평가시기 및 연동방식에 따른 공적연금 급여수준의 비교 분석

본 연구는 국민연금 데이터베이스를 활용하여 평가시기 및 연동방식 변화에 따른 공적연금의 노후소득보장 효과를 비교 분석하였다. 첫째, 전반적으로 분석 결과는 전체 국민연금 수급자와 비교해 국민연금과 기초연금 중복수급자의 국민연금 및 기초연금 소득대체율이 상당히 높은 수준임을 보여 주었다. 둘째, 평가시기의 영향과 관련하여 분석 결과는 국민연금의 소득대체율이 연령 증가에 따라 낮아지는 반면 기초연금의 소득대체율은 연령 증가에 따른 기초연금 수급률 증가로 인해 반대의 패턴을 보여 주었다. 마지막으로, 기초연금 연동방식의 영향과 관련하여 물가상승률 방식과 물가상승률과 A값 상승률 조합 방식 간 노후소득보장 효과에서 큰 차이가 나타남으로써 기초연금의 역할 그리고 국민연금과 기초연금 간 역할 분담에 관한 보다 심층적인 논의가 필요함을 시사하고 있다. Using the Korean National Pension database, this study investigates the effects of the evaluation moment and sliding method of the national pension and the basic pension on old-age income security. Firstly, the data indicate that overall the wage replacement rates of dual pensioners are much higher than the total national pension recipients including dual pensioners. Secondly, with respect to the effect of the evaluation moment, the results show that the wage replacement rates of the national pension decrease with age. On the contrary, the wage replacement rates of the basic pension increase with age as a result of the increase in the basic pension take-up rate with age. Finally, this study also finds that the sliding method of the basic pension plays an important role in determining old-age income protection.

국민연금 조기노령연금제도와 연기연금제도의 개선방안에 관한 연구: 감액률과 증액률을 중심으로

이 연구는 근로유인 제고의 관점에서 조기노령연금제도와 연기연금제도를 양 제도에 각각 적용되고 있는 감액률과 증액률의 적용방식과 수준을 바탕으로 검토하고, 이의 개선방안을 제시하려는 목적을 가지고 있다. 이를 위해 본 연구는 우선 외국의 급여 감액 제도와 증액 제도를 분석하였고, 이를 바탕으로 국민연금제도가 조기노령연금의 수급요건은 관대하게 적용하면서 연기연금의 수급요건에는 엄격한 기준을 적용하고 있음을 확 인하였다. 다음으로 연금수급시점에 따른 국민연금의 공정 감액률과 공정 증액률을 보험수리상의 중립방식에 따라 산출하였다. 계산 결과 국민연금의 조기수급에 대한 공정 감액률은 6.5~5.9% 정도이고, 연기수급에 대한 공정 증액률은 6.5~6.1%이다. 이에 따르면 국민연금의 현행 감액률인 연 6%는 거의 공정 감액률에 근접해 있지만, 현행 증 액률인 6%는 공정 증액률보다 약간 낮은 수준이라 할 수 있다. 이와 같은 분석결과를 바탕으로, 본 연구는 조기노령연금에 적용되는 감액률을 수급시점별로 유연화하는 방식을 개선대안으로 제안하였다. 반면 연기연금 증액률의 적용은 보다 적극적인 제도개선 이 필요한데, 적용요건을 완화하여 포괄범위를 확대하고 증액률도 공정 증액률에 정책 적 요소들까지 고려하여 7.2%로 상향하는 것이 바람직한 것으로 제안되었다. 제안된 국민연금 감액률과 증액률 제도의 개선안으로 감당할 만한 추가적 재정소요로 근로유인 과 노후소득보장 수준이 강화되는 효과가 기대된다. This study aims at contributing to improving the early retirement pension and the deferred pension concerning the level and application of the rate of reduction and the rate of increment. This study analysed firstly reforms of the benefit reduction and increase according to retirement timing in pension systems of OECD countries. In comparison to other countries, the National Pension Scheme in Korea is characterized by the loose conditions for the early retirement and the strict conditions for referring pension provision. As next, this study calculated the actuarially neutral reduction rate and increment rate of the National Pension Scheme. According to calculation the actuarially neutral reduction rate lies between 5.9~6.5% and the actuarially neutral increment rate between 6.1% and 6.5%. It shows, that the current reduction rate in NPS is almost close to actuarially neural rate, but the increment rate is slightly lower than the level of the actuarially neutral rate. On the basis of this analysis, this study suggests, that the method of the application of the reduction rate should be flexiblized in the early retirement pension. In the deferred pension, it is desired that the increment rate should be increased to 7.2%, considering the policy goal of the promoting work incentive. With this proposed policy improvement, it is expected to strengthen work incentive and old age income security on the affordable additional financial burden.
