Sex offence against children has been recognized as 'soul murder' To prevent sex offences against children, a very complex set of remedies and measures should be prepared and applied First of all, proactive and active intervention into child abuse should be institutionalized in order to block ways for abuse victims to turn child sex offenders themselves in their adulthood as well as to detect and save child sexual abuse victims earliest possible From Criminal Justice perspectives, criminalization of child abuse is necessary not only to effectively deal with child abusers but to make child protection and family support types of public welfare measures and interventions accepted and effective Additionally, considering high possibility of recidivism among child sex offenders with pedophilia or anti-social personality disorder and their child victims' lives are likely to be put in danger, demand longer sentences than other crimes against adult victims To protect children from sex offences, longest possibile period of incarceration as the Constitution allows should be introduced Other methods of sex offender control such as electronic monitoring, registration and chemical castration should be regarded as only 'supplementary measures' with various side effects This paper tries to seek workable, comprehensive, systematic and effective Criminal Justices measures to prevent sex offences against children by analysing literature, results of prior researches and examples of other countries

최근 대학캠퍼스의 범죄는 점차 증가추세에 있다. 대학의 기능이 다양화되면서 대학캠퍼스 범죄는 비단 대학의 문제에 그치지 않고 지역사회의 안전과도 직결된다. 그동안 대학의 운영과 관리는 국가(국립), 학교재단(사립), 학생, 교수, 교직원 등 대학과 직접 관련이 있는 사람 또는 조직, 단체 등으로 제한되어 왔으며 이용권한도 이들에 한정되는 경향이 있었다. 그러나 현대사회에서 대학은 일부에게만 제한적으로 접근이 가능한 폐쇄적 공간이 아닌 대학을 포함하고 있는 지역사회전반에 개방하는 개방적 공간으로 변화되고 있다. 이러한 개방적 흐름은 대학캠퍼스 안전관리의 효과적 통제를 더욱 어렵게 만든다. 지금까지의 폐쇄적이고 일시적 대응방안으로는 근본적인 범죄예방에 한계가 있다. 이를 극복하기 위해 다양한 범죄예방 전략이 고려될 수 있으나 실효성을 높이기 위해 가장 중요하고 기본적인 방안은 범죄예방에 대한 제도적 시스템을 구축하는 것이다. 이 연구는 대학의 안전관리를 위한 조직과 규정 등 제도적 개선방안을 제안함으로써 대학과 지역사회 그리고 관계기관의 협력을 통해 더욱 안전하고 건전한 교육 분위기를 형성하는 기반을 마련하는데 의의가 있다. Campus Crime has recently increased in Korea. In the modern society, universities become increasing gradually open to local communities. Due to various features of a university campus, crimes on campus have just begun to be related with the safety of community. Nowadays, a majority of Korean universities have difficulty managing safety issues on their campuses. In this context, a basic plan of campus crime prevention needs to be systemized through institutional reforms. This study proposes a responsible organization in charge of safety management on campus, and further, participation rules of universities for the purpose of creating a safe and healthy education atmosphere.

효율적이고 실효성 있는 경찰부패방지제도를 구축하는 것은 경찰에 대한 국민의 신뢰를 얻는 데 있어 그 무엇보다도 중요하다. 이 논문에서는 영국과 미국, 홍콩 및 일본의 경찰부정부패 방지제도를 고찰해 봄으로써 한국 경찰의 경찰부정부패 방지 제도 개선을 위한 시사점을 탐색해 보고자 한다. To set up an effective and efficient anti-corruption system is vital in getting public trust in policing. This paper is reviewing police corruption control systems in Britain, United States, Hong Kong and Japan.
