을 활성화할 수 있는 몇 가지 현실적이고 구체적인 프로그램품질 개선방안을 모색해 보고자 하였다. 연구의 결과는 다음과 같다. 전체적으로 KBS 1 채널의 모든 장르에 대한 전문가들의 품질평가는 어느 정도 만족하는 것으로 확인되었다. 그러나 전문가 집단으로부터 어느 장르도 매우 만족할 만한 품질평가를 받지 못한 것으로 나타났다. 본연구를 통해 KBS 1 채널의 프로그램 품질 보장과 향상을 위해서는 체계적이고 과학적인 품질관리 시스템이 필요하다는 것을 확인하였다. This study intends to delineate the present status and goal in the future of Korean Public Service Broadcasting KBS" program within the context of changing media enviroment. The result of this study are as follows: According to the evaluation, the experts affirmed that the quality of all genres on channel "KBS I" has been satisfactory in a greater or less degree. But any genre did not receive great satisfaction from this group of expert. Consequently, we verified that a systematic and scientific quality management would be required in order to ensure and enhance the quality of the programs on KBS 1.

지역신문난립의 원인성 분석과 그 해결 방안에 대한 고찰

지역언론은 지역사회의 에너지를 결집하고 유통시키는 정신적 중심 메커니즘일 뿐 아니라 분권을 가능케 만드는 핵심요인이다. 언론은 분권화 과정에서 분권이 되지 않고 있는 상황과 분권이 필요한 부분, 지역의 자치역량을 강화할 필요가 있는 부분 등에 대한 정보를 수집ㆍ생성하고 대중에게 전달하여 공적 커뮤니케이션의 주제로 만들고 그 해결방안도 모색하도록 해 준다. 이러한 맥락에서 지방자치제도와 지역민을 선도하며 견인차 역할을 하는 지역언론으로서의 정체성 확립을 위한 노력이 무엇보다도 요청되는 시점이다. 그러나 오늘날 방송통신융합시대의 지역언론은 매우 어려운 상황에 놓여 었다. 특히 지역신문의 경우는 방송에 비해 더 열악하다. 일반적으로 지역언론은 지역일간지와 지역방송으로 구분되나 프로그램 공급을 전적으로 키스테이션(key station)에 의존하는 지역방송보다는 지역언론의 핵심에는 지역언론이 중추적 위치에 있다. 따라서 본 연구에서는 지역신문의 현 문제점을 살펴보기로 한다. 지역언론 연구에 다양한 방법이 있겠지만 본 연구는 주로 기존의 문헌분석방법에 의존하여 지역신문이 안고 있는 경영적 문제와 난립구조의 원인 및 그 사회적 영향에 대한 분석과 함께 이에 대한 해결방안으로써 안정적 재원확보와 난립구조 해소를 위한 다양한 방식을 고민하고자 한다. 본 연구에서 다루어지는 이러한 논의가 지역사회를 위한 건강한 지역언론으로 거듭나기 위한 실질적인 가이드라인을 제공하여 지역언론의 활성화에 기여할 수 있도록 하는데 연구 목적이 있다. Regional and local newspapers are firmly based on their local communities. They are not only the mental mechanism collecting and distributing the energy of their communities, but also the vital key to the decentralization of authority. In general, the press collects and generates the information about the situation where the decentralization is not realized, the necessary parts of decentralization, and the parts needed to fortify the local autonomy. After carrying out these missions, it makes the local audience and readers understand them and seek for the solution to the problems of public communication. Therefore, we have to try to set up the identity of the regional press being able to play an important role of leading its audience and readers. Nevertheless, the regional press, in today's situation m which the broadcasting and communication are fused one into another, lies in a critical condition. In particular, it has poorer qualification than the regional broadcasting. Considering these realities, based on the existing analyses of documents, this study is aimed at seeking for the methods of obtaining a secure source of revenue and the variety of ways to resolve the problems with catastrophically increased regional presses. The arguments proposed in this article will be able to propose a substantial guideline for the sound regional newspaper industries and contribute to their activation.

Modern societies have great difficulties in coping socially and politically with new technologies and their consequences. Sociologist as Ulrich Beck calls these societies not any more 'industrial society', but 'risk society'. Risk is defined as the damage caused by self decision and responsibility, danger as the damage caused by strange hands. According to the social background, many kinds of risks have been recognized to be important differently. It appears on difference of risk valuation between experts and laypeople. Until now, communication research have ignored importance of the individual and collective factors, about public acceptance of information and communication policys. This study aims at dealing with the concept of risk, the problem of acceptance and different evaluation of risk between experts and laymen, the problem 'how the report of mass media function above catastrophe. Finally, it analysis methods of improvement of risk communication and structure and process of the efficient of risk communication. The appearance of risk is attempted to reinterpret in perspective of communication studies.

매스커뮤니케이션 효과 연구에서 행위 이론적 관점에 대한 고찰

Im Mittelpunkt der sozialwissenschaftlichen Massenkommunikationsforschung steht bis heute die Beschreibung und Erk1□rung der Wirkung von Medien(inhalten) auf deren Rezipienten. Das Spektrum der neueren Forschungsans□tze der Massenkommunikationsforschung zur Ermittlung von Wirkungen, Folgen oder Konsequenzen massenmedial vermittelter Kommunikationsprozesse ist bislang zumeist nur unzureichend. Die Inkonsistenz der verschiedenen Forschungsergebnisse besteht darin, daβ in den theoretischen Ans□tzen der Wirkungsforschung die Frage nach der Pers□nlichkeitsstruktur sowie dem sozialen und gesellschaftlichen Kontext der Rezipienten h□ufig vernachl□ssigt wurde. Die Arbeit versucht daher, einen theoretischen Ansatz zur Erkl□rung von Wirkungsprozessen in der Massenkommunikationsforschunghun zu entwickeln, dem die aufgezeigten M□ngel nicht anzulasten sind. Die Arbeit baut auf Handlungstheorien auf, die in der Theorieentwicklung der Medienwirkungsforschung eine zunehmende Bedeutung erlangen.
