지역경제 활성화 전략으로서 사회적경제의 활용에 관한 연구

본 연구는 우리나라 지방도시의 문제를 해결하는 대안적인 모델로 사회적 경제를 제시하였다. 최근 우리 사회는 지역 간의 불균형 발전으로 인한 실업문제, 빈부격차, 지역경제 불안정 등의 문제에 직면하면서 지역재생 및 일자리 창출 등을 위한 대안을 찾기 위해 사회적 경제를 주목하고 있다. 본 연구는 사회적 경제가 지역경제 활성화 등 지방 도시의 문제를 해결할 수 있는 전략적 대안인지를 살펴보고자 하였다. 이를 위해 사회적경제에 대한 중앙정부의 정책현황과 사회적경제의 의의를 살펴보고, 국내·외 사례를 분석하였으며, 사회적경제 우수기업을 대상으로 정책적 수요에 대한 설문조사를 실시하고, 지역경제 활성화를 위한 발전 방안을 탐색하였다. 연구 결과, 유형별 사회적경제 기업의 성과와 한계를 파악할 수 있었으며, 사회적경제는 지역정책의 핵심으로 지역공동체를 기반으로 좋은 일자리와 사회적 서비스를 창출하고 있으며, 지역경제를 활성화 시키는 전략으로서의 가능성을 확인하였다. 또한, 사회적경제의 활용방안은 향후 지역경제 활성화 전략에 매우 유용한 지침을 제공할 수 있을 것이라 여겨진다. 그러나 사회적경제 기업의 지속가능성 유지와 맞춤형 지원 방안에 대한 분야는 향후 지속적인 연구를 통해 보완해야 할 것이다. This study presented the social economy as an alternative model for solving the problems of local cities in Korea. Recently, our society has been paying attention to the social economy to find alternatives to regional regeneration and job creation, facing problems such as unemployment, gap between rich and poor, and instability in the local economy due to unbalanced development between regions. This study sought to examine whether the social economy was a strategic alternative to solving problems in local cities, such as revitalizing the local economy. To this end, the central government's policy status and the significance of the social economy were examined, domestic and foreign cases were analyzed, a survey was conducted on policy demands of outstanding social and economic companies, and a development plan was explored. As a result of the study, we were able to identify the performance and limitations of social economic enterprises by type, and the social economy was the core of local policy, creating good jobs and social services based on local communities, and identified the possibility as a strategy to revitalize the local economy. Furthermore, it is believed that the use of the social economy could provide very useful guidance for future strategies for revitalizing the local economy. However, areas of sustainability and customized support for social and economic enterprises will need to be supplemented through continuous research in the future.
