      • 생명의 시작과 관련된 윤리적 문제: 인간배아줄기세포 연구의 윤리적 쟁점과 기독교 세계관

        줄기세포 연구가 시작된 이후로 이와 연관된 과학적 윤리적 이슈들은 많은 주목을 받아왔다. 과학적 발전은 난치병의 치료가능성을 높이고, 개인맞춤의료의 핵심으로 자리매김하는 것처럼 보이나 연구에 수반되는 윤리적 이슈들에 관한 논쟁은 과학발전의 방향에 대한 근본적인 의문을 제기한다. 특히 인간배아줄기세포는 배아의 지위에 관한 논쟁과 인간생명의 시작에 관한 논쟁이 인간은 무엇인가라는 질문으로 인도하게 되고 이에 대한 대답은 세계관적 답변을 필요로 하게 된다. 생물학적 기전 및 유전과 분자생물학적인 배아 발생의 증거들은 어디부터 인간이고 어디부터 인간이 아닌가를 구별 짓는 불연속점이 존재할 수 없음을 보여주고 있으며, 성경과 성육신의 증거들은 수정부터 배아와 태아, 성인에 이르기까지 하나님의 형상이 동일하게 발현되고 있음을 보여주고 있다. 연구를 통한 지식의 확장은 우리가 하나님의 형상인 창조성을 물려받은 것이다. 그러므로 기독교 세계관적인 관점으로 줄기세포 연구의 분야를 재해석할 필요가 있다. 그래서 모든 진리가 하나님의 진리가 되도록 줄기세포 연구 학문의 목적과 방법과 의미를 구속하는 청지기적 사명의 실현이 필요하다. Since the beginning of stem cell research, the scientific and ethical issues have received hot attention. Scientific developments seem to increase the likelihood of treatment of intractable diseases and become the core of personalized care, but the debate over ethical issues in research raise fundamental questions about the meaning of scientific development. In particular, human embryonic stem cell research leads to a debate about the status of the embryo and the beginning of human life. Evidence of biological mechanisms, genetic and molecular biological evidence shows there is no discontinuity in the process of embryonic development. It shows that there is no definitive point whether it is human or not. Evidence from the Bible and the divine incarnation shows that the image of God is manifested equally from fertilization to embryo, fetus, and adult. The expansion of knowledge through research is the grace of God’s creativity. Therefore, there is a need to shine the field of stem cell research from a Christian worldview perspective. Finally, it is necessary to redeem the purpose, method and meaning of the stem cell research so that all truths become God’s God.

        도시형 생활주택의 활성화 방안에 관한 연구

        독신세대의 증가와 고령화 등의 영향으로 1∼2인 가구가 거주하는 소형주택에 대한 수요가 지속적으로 증가하고 있다. 이러한 사회구조의 변화에 따라 소형주택의 수요를 충족시켜주기 위하여 최근 정부가 새롭게 도입한 제도가 도시형생활주택이다. 정부는 도시형생활주택을 통해 1∼2인 가구의 증가에 따른 수요에 대비하고, 미래의 주택문제를 해결하려고 2009년 5월 제도를 입법화하였다. 그러나 도시형생활주택 제도는 각종 규제로 사업성이 떨어지는 등 문제점이 노출되어 보완책이 필요하다. 본 논문은 최근 정부에 의해 입법화되어 시행되고 있는 도시형생활주택의 문제점을 알아보고, 활성화 방안을 제시하는데 연구의 목적을 두었다. 이를 통해 도시형생활주택의 문제점이 보완되어 1∼2인 가구를 위한 양질의 소형주택이 저렴한 가격에 많이 공급되어 서민들의 주거생활이 안정되기를 바란다. With the increase of the single persons and the aged population, demand for the small housing for single- or two-person households has kept increasing, and the change in social structure has led the government to introduce a new housing system, the urban-life housing. The introduction of the urban-life housing by the government in May 2009 was to meet the increasing demand for single- or two-person housing and to address future housing problem. The urban-life housing, however, should be urgently supplemented, as many problems, such as fallen feasibility due to various regulations and the consequential stagnant supply, have been disclosed since its introduction. This study aims at looking into problems of the urban-life housing that has been recently legislated and enforced by the government, and suggesting solutions for such problems. The author expects that this study could contribute to the solution of problems on the urban-life housing and consequentially, to the housing stabilization of ordinary single- or two-person households through the invigorated supply of small housing in good quality and at lowered price.

        도시유역의 Fwl-D-F 곡선 산정 및 활용에 관한 연구

        과거 홍수량 분석을 위해 다양한 연구가 진행되었으며 특히, 홍수량-지속시간-빈도곡선(flood-duration-frequency curves)의 연구가 국외에서 진행되었다. 그러나 국내의 수문자료는 하천의 특정지점에서 홍수량 자료 보다는 수위자료 를 쉽게 수집 가능하기 때문에 본 연구에서는 도시유역의 홍수에 따른 홍수위험도를 정량적으로 분석하기 위하여 기 존의 강우강도-지속시간-빈도곡선(Indensity-duration-frequency curves)을 응용한 홍수위-지속시간-빈도곡선(flood water level-duration-frequency curves: Fwl-D-F)방법을 제시하였다. 연구의 대상지역은 한강수계 중량천의 중량교 지점으로 18년간의 수위 자료를 이용하여 Fwl-D-F곡선을 산정하였다. 홍수위에 대한 지속기간별 빈도곡선인 Fwl-D-F 곡선은 특정한 홍수위에 따른 값을 빈도개념으로 적용이 가능하므로, 내수침수를 포함한 홍수예보에 많은 도움이 될 수 있으 리라 판단된다. 또한, 특정 호우사상에 대한 강우량이 예측되면 작성된 강우강도-지속시간-빈도곡선(I-D-F곡선)과 Fwl-D-F곡선을 연계하여 임의 관측지점의 수위를 예측하는 것이 가능하다고 사료된다. There have been performed many researched for flood magnitude analysis, for example, the Flood- Duration-Frequency relations in the west. Because flood water stage data are more available rather than flood amount data at flood gauge stations of Korea, this study developed Flood water level-Duration-Frequency (Fwl-D-F) curves using rainfall Intensity-Duration-Frequency(I-D-F) curves for the quantitative flood risk assessment in urban watersheds. Fwl-D-F curve is made from water level data for 18 years at Joongrayng bridge station of Joongrayng River basin in Han River drainage area. Fwl-D-F curve can estimate the occurrence frequency for a certain flood elevation, which can be used for urban flood forecasting. It is expected that the flood elevation can be estimated from the forecasted rainfall data using both Fwl-D-F and I-D-F curves.

        한국의 보금자리주택정책 활성화 방안에 관한 연구

        Nest housing policy near greenbelt currently being promoted in South Korea began the good intention to provide housing to that homeless populace by the low selling price. The reason many people is interested in nest housing is cheaper and good accessibility from the city center. Despite these advantages, however, the nest housing policy since the early days of the introduction are controversial. Because environmental degradation, excessively low prices according to Greenbelt speculation, and the adequacy of the selling price were pointed out. And side effects appeared in the process of the housing supply after ``special law`` on nest housing construction in March of 2009 was enacted. Especially in recent years, It continues to increase public opinion that we have to find ways to enable the roost in the metropolitan area due to the downturn of the real estate market, an increase in the course of unsold housing, and offering a policy targeted populace to avoid fading and the purpose of the introduction. Therefore, we raised the research problem that nest problems that appear in the process of housing supply, and how complementary institutions to be settled in the right direction, and how improvements should they be?. To resolve these research problems, we aimed to analyze the problems occurring in the process of the supply of housing by March 2009 legislation and to suggest ways to improve. By reviewing theoretical discussion on the housing nest, roost supply of housing status and supply, we suggest ways to improve following issues. First, rather than the tremendous commitment to supply 1.5 million by 2018, it would be desirable to supply a realistic goal with upright practice. Because the past government tried to achieve the bulk of the supply of public housing, no government has achieved including the government in Roh Tae-woo, Kim Young-sam government, Kim Dae-jung government, and Roh Moo-hyun government. Second, in order to solve the problem of delay that it takes seven years, it will be necessary to reduce procedure of nest occupancy. In addition, to resolve problems such as conflict with local residents, it is necessary that the establishment of a rational compensation system and nests housing policies for populace have priority than any other public works projects. Third, issues related to the adequacy of the selling price, the government would supply the roost around 70-80% of the level of pre-sale housing prices, but selling ordinary people can not afford these prices. Therefore, we must find ways to reduce land and construction costs that can be supplied more cheaply. And from a long-term perspective, the residential area of land should be purchased in advance and lower prices through the housing prices depending on the market situation should be practiced, so that it is not affected by the financial cost of increased business due to the delay. Fourth, in order to solve problems that appeared as small development increase, the largest construction combined 3-4 existing nest housing complex through urban infrastructure needed supplies will be presented. Because, to avoid the bedtown, it should be more than a certain size with the city, and the city infrastructure equipped with facilities, and will be able to connect to public transportation such as trains and buses. Fifth, still end-user has the burden because of 7-10 years of prohibiting transfer and 5 year compulsory residence requirements. Therefore, it will be shortened more boldly of residential homes period and obligations requirements. And we propose to mitigate mandatory residence period, less than 85 ㎡off the development of restricted areas on public land and supply of housing for releasing excessive regulation. Introduced nest housing for homeless populace, the key themes of this study, is very good policy. Legislated in 2009 and the policy has been conducted four years for a short period of time, however, there are many problems and the purpose of the introduction is being tarnished. Therefore, to be settled properly, nest housing policy will modify the proposed improvement measures for the problems occurring in the supply process and the complement system as soon as possible. This study, however, have limitations. For example, nest problem in supply planning for the delay of tenancy problems, the appropriateness of the selling price, problems of residency requirements for quantitative research and analysis on housing policy which are unfulfilled. Therefore, in future studies, empirical analysis and presentation of an alternative based on the results for this research problems are needed.

        ECC로 보강한 비보강 조적 벽체의 횡력 저항 성능 향상

        Performing remodeling or change the usage of building, URM walls which used commonly in apartment as non-structural element need to have reliable performance of buildings because removal of this types of wall could make more wastes in construction site and removal procedure may cause delay of construction. One technique to enhance lateral resistance of these structures is to retrofit the URM walls using shotcrete. However, using normal shotcrete, cannot improve ductility and may cause brittle failure at wall-frame or slab connection. However, recent study for new materials, such as ECC or UHPC, can solve these problems increasing ductility and toughness of retrofitting materials. In this study, we use sprayed ECCs for retrofitting of URM wall. ECCs can be designed to work in conjunction with existing walls to increase both strength and ductility for in-plane behavior of the URM walls by spray. And this may change non-structural masonry wall to structural wall increasing stiffness of wall. To ensure that this technique will perform its intended purpose, in-plane lateral loading test was performed. The results of lateral quasi-static testing of two retrofitted URM compared to non-retrofitted one. Two retrofitted walls are consisted of just sprayed and anchored to wall base, RTM-ECC and have wiremesh, same detail of others, RTM-ECC-WM. Retrofitted specimens show significant increase of strength, ductility and energy dissipation capacity compared to URM. RTM-ECC show stiff strength degradation however, RTM-ECC-WM show slow degradation of strength because of the load transferring effect of wiremesh.
