보건복지분야 사회복무요원 직무교육의 성과와 변화요구 분석: 포커스그룹 인터뷰(FGI)를 중심으로

본 연구의 목적은 보건복지분야 사회복무요원 직무교육의 현황과 실태를 파악하여 질적 성장을 위한 교육 성과와 변화요구를 도출하기 위함이다. 이에 본 연구는 사회복무요원 직무교육의 교육 수요자, 근무기관 담당자, 사회복무 전임교수, 직무교육 운영자 등 직무 교육의 핵심 주체를 대상으로 FGI(Focus Group Interview)를 실시하였다. 또한 수집된 자료는 주제분석법(thematic analysis)을 활용하여 체계적으로 분석하였다. 주요 연구결과는 다음과 같다. 첫째, 참여자들은 직무교육의 학습경험을 통해 직무 및 이용자에 대한 이해, 실천기술의 획득, 진로연계로의 확장과 관련한 성과를 논의하였다. 둘째, 직무교육의 변화요구와 관련하여 교육수요자 특성을 반영한 교육내용 및 방법의 적용, 운영체계 개선방안을 제언하였다. 본 연구는 직무교육의 교육체계 및 운영체계에 대해 다각적 시각에서 성과와 한계를 점검하고, 교육의 질적 개선을 위한 근거 자료를 마련한다는 점에서 중요한 의미를 가진다. The purpose of this study is to report performance of the education program for the social service corps and to identify demands for improving the quality of the program. Focus-group interviews(FGI) were conducted for four key stakeholders of the program: social service corps(trainee), boss at social service institutions where each trainee belongs to, full-time faculty(trainer), administrative staff in charge of managing the program. Thematic analysis was used to analyze the FGI data that we collected from such stakeholders. Three themes emerged regarding performance of the education program: understanding their duties and customers’ needs, practical skills acquisition, and pursuing their careers in the fields. We also found three aspects of the demands for its improvement: individuals(trainee), curriculum and teaching methods, and administrative systems. Findings suggest the evidence that can contribute to improving the quality of the current education program for social service corps by examining its performance and limitations using multifaceted viewpoints.

본 연구의 목적은 사회복지시설에서 의무 인권교육의 현황과 실태를 파악하여 인권 교육의 질적 향상을 도모하기 위함이다. 이를 위해 사회복지시설 종사자 인권교육 운영 실태와 만족도를 분석하고 인권교육 운영을 효과적으로 개선하기 위하여 양적연구와 질적 연구를 병행하는 혼합연구방법(Mixed methods research)을 사용하였다. 1단계 양적연구(Quantitative research)에서는 전국 3,198개 사회복지시설 인권교육 담당자를 대상으로 설문조사를 실시하여 인권교육의 참여 및 운영현황, 만족도 등을 파악하였다. 의무 인권 교육의 현황과 문제점을 분석하고 개선을 위한 방향성을 모색한 결과, 타 교육과 변별되는 인권교육으로서의 의미와 필요성을 확인하였다. 2단계 질적 연구(Qualitative research)는 사회복지시설 의무 인권교육의 현장 전문가 5명을 대상으로 초점집단인터뷰(Focus Group Interview)를 실시하였으며, 주제분석법(thematic analysis)을 활용하여 인권교육 경험 및 운영현황, 개선방안 등을 도출하였다. 그 결과 교육방법의 효과성 및 예산과 강사 운영 등의 문제 등 운영 과정에서 형식적 운영과 한계가 확인되었으며, 사회복지 현장과의 연계 확대를 통한 접근성 제고와 교육 컨텐츠 및 도구 개발의 중요성 등 질적 향상을 위한 지원 체계의 필요성이 논의되었다. 이를 토대로 사회복지시설에서의 의무 인권교육의 함의를 도출하여 제언하였다. The aim of the this study was to examine the current situations of the mandatory human rights education in the field of social welfare agencies. A mixed method approach was used to understand a nationwide situations of the education using structured questionnaires as well as different ways of operating the education a variety of the social welfare agencies were adopting based on a focus group interviews with human rights education professionals. Survey data were first collected across the country, and 3,198 managers working in social welfare agencies completed web-based questionnaires. Descriptive statistics obtained to understand hours and a number of participants attended in the human rights education, contents and methods of the education, qualifications of the educators, and educational satisfaction. Second, a focus group interview was operated with human rights educators and academic experts, and the thematic analyses were conducted to draw up human rights education experience, operation condition and improvement plans. Synthesizing descriptive statistics and focus group interviews, findings revealed that significant formality of the human rights education in the contents and methods of delivering the education such as a lack of practical applications of human rights and lecture-based instruction. Expanding and facilitating human rights education networks among social welfare agencies was proposed from the focus group interviews to improve the quality of the education and support social welfare agencies for increased accessibility to high quality educational programs. Implications for mandatory human rights education in the field of social welfare agencies to improve the quality are discussed.
