최근 보편적 기본소득처럼 직접적인 현금 이전을 통해 불평등을 해소하려는 ‘새로운 분배정치’가 활발히 실험되고 있다. 특히 남아프리카 지역에서는 사회적 지급이 무기력한 자들에 대한 자선이나 보조가 아니라 사회적 부에 대한 ‘정당한 몫’의 요구라는 급진적 권리주장의 형태로 나타나고 있다. 정당한 몫이라는 관념은 이방인을 포함해 캠프 내의 모두가 사냥감과 식량을 나누는 수렵채집사회의 나눔 관행에서 기원한다. 나눔은 호혜성의 의무나 관대함의 이상이 아니라 ‘요구의 우선성’에 기초해 필수적인 재화에 대한 접근권을 보장함으로써 위험에 대처하고 사회적 유대를 만들어낸다. 나아가 가치 있는 재화에 접근할 수 있는 사람의 범위를 확장하는 ‘보편화’와 재화의 개인적 축장에서 비롯되는 불평등의 발생을 사전에 억제하는 ‘평등화’의 사회적 기능을 수행한다. 새로운 분배정치의 실험은 무조건적 현금지급과 인격적 존중에 기초한 보편적 성원권의 보장을 통해 이러한 보편적이고 평등한 사회관계를 만들어내려는 야심찬 정치적 기획이다. 수렵채집민들의 나눔 관행은 그러한 경제적·사회적 형태가 보편성과 평등화, 개인의 자율성을 지향하는 반복적이고 의식적인 실천을 통해서만 실행 가능한 대안임을 보여준다. The new politics of distribution, such as a universal basic income program, that seeks to resolve inequality through direct cash transfers is being actively implemented in recent days. In South Africa, social payments are required not as charity or assistance to those who are helpless, but as a request for ‘a rightful share’ of social wealth. The notion of a rightful share originates from the sharing practice of hunter-gatherer societies in which everyone in a camp, including strangers, share game and food. Sharing is not based on the obligation of reciprocity or the ideal of generosity. Instead, it is a means of coping with various dangers of life and it creates social ties by guaranteeing access to essential goods based on the priority of demand. Sharing also has the social function of universalization, which expands the range of people who can access valuable goods, and equalization, which is the suppression of inequality arising from the individual storage of goods. The experiment of the new politics of distribution is an ambitious political project which aims to create such universal and egalitarian social relations through unconditional cash payments and guarantees of universal social membership. The sharing practices of hunter-gatherers show that such economic and social forms are viable alternatives only through repeated and conscious practices that aim for universality, equality, and individual autonomy.
