이해관계자 AHP 분석을 통한 교육감 선출제도의 대안 탐색

이 연구는 교육감 선출제도의 평가 기준과 대안의 우선순위에 대하여 이해관계자의 인식을 조사함으로써 교육감 선출제도의 대안을 탐색하는 것을 목적으로 한다. 교원 및 교육청 직원, 학교운영위원(학부모위원), 시민단체, 교육학자, 행정학자를 대상으로 AHP(Analytical Hierarchy Process) 조사를 실시한 결과, 교육감 선출제도의 평가 기준은 1) 전문성, 2) 대표성, 3) 효율성, 4) 정치적 중립성 순으로 나타났고, 세부적으로는 1) 교육행정경력, 2) 교육ㆍ연구참여경력, 3) 교육경력, 4) 정치세력과 후보자 연계차단, 5) 전체주민 대표성, 6) 교육관련집단 대표성, 7) 정당미가입자로 후보제한, 8) 일반행정과의 연계, 9) 선출방식 편의성, 10) 선출비용 절감 순으로 나타났다. 교육감 선출제도의 10개 대안별로 평가 기준의 반영 정도를 합계한 값은 ‘제한적 주민직선제’가 가장 높고, 그 다음으로 ‘단위학교 교육감선출위원단제’와 ‘공개모집 초빙제’로 나타났으며, 평가 기준의 가중치를 고려한 경우에도 동일하였다. 이러한 연구결과는 교육감의 업무와 가장 관련이 높은 집단의 인식이라는 점에서 중요한 의미를 가지며, 이를 바탕으로 교육감 선출제도의 개선방안을 제시하였다. This paper analyzes the perception of the stake-holders - teachers, local education authority employees, members of the school governing bodies, experts in education administration studies, and experts in public administration - in the superintendent's election towards its election method. In doing so, it adopts the AHP method to prioritize the potential election methods according to their preferences. The criteria employed for the analysis are expertise, representativeness, efficiency, and political neutrality. The analysis results show that the direct election system by the limited electorate has the highest score in terms of election method, followed by the electoral college, and open invitation system.

This study is based on the assumption that the core elements of the sustainable regional development concept has not been clearly identified up until now since the Brundland Report was published in 1987, resulting in that it is still ambiguous and therefore it is hard for the concept to be reflected and embedded in the policy process relating to regional policy. Under this background, this paper seeks to analyze the core elements within the sustainable regional development concept by utilizing the Network Text Analysis. The articles to be analyzed are the ones published in Korea and abroad. The analysis results show that the key elements within the concept ‘sustainable regional development’, which has been discussed in Korea, include five concept clusters: residents, regional community, macroeonomics, normative characteristics, and implementation at local level. Similarly, the ones in other countries involve region, environment and development, sustainability, network construction, and implementation. In conclusion, this paper puts forward that the core elements of the concept ‘sustainable regional development’ be considered in making regional policy at central and local level as well.
System Dynamics 를 이용한 분권화와 국민행복도 영향관계 분석

This paper aims to statistically discover the relationships between decentralisation and happiness which has been continuously discussed up until now, to build a causal diagram enabling to understand the structure containing the independent, the mediating, and the dependent variables involved in it, to construct policy scenarios beneficial to policy-makers, and to forecast future conditions to which policy scenarios can lead under a certain circumstance. In doing so, the author employs System Dynamics approach which is a method to enhance learning in complex systems and also is grounded in the theory of nonlinear dynamics and feedback control. The variables included in the analysis are one dependent variable (level of happiness) and four independent variables (GDP per capita, level of regulation, level of decentralisation, and level of political democracy). The analysis results show that happiness is closely statistically related to four independent variables employed in this analysis, can be structurally understood by a causal diagram and also the policy scenarios regarding it can be forecast by using System Dynamics approach.
일반시민 인식분석을 통한 교육감 선출제도 개선방안 탐색

This study aims to analyze the perception of the stake-holders and to draw the implications for superintendent’s election system by the survey. According to the results of this study, the superintendent’s election turnout was very high and the knowledge of the superintendent’s election system was high. In 10 Superintendent’s election system, stake-holders prefered to residents directelection, limited direct elections and public offering. Through these findings and principles to create the need for system reform, this analysis show that the electoral system was to reform based on recognition and acceptance of stake-holders.

This paper aims to analyze current level of decentralisation of Korea in comparison of OECD countries, especially utilizing fiscal decentralization indicators developed by OECD research group, and to explore the optimal decentralization level which can be applied to Korea. This paper should be read in conjunction with the author’s earlier paper titled Measuring Decentralization and Analysing Its Relationships with Associated Variables Using Structural Equation Model, which is cited in the reference. In theory, it is not easy to search for optimal decentralization level of each country, and nevertheless it is also necessary to find out it in a quantitative way for policy purpose. The dependent variables to be considered in this process are two: national happiness and national competitiveness. They are selected as policy target variables which are to be taken into account. The study results put forward four scenarios regarding local decentralization level which can be applied to Korea. It is hoped that four scenarios containing structural causal relationships model will be of great benefit to policy makers and practitioners for seeking optimal decentralization level in Korea.

This paper attempts to estimate the financial savings associated with potential city-county consolidation, with particular reference to nine major public facilities operating within the four local authorities in Jeju Province. These facilities have traditionally functioned independently within each local authority and have not shared their resources with each other, mainly because they have been viewed as existing solely for those residents living within their own area of jurisdiction. For this and other related reasons, some have argued that city-county consolidation might present an alternative to the high operation costs and low service quality afflicting local authorities in Korea. To date, however, very little research has been done on the financial aspects of the city-county consolidation programme. This paper attempts to put right this omission. Nine local public services were selected for empirical analysis. The research findings show that around 263 billion won (200 million US $) a year could be saved following consolidation into one unitary authority, which accounts for approximately 10 per cent of the total budget of the four local authorities concerned.

본 연구의 목적은 첫째 우리나라의 현재 분권수준이 어느 정도 되는지를 OECD 국가와의 비교를 통하여 객관적으로 분석해 보고, 둘째, 분권화가 종속변수로서의 국가경쟁력 및 국민행복도 수준에 어떤 영향을 미치는 지를 변수 간 영향관계 분석을 통해서 파악해 보며, 셋째, 분권화가 국가경쟁력과 행복감에 영향을 미치는 과정에서 매개변수들의 역할은 어느 정도 인지를 확인해 보는 것이다. 분석결과, 우리나라의 분권수준은 재정분권을 중심으로 해 볼 때 OECD 국가들 평균의 88% 수준에 있다. 아울러, 분권화와 관련된 변수들을 이용한 구조방정식 모형을 설정해서 분석해 본 결과, 분권화가 높다고 해서 직접 국가경쟁력이나 국민행복도와 같은 종속변수에 영향을 미치는 것은 아니라는 것도 나타났다. 분권화와 국가경쟁력의 관계에서는 규제의 완화와 국민들의 개인책임의식의 강화와 같은 매개변수의 역할이 중요하다는 것을 알 수 있었다. 이 같은 분석을 통해서 볼 때, 우리나라의 분권화 수준은 현재 낮은 수준이기 때문에 구체적인 목표설정과 같은 과정을 통해서 지금보다 향상시킬 것이 필요하며, 동시에 규제완화와 개인책임의식의 향상과 같은 매개변수에 대한 정책적 고려가 동시에 필요하다고 생각한다. This article aims to objectively measure decentralization level of Korea in comparison with that of OECD countries, especially with regard to fiscal decentralization, to analyze relationships between decentralization with its related dependent variables, and to identify the role of mediating variables involved in structural equation model in which dependent and independent variables regarding decentralization are hypothetically inter-related. The analysis result shows that decentralization level in Korea is below the average of OECD countries, reaching only 88 per cent of its average. It also shows that decentralization is not directly related to national competitiveness or national happiness level, but rather is indirectly related to them by mediating variables including deregulation level. The author argues that decentralization should be accompanied by increase of social capital such as consciousness of individual responsibility so that decentralization could be connected to strengthening national competitiveness. In conclusion, assuming that decentralized government institutions are doing more of the work of government than ever before, this paper puts forward theoretical and practical measures in relation to decentralization decisions facing Korea.

This article aims to analyse the extent to which decentralisation affects national competitiveness, using path analysis. Although there have been many studies dealing with national competitiveness and decentralisation, the works which examine causal relationships between them have been rare. The reason for this lies in the failure to devise common standards against which measurement is possible and the lack of consensus about the very meaning of decentralisation. This article, under these circumstances, attempts to identify the causal relationships between national competitiveness and decentralisation and presents some policy implications for government especially in relation to social capital at local level.
