직무전문화에 입각한 병 보직고정제도가 전투력에 미치는 영향에 관한 연구

지난 반세기 동안 우리 군은 세계 어느 나라에도 없는 특수한 안보상황에서 국가를 지키기 위한 국가보위의 대임을 완수해 왔으며, 전투력의 질적 향상과 국방운영의 효율성을 제고하기 위해 지속적인 노력을 시도해 왔다. 예를 들어 국방부는 가용 국방재원을 효율적으로 활용하여 북한의 국지도발 위협에 우선 대비하면서 전면전과 잠재적 위협에도 함께 대비하여 전쟁을 억제하고 전승을 보장할 수 있는 최적의 선진군사역량을 건설하고자 노력하고 있다. 이러한 국방부 차원의 노력과 더불어 실제 전투력이 발휘되기 위해서는 보병 중대급이하 부대의 전투력 향상을 위한 직무전문화에 입각한 병 보직고정제도가 필요하다. 따라서 본 연구의 목적은 직무전문화에 입각한 병 보직고정제도가 전투력 향상에 미치는 영향력을 검증하는데 있다. 이를 위해 먼저 조직연구에서 조직구성원의 성과 향상을 위해 도입한 직무전문화(job specializaion)의 개념을 알아보고, 그 효과에 대한 이론적 논의와 선행연구들을 살펴본다. 또한 이러한 이론적, 실증적 논의를 토대로 중대급의 병 보직 현실을 되짚어 보고, 4개월간의 실제 중대급 부대 실험을 통해 직무전문화를 적용한 병 보직고정제도의 효과성을 검증하고자 한다. 마지막으로 실증연구 결과를 토대로 병 보직고정 제도 시행을 위한 발전방안을 제시하고자 한다. This study aims to implement “Soldiers fixed assignment” based on job specialization in the military. Soldiers fixed assignment—an effective job design method—improves combat power without using much capital. Until recently, not many company commanders acknowledged this, due to the fact that there is little research on the improvement of combat power related to soldiers fixed assignment. To solve the problem, this research analyzed effect of the soldiers fixed assignment based on job specialization, and evaluate how much improvement in combat power there was during the experimental period. The result of this study presents that the soldiers fixed assignment can make combat readiness, education and training better than units that the Soldiers fixed assignment was not implemented. This study has several implications for job design studies and military organizational research. First, it advances our understanding of the job specialization by focusing on theoretical discussion and earlier empirical studies. Second, this research gives military significant practical implication. Since results of the research support “Soldiers fixed assingment” and efforts to inculcate calling. Therefore, military organization must implement the system to increase combat power. Lastly, we discussed the limitations of this study and future directions.

우리는 공공 및 민간 영역 등 다양한 분야에서의 사례분석을 통해 우리 군의 가치있는 빅데이터 활용방안에 대해 제안하고자 한다. 빅데이터 기술을 사용하여 사업과 연관된 이슈들과 사건들을 감지하고 예측하는 많은 기업과 조직들이 대중문화의 중심에서 각광받고 있으며 전략적인 데이터 활용이라는 측면에서 점점 인지도가 높아지고 있다. 이 연구에서 우리는 어떻게 빅데이터 기술을 군의 다양한 영역들에 성공적으로 적용할 것인가를 밝혀내는 데 초점을 두었다. 미래에는 빅데이터라는 거대한 정보 속에서 새로운 정보기술력으로 발굴한 가치 있는 데이터들을 어떻게 정리하고 활용하느냐에 따라서 경쟁력이 결정지어질 것이다. 결국 빅데이터를 활용한 기술접목을 통해 가까운 미래에 우리의 국방 정보력은 더욱 강화될 것이고, 군 보급품 관리 등의 군수분야뿐만 아니라 도움병사제도에의 활용 등 다양한 분야에서 과학적 관리와 탁월한 성과를 확보하게 될 것이다. This research proposes the valuable utilization of Big Data in the Republic of Korea military through case analysis in various fields such as public and private sectors. Many companies and organizations using Big Data technology to detect and anticipate events and issues related their business are in the spotlight of mass communication and they are getting win much recognition in terms of strategic data utilization. Our main focus is to identify how we successfully apply Big Data technologies to the field of ROK Armed Forces. In the future, how we organize and utilize valuable data that is excavated from the new information technology will be the key factor to take commanding position in highly competitive global market. So, the national defense information will be getting powerful through big data technologies in the field of logistics and various defense industry, and the ROK military will be able to achieve the scientific management and great success in the near future.

식스시그마 기법을 활용한 수업품질향상에 관한 연구: 육사 경영학수업 강의평가결과를 중심으로

Recently, the fitness for use which means product and quality of service that meets the expectations and needs of consumers is being magnified. However, there are only few studies that find out importance of quality in education part. This research aims to improve the quality of KMA national defense business administration lecture by using six sigma. Most of daily life of cadet is assigned to studying. So it is very important that cadets were satisfied with their classes. In this regard, six sigma can be used for improving the quality of lecture. The DMAIC method is used for this research. The DMAIC method consists of five steps: Define, Measure, Analysis, Improve and Control. Using this method, we find out the CTQ of national defense business administration lecture. Based on the CTQ, the lecture is reorganized and we observe that the sigma level related to lecture evaluation is improved from 2.19 to 3.72. The results obtained in this paper can be applied to improving the quality of the lectures other than national defense business administration lecture. 식스시그마는 고객의 소리를 통해 불량률을 줄이고 고객이 만족할 수 있도록 하는 방법으로써 사용품질을 향상시킬 수 있는 좋은 기법이다. 제조업이나 생산업에는 이 식스시그마 기법이 활발하게 사용되고 있지만 교육의 질을 높이기 위해 식스시그마 기법을 활용한 예는 별로 없는 것이 현실이다. 이에 본 연구는 식스시그마 기법을 통해 피교육자의 목소리를 듣고 수업의 질을 향상시킬 수 있는지 연구하기 위해 육군사관학교에서 실시한 경영학 수업 강의평가 결과를 식스시그마 기법을 활용하여 분석하였다. DMAIC 방법의 절차를 통해 강의평가 결과를 분석하고 수업을 개선한 결과, 강의평가관리 점수의 평균이 0.96점 높아졌고 시그마 수준이 2.19에서 3.72로 1.53만큼 증가하였다. 또한, 정의와 측정 단계를 거치면서 수업에 영향을 미칠 수 있는 요소들 중 컨텐츠 요인이 가장 핵심적이라는 것과 분석 및 개선 단계를 거쳐 시그마 수준이 1.53만큼 증가했음을 확인하였다. 즉, 본 연구를 통해 교육 분야에도 식스시그마 기법을 활용하여 시그마 수준 향상이 가능하며 수업의 질을 높여 피교육자들의 수업에 대한 만족도 또한 향상시킬 수 있음을 시사한다.
