After attending the special lecture by Halligan on "The Principles of Systems Engineering" at the 2002 KCOSE workshop, the author tried to collect similar SE principles scanning throughout several SE text books and internet sources. During this process it is found that INCOSE once established a SE-Principles WG and tried to collect SE-principles. They tried to make distinctions among pragmatic, mathematical, and philosophical principles. The result of this effort to collect various SE-principles showed that, including the INCOSE SE-principles WG, most authors seem only succeeded in generating the pragmatic SE-principles but failed in both mathematical and philosophical SE-principles.

As one member of the Korea Society of Systems Engineering (KOSSE) and especially as a member of Sociotechnical Systems session of the KOSSE, I tried to contribute somehow to the activity of KOSSE to help development of better Korea systems. This report is a brief discussion of the need for KOSSE activity in the Cyber Security area especially for the protection of national critical infrastructure systems from cyber terror.
실내 주거환경에서 주부를 대상으로 한 극저주파 자기장 노출수준 평가

The objective of this study was to evaluate Extremely Low Frequency Magnetic Fields (ELF-MFs) exposure level of housewives and the relation of residential environments with ELF-MFs exposure level in home. ELF-MFs measurements were performed for 58 housewives include 31 working women. Twenty-four hours personal MF exposure levels of housewives were slightly higher than working women as an arithmetic mean. However the median of 24 hours personal exposure levels for working women were significantly higher than housewives (p<0.05). The median of personal exposure levels due to the activity at home, working women were higher than housewives significantly (p<0.05). As a results of correlation of residential environments, such as their living environments, total income, type of water supply pipes, and distance from power line with ELF-MFs exposure level in home was different from the type of residence (p<0.05). This study could be informed as guidance for ELF-MFs exposure analysis in residential environment.

This research aims to propose a model to estimate the appropriate SE Cost rate to the total project cost when systems engineering applied to light rail transit project. In this research an investment cost estimation model is proposed with reference to COSYSMO (Constructive System Engineering Cost Model). This model includes four input factors such as requirement numbers, interface numbers, algorithm numbers, and scenario numbers. When 2600 requirement numbers are considered on a proposal document with 350 pages in a light rail transit specification of 500 billion~trillion won scale, COSYSMO demo version estimates 42.5 billion won of SE cost (about 5% of total project cost or about 10% of E&M cost).

This paper aims to analyze the result of SE Process Implementation on Light Rail Transit(LRT) Project. Currently the Light Rail Transit Project of Korea applies SE to the intermediate phase, that is, E&M phase which is a manufacturing and designing procedure. More seriously, the application effect of SE is not remarkable because it applies to some specific engineering fields like RAMS and it depends on superficial consulting of foreign companies with low SE support capability and investment capital. This study points out that the "Requirement Analysis" and "System Alternative Review" has not been conducted from the initial phase (basic plan and basic design) of the LRT projects. Several projects indicate that the amount of investments for SE activities through the Korea LRT project is relatively very small in comparison with the global capital which is about 10% of total project budget. Furthermore, Korea LRT projects have very few SE professionals and weak SE organization with no government directions and guide book for the efficient implementation of SE for the LRT projects.
