민간경비 산업의 수단이 인력을 기반으로 한 형태에서 감지센서와 CCTV 등의 기계경비로 변화함에 따라 적은 인력으로 광범위한 지역을 감시할 수 있게 되었고, 기계경비를 통한 인건비의 절약은 이윤을 추구하는 민간경비산업에서 전략적인 수단이 된지 오래다. 또한 기계경비와 관련한 보안시장의 확대와 기술의 발달은 손익분기점을 더욱더 낮춤에 따라 사업자의 입장에선 값싼 경비재화로 가입자를 유치시킬수 있어 민간경비산업을 성장시키는데 큰 역할을 하였다. 한편, 치안 재화와 관련하여 물리적 서비스에 치중한 공경비가 지역사회 경찰활동의 패러다임을 선택하였다. 이는 공경비 마저도 물리적치안서비스제공뿐 아니라 시민들에게 만족감을 제공하고자하는 것에 기인한다. 민간경비의 경우에서도 물리적 경비활동의 제공이 생명, 신체, 재산의 보호를 책임지지만 고용주에게 생명, 신체, 재산에 대한 심리적 안정감을 제공하진 못하였다. 이러한 원인은 경비업체가 담당하는 경비활동만으로 모든 침해를 감당할 수 없을 뿐만 아니라 공통적인 시스템을 사용하는 기계경비의 일반화에 따른 악의적인 해킹의 위험성과 경비대상에 대한 기계적이고 물리적인 경비만을 제공하고 있기 때문이다. 이에 따라 본 연구에서는 심리적 안정감을 형성하는 경비활동으로 물리적, 정신적 만족감을 제공하는 경비활동을 제시함으로써 민간경비 산업의 고객지향적 체제를 구축하는데 본 연구에 취지가 있으며, 이를 위해 융합적 경비시스템의 활성과 경비주체와 객체간의 상호정보의 교류, 공동치안책임의 형성과 인력을 활용한 대응체제 등을 제시하여 민간경비산업의 발전방안을 모색해 보았다. Tools of Private security industry based in manned security has been changed to machine-aided guard such as sensors and CCTV so that only few labor was able to overlook a wide area, Also expense of labor-saving through using machine-aided guard became the profit of the private security industry has long been a strategic method. In addition, expenses associated with mechanical security service industries's expansion and development of technology more and more lowered the break-even point. So with this cheap guard goods, operators are able to attract subscribers and it played a large role to grow the Private Security Industry. Meanwhile, the public guard in connection with a security of goods attaching too much importance to the physical Service has chosen paradigm of community policing. Even public guard as well as providing physical security services want to provide the satisfaction to the citizens. The activities of private security guards responsible for providing a life, body and the protection of property. However, they couldn't offer employer's peace of mind for life, health and wealth. For this reason, the security company responsible for the security activities can not afford every infringement all alone. As well as it only provides electronic security systems that is used in a common generalization of the risk of the malicious hacking and expense of physical security on the target. The purpose of this study is to build customer-oriented system of private security industry to by forming a peace of mind and security activities to provide physical and emotional satisfaction, for this we looked for the ways to present the development of the private security industry, such as active fusion security system, information exchange between subject and object and using security personnel responsible for the4) formation of a joint response system.

우수인력 확보를 위한 경학연계체제 구축방안에 관한 연구

In civilized society, people cannot simply do as they please. They are expected to conform to federal and state laws, as well as local rules and regulations established by and for the community in which they live. As a result the police, as agents of social control, have had to fill the breach, increasing the need for law-abiding citizens to join with the police in making their communities Modern policing is emphasizing cooperation of community and service. Traditionally, policing was operated personnel oriented and the role of street police officers are able to determine its success. In korea, police man power was improved by establishment of Police College etc. But non-staff officers has been not enough man power which is demanded by organization and community. In this situations, police and university link system is very good programs to maintain excellence candidates who apply police officers.

The salary system for police officers in Korea is determined by not only living expenses but also in relation with private sector and other public workers, such as army soldiers, fire fighters, correctional officers etc. The purpose of this research is to figure out the problems of current salary system of the police and to suggest the ways to rationalize it. In this article, the theories on the determination factors of salary was overviewed in addition to the special factors which are caused by the nature of police work such as intensity of duty, risk bearing, and possibility of corruption etc. On the basis of this, the researcher contended that police should have their own salary system which is fully reflected the characteristics of police work as mentioned above. By by doing so, the researcher ultimately intended to go far toward the establishment of career system in policing.

After 9.11 terrorism Incident, Hostage situations have been described as the most favorable method of terrorism by terrorists. This is simply because of terrorist can raise funding for terrorism while they are doing terrorism. This paper reviews three primary components of hostage negotiation: (1) the incorporation of hostage situation management and intervention in current broad-spectrum approaches to hostage negotiation; (2) the Problem Solving Oriented Model constructed by the Federal Bureau of Investigation`s(FBI) Crisis Negotiation Unit (CNU), that provides a systematic, multistep process directed toward peaceful, nonlethal resolution of critical incidents; and (3) advancements and limitations in the field of hostage negotiation are highlighted; suggestions for directions that future work in this area might take are offered. Therefore, in this paper, the authors discussesd current strategies in hostage negotiation that have been developed and implemented to facilitate: (a) the transition of a hostage or non-hostage critical incident from a state of high emotionality (crisis) to rationality (problem solving), and (b) the eventual peaceful or nonlethal resolution of the crisis situation. Following an overview and definition of key terms, we review theoretical model for hostage negotiation process.

In these days, the growing national awareness of increasing the numbers of crimes and changing characteristics of social conditions and the growing need for more improved quality of life force the korean national police to take productive, forward action for better policing in this society. In addition, many police officers are needed, and they are required to have expertise and a firm professional identity. The purpose of this study was to discuss the identity of police organization as a group of specialists and what factors affect their professional organizational identity. For that purpose, the conditions of organizational identity as professionals were categorized through theoretical review of research results.
