본 연구는 Q방법론을 적용하여 지방의 정당제도에 대한 대구 유권자들의 주관적 인식을 확인하였다. 연구결과 유권자들은 공통적으로 지방정치과정에서 정당의 역할이 중요하다고 인식하고 있었으며 지방의 정당조직 강화를 위한 노력이 필요하다는 것에 이견이 없었다. 그러나 지방의 정당제도 개혁안에 대해서는 3가지 관점으로 구분되었다. 그것은 (1) 당내 민주화 관점: 정당공천제도 개선과 정당운영에 당원의 참여를 확대하여 지방의 정당조직과 중앙당의 관계를 개선 (2) 지방정당의 자율성 강화 관점: 정당설립과 정당의 지방조직 운영의 자유를 보장하여 지방에서 정당의 경쟁력 확보 (3) 법제도화 관점: 정당운영에 법제도적 보완 노력이 요구 등이다. 연구결과 주목할 점은 기존 연구에서 찬반논쟁이 불거졌던 지방정치과정에서 정당의 유용성 문제가 유권자들에게는 논쟁적인 문제가 아니라는 점이다. 그리고 상대적으로 기존 논의에서 크게 쟁점화 되지 않았던 지방정당 설립 허용에 대해 유권자의 관심이 높다는 점이다. The aim of this research is to find the subjective perception of people on the local party system. To achieve this aim, this research applies Q-methodology to Daegu voters. Studies show that people generally perceive the role of political parties as important and agree that local political party should be strengthened. However, the ideas on the improvement of local party system was divided into three aspects. first aspect is ‘Party democratization’: The party nomination system should be improved and the party members’ participation should be expanded. Second is ‘Deregulation’: Freedom of establishment of political parties should be guaranteed. Third is ‘Legal institutionalization’: Legal complements are needed for political parties. What is noteworthy in the results is that there is no debate about the involvement of political parties in the local politics. In addition, people are interested in allowing the establishment of ’Local party’, which have not been a major issue among scholars.
