이슬람 국가와의 교류 및 관광정책에 관한 연구

본 논문은 최근 이슬람에 대한 세계 각국의 대 이슬람 정책 및 우리나라에서의 이슬람 현황과 사회, 경제, 문화 및 관광교류에 대해 살펴보고자 한다. 이와 더불어 최근 우리나라를 둘러싼 국제정세와 사드 배치로 인한 중국정부의 여러 가지 조치로 인하여 중국과의 경제 교류 및 관광객의 감소가 예상되는 가운데 지난 정부에서 추진한 대 이슬람과의 사회, 경제, 문화 교류 및 관광정책을 평가하여 이를 통해 우리가 이슬람에 대하여 대처하고 개선해야 할 정책적 제언을 제시하고 향후 대응에 대하여 조망하고자 한다. 이를 위해서는 이슬람의 문화와 교육, 금융이나 관광 및 음식을 통한 교류를 단순하게 받아들이지 말고 이슬람의 세계화 전략과 그로 인한 위험성을 다각도로 고려하여야 한다. 그리고 IS, 탈레반, 알카에다, 무자헤딘, 헤즈볼라 등 원리주의자들의 최종 목적은 이슬람 율법인 샤리아의 영향력을 극대화하여 세상을 샤리아의 지배하에 두는 것이다. 따라서 국가 안보는 물론 정치, 문화, 사회적 파장을 고려하여 대 이슬람과의 경제교류 및 관광정책에 보다 더 신중하게 접근하여야 할 것이다. This paper examines recent Islamic policies on Islam and the current state of Islam in Korea, social, economic, cultural and tourism exchanges. In addition, with the recent international situation surrounding the country and various measures by the Chinese government due to the Saad deployment, economic exchange with China and tourists are expected to decrease. We will evaluate the tourism policy and present policy proposals that we should cope with and improve on Islam and look at future responses. To do this, we must not simply accept Islam s culture and education, financial, tourism, and food exchanges, but also consider the globalization strategy of Islam and its risks. And the ultimate goal of IS, Taliban, Al Qaeda, Mujahideen, Hezbollah, and other fundamentalists is to maximize the influence of Shariah, the Islamic law, and place the world under Shariah s rule. Therefore, considering the political, cultural and social aspects as well as national security, we should approach the economic exchange with the Islam and tourism policy more carefully.

지방자치단체 재정관리 투명성 확보를 위한 발생주의·복식부기회계 개선방안 탐구

본 연구는 지방자치단체의 재정관리의 투명성에 대해 살펴보고 복식주의 발생주의 회계를 통해 이를 효과적이고 효율적으로 활용하여 재정 개혁의 기반을 다지기 위한 관리 방안을 모색하고자 한다. 주요한 내용을 정리하면 첫째, 정부회계기준의 지속적 개선의 필요, 둘째, 회계과목의 설정과 프로그램 예산과목과 연계 필요, 셋째, 정부사업에 투입된 자원의 총비용을 객관적으로 산정하기 위한 원가회계시스템의 구축 필요, 넷째, 공무원의 인식변화와 현재 순환보직 인사제도의 문제점 개선 및 교육훈련을 통한 회계공무원의 전문성 확보, 다섯째, 고위층의 관심과 공직 윤리시스템 강화, 여섯째, 내부 통제와 감시제도의 강화 필요, 일곱째, 독립된 외부전문가의 회계감사 실시와 회계전문가집단의 역할 필요, 마지막으로 효율적이고 실용적인 전산시스템 구축과 연구개발(R&D)사업이 지속적으로 실행되어야 할 것이다. This study searches a transparency of financial management of Local government and then, tries to find a solutions to a management scheme to strengthen financial reform effectively. To summarize main contents: First, requirement of continued Public Accounting System. Second, contact of items of an account and items of a program budget, Third, requirement of construction cost accounting to estimate total cost inputting to public program objectively. Forth, improvement of rotation assign system and guaranteeing to professionalism and public official ethics. Fifth, requirement of strengthening inter-control and monitoring system. Sixth, auditing and role of accounting specialist group. Finally, construction of effective and practical computer system and continuing practice of R&D program.

발생주의·복식부기 정부회계 상의 감가상각제도에 관한 연구

본 연구에서는 정부의 복식주의 발생주의 회계에 있어서 정부자산의 회계처리 상 감가상각을 통해 비용화할 것인지에 대한 감가상각제도의 전반적인 특징과 문제점을 살펴보고 효과적이고 효율적인 자산과 비용 처리를 위한 감가상각제도의 개선 방안을 모색하고자 한다. 정부회계에서는 2011년부터 정부자산을 인식하고 정부자산회계가 적용되어 완전한 발생주의회계로 전환되어 감가상각제도가 시행되고 있다. 따라서 발생주의 정부회계 하에서 행정비용의 절감과 자산 및 자원을 효과적으로 활용하기 위한 감가상각제도의 간편화가 이루어진다면 정부의 재무정보를 보다 효과적으로 활용하여 정부회계의 성과평가 및 정보 제공에 유용하게 활용될 수 있을 것이다. This study looked into the whole features and problems about depreciation system of government capital assets in the way of the government accrual basis accounts and bookkeeping by double entry and then, tries to find a scheme to improve depreciation system for effective and efficient treatment about assets and expenses. In government accounts, depreciation system has been carried out turning around the entire accrual basis accounts be recognized government assets and applied capital asset accounts from 2011. Therefore, if depreciation system can be facilitated in order to retrench administrative expenditure and utilize assets and resources effectively under the accrual basis accounts, it would be good use of achievement evaluation in government accounts and information providing on the ground of more effective use to government's financial information.

국가경영을 통한 관료제 개혁에 관한 연구

베버가 관료제 모형을 최초로 제시했을 때 관료제의 효율성은 실로 엄청난 것이었다. 그러나 정부 및 관료조직은 이제 변화의 중심에 서 있다고 할 수 있다. 본 연구의 목적은 거버넌스(governance)에 대한 절대적인 비전 선택을 강요하지는 않는다. 보다 더 분명하게 정부에 대한 유용한 선택을 하고자 하는 것이다. 정부나 행정에 대한 어떠한 패러다임의 선택도 파레토의 최적의 상태를 가져다주지는 못한다. 그러나 우리가 거버넌스에 대한 판단을 할 때 무엇을 채택하고 무엇을 희생해야 하는 지를 명백하게 해준다. 오늘날의 정부와 관료제는 변화를 모색하지 않으면 더 이상 효율성을 보장하지 못한다. 정부와 관료조직은 개혁과 혁신을 하지 않으면 안 된다. 정부개념은 통치개념에서 이제 합치의 의미를 가진 거버넌스로 바뀌어야 한다. 거버넌스는 국가경영을 의미한다. 관료제 개혁을 통한 정부조직의 개혁과 민주적 참여, 그리고 분권화 등을 통한 정부의 경쟁력을 확보하는 정부활동이 곧 현대적 의미의 국가경영이다. It was amazing that efficiency of bureaucratic system, when Marx Weber presented theory of bureaucracy. Now, Government and Bureaucratic organization are confronted with a forked road of change. The purpose of this paper is not so much to force choices among the alternative visions of governance but rather to make the choices available to governments more evident. Any choice of paradigms for government and administration is unlikely to be Pareto optimal, but we should be clear about what we receive and what we sacrifice when we make these judgements about governance. Today, government and public bureaucracy must be changed. There are needed an innovation of government and public bureaucracy. It must be changed concepts from government to governance. Governance is a national management.

지역사회 관광자원개발을 통한 관광전략과 문화정책 연구

세계화의 흐름은 국가의 개방화를 전제로 하여 정치, 경제, 사회, 문화 등 각 분야에서 개별국가들이 고착화하는 것을 파괴하고 국가 간의 교류 확대를 증대하여 국제관계에서 중앙정부나 지방자치단체가 그 주체가 되고 있다. 시대의 변화와 지역 간의 경쟁관계에서 지역 특성화를 통한 지방정부의 관광정책은 경제적․사회적 성장성과 효과성을 기반으로 지방자치단체의 전략산업으로 대두되고 있다. 본 논문은 정보화와 세계화로의 시대적 변화 상황에 맞추어 지방자치단체들의 관광도시로의 정책 개발과 효과적인 관광전략을 제시하고자 하였다. 1949년 작은 어촌 마을에서 우리나라 산업화에 중심이 된 포항시는 지난 반세기동안 산업화의 대동맥 역할을 한 도시로서 과거와 현재 및 미래가 공존하는 문화를 즐길 수 있는 쾌적한 공간을 조성하고 문화콘텐츠로 체험형 관광산업을 더욱 활성화시켜 지역경제의 활성화를 꾀하고 있다. 포항시의 관광개발과 관광전략을 기반으로 새로운 관광도시로서의 관광정책의 전망 및 관광개발전략을 모색하고자 한다. 우리나라의 지역별 자연환경과 특산물 등 특화된 관광 상품 개발과 지속적인 지역발전을 통한 지방자치단체의 삶의 질 향상과 관광도시로서의 정책적 인프라 구축은 물론 차별화된 마케팅 전략을 적극적으로 활용해야 할 것이다. Globalization is destroying the fixation of individual countries in various fields such as politics, economy, society, and eruption on the assumption of openness, and national and local governments are becoming the main players in international relations through exchanges between countries. Local government s tourism policy through regional specialization in the changes of the times and the competition between regions is emerging as the strategic industry of local governments with its growth potential and economic and social effectiveness. In this paper, we propose policy development and effective tourism strategy of local governments as tourist cities in accordance with the changing situation of information and globalization. Pohang city, which was the center of industrialization in Korea in the small fishing village in 1949, played a major role in industrialization for the last half century. It created a comfortable space where the past, present and future can coexist with each other. To stimulate the local economy. Based on the tourism development and tourism strategy of Pohang city, we will explore tourism policy prospect and tourism development strategy as a new tourist city. It is necessary to actively implement differentiated marketing strategies and improve the quality of life of local governments through the development of specialized tourism products such as natural environment and special products in our region and construction of policy infrastructure as a tourism city.
