The Democratic Party of Japan(DJP) came into power in 2009, gaining majority support from the Japanese voters who had much dissatisfied with the performance of the Liberal Democratic Party government. While the supporters expected a desirable shift in the out-dated Japanese system, the DPJ government seems to have failed to reform it sufficiently. Under this condition, a notable phenomenon in the Japanese party politics is the increase of local political parties, especially of which a governor or mayor hold the head of a party(shuchoseitō). This study introduces the Osaka Restoration Association and its leader Hashimoto Tōru, exploring reasons of their political success in Osaka area and their popularity nationwide.

This study shows that increase of non-partisan voters and the existence of representative seats are substantial factors for the third party``s electoral success, and a level of popularity of a party head and an attempt to gaining non-partisan voters in city areas were important factors for a third party``s electoral success.
