ROK (Republic of Korea) has maintained an approach of ‘silent diplomacy’ and taken a position of neutrality in the midst of ongoing conflicts between the US and China on the issue of South China Sea (SCS). The single most important goal of ROK’s neutral stance on the SCS is to minimize risks of ‘entrapment’ and avoid being entangled in the US-China conflicts. However, ROK actually has ended up with implicitly acknowledging China’s SCS claims by behaving as an uninterested third-party and remaining silent to China’s aggressive behaviors as well as its unlawful claims to sovereign rights over SCS. ROK’s ambivalent stance on the SCS is becoming increasingly untenable given the fact that the tensions between US and China over the SCS has been intensified in recent years, To the extent that ROK continues to distance itself from the issue of SCS, the strategic relevance and role of ROK in the regional peace and security is likely to be weakened further in the days ahead. ROK needs to adopt a more proactive policy and take a clearer position on the SCS based on the principles of international laws.

The Indo-Pacific Strategy by the Republic of Korea (ROK)’s Yoon Seok-yeol government is based on the strategic recognition that Seoul needs to deepen its engagement in the Indo-Pacific on all fronts because the ROK’s prosperity and strategic interests are critically and inevitably linked with the peace and stability of the Indo-Pacific region. The most notable feature of the ROK’s new Indo-Pacific strategy is a strong commitment to foster a rules-based international order in the Indo-Pacific that is firmly anchored in universal values such as freedom, human rights and rule of law, etc. However, China is highly likely to perceive Seoul’s new initiative as a strategic tilt towards Washington, and managing Seoul’s relations with Beijing in a stable manner in the coming years is likely to be the biggest challenge the Yoon government will face in promoting its new regional strategy. Moreover, it would be a challenging task for Seoul to manage the Biden administration’s growing expectations for ROK’s greater burden-sharing in dealing with various economic as well as regional security affairs in the Indo-Pacific.

도널드 트럼프(Donald Trump) 대통령이 2017년 11월 아시아 순방 계기 발표한 미국의 새로운 지역전략인 인도·태평양 전략은 그동안 원칙적이고 추상적인 수준에 머물러 있었으나, 최근 구체적인 정책으로 진화하고 있다. 미국은 인도·태평양 전략의 3대 축으로 경제개발, 거버넌스, 안보를 설정하고, 지역 내 동맹국 및 파트너 국가들과 협력을 통해 이를 추진해나가겠다고 밝히고 있다. 미국의 인도·태평양 전략은 남중국해에서 인공섬 건설을 통한 힘에 의한 현상변경, 일대일로 구상을 통해 자국 중심의 경제권 형성 등 공세적으로 대외적 영향력을 강화하고 있는 중국을 전략적 대상으로 하고 있다. 미국이 강조하는 대중국 비판에 대한 편승은 불필요한 오해를 야기할 수 있다는 점에서 유의할 필요가 있다. 하지만 미국의 인도·태평양 전략이 본격적 정책 이행단계로 진입함에 따라 우리나라도 신남방정책 추진 차원에서 이에 대한 개방적이고 긍정적인 태도를 견지하면서 적극적으로 협력방안을 모색할 필요가 있다. 인도·태평양 전략이 지향하는 가치에 대한 개방적 자세를 견지하면서 가능한 분야에서 미국과의 협력방안을 모색, 한·미동맹의 외연을 확장하는 것이 바람직하다. 특히 미국이 역내 개도국들에 대한 민간 투자 확대를 인도·태평양 전략의 핵심요소로 제시하고 있다는 점에서 우리의 신남방정책과 경제적 차원에서 접점을 모색할 여지가 매우 크다.

The incoming Biden administration in the United States is expected to return to the traditional foreign policy approaches that prioritize multilateral diplomacy, democratic values and human rights, alliance relations and partnership with like-minded democracies. President Biden is likely to convene a ‘global summit of democracies’ in order to build a coalition against China, and Korea is surely to be invited as one of its closest allies. Korea’s participation in the democratic alliance led by the United States could be a double-edged choice in the context of ongoing US-China rivalry. However, Seoul needs to make greater efforts to improve its strategic options and capabilities by taking a proactive and forward-looking stance toward the Biden administration’s new multilateral initiatives.
