학교문화예술교육 활성화를 위한 방향성과 과제: 영국의 사례를 통한 시사점

본 연구는 영국의 학교문화예술교육의 시스템 및 현황과 이를 둘러싼 정책 환경에 대한 분석을 통해 학교문화예술교육이 활성화되기 위한 기반 및 조건에 대해 논의하는 것을 그 목적으로 한다. 영국의 문화예술교육 지형은 신노동당 정권 시기 (1997-2010) 정부의 전략적인 지원에 힘입어 급속도로 성장한 바 있다. 그러나 2010년 정권교체 직후, 정부의 정치적 이해관계를 비롯한 사회경제적 환경의 제반변화에 따라 문화예술교육의 지형, 특히 학교문화예술교육이 급격히 위축되고 있는 실정이다. 영국의 사례는 문화예술교육의 필요성에 대한 사회적 합의를 기반으로 하지 않고 정부의 공적지원에 과도하게 의존할 경우 그 위상이 지속적으로 불안정할 수 밖에 없음을 시사한다. 국내 역시 지난 10여 년간 정부의 전략적 지원에 의해 문화예술교육이 급성장해 왔음은 주지의 사실이다. 이런 상황에서 영국의 문화예술교육과 관련된 현황을 면밀히 검토하고 정책변화에 따라 어떻게 문화예술교육지형이 성장 혹은 위축되고 있는지를 세밀히 분석하는 것은, 향후 한국의 문화예술교육, 더 궁극적으로는 학교문화예술교육의 지속가능한 발전과 확장을 모색하는 데 중요한 함의를 제공할 수 있다는 것에 그 의의가 있다. 이에 본 연구는 영국 사례에 대한 검토를 기반으로 정부의 정책방향성에 민감하게 반응할 수밖에 없는 제도권 교육 내에서 학교문화예술교육이 처한 현실적 조건과 한계를 극복하기 위해 우선적으로 문화예술교육이 왜 학교 “내”에서 필요한지에 대한 명확한 사회적 합의가 충족되어져야 함을 지적하고, 향후 국내 문화예술교육의 발전방향을 위한 시사점을 제시한다. This study presents a critical analysis of the current status and policy trends of arts and cultural education at schools in England and discuss their practical implications. Arts and cultural education provisions, especially within the school system, in England were remarkably expanded and strengthened due to the New Labour government`s strategic policy support (1997-2010). However, since the change of government in 2010, arts and cultural education has become drastically marginalized within the public education system. Arts education provisions in Korea have also been markedly expanded with the government support for the past ten years . a parallel to the English case. Analyses of the English case not only provide evidence that the status of arts and cultural education, which is largely reliant upon public support, can hardly become stabilized as government policy is subject to constant fluctuation in response to the changes in the socio-economic and political spheres; they also provide some critical policy implications for the Korean counterpart: the dependence of the current arts education provisons on government support with no public consensus can only be evanescent. The study argues that there is a pressing need for a social and public consensus on the raison d`etre of arts education "within" the public education system and discuss why it serves as an instrumental cornerstone for further development of arts and cultural education.
