중소 자본재 기업 개방형 혁신에서의 정부출연(연)의 역할 탐색: 일반기계산업을 중심으로

본 연구에서는 과학기술정책연구원(STEPI)의 「기술혁신 조사」를 활용하여 대표적 자본재 산업인 일반기계산업의 개방형 혁신 활동을 정보 획득, 기술 획득, 공동 R&D로 나누어 각 활동에서의 외부 원천 활용을 분석하고 이를 타 제조업과 비교하였다. 또한 기업 규모에 따른 외부 원천 활용의 차이를 고찰하고, 핵심 공공 혁신 주체인 출연(연)의 역할과 기여도를 논의하였다. 분석결과 일반기계산업은 정보 획득, 기술 획득, 공동 R&D 순으로 외부 원천을 많이 활용하며, 제조업과 비교 했을 때, 전 활동에 걸쳐 특정 원천을 선택적으로 활용하는 것으로 나타났다. 또한 기업 규모는 일반기계산업 개방형 혁신 활동의 범위를 확장하는 데에는 영향을 미치지 않으나, 기업 규모가 작을수록 개방형 혁신 활동 간 연계성은 낮은 것으로 확인되어 개방형 혁신 활동 연계 능력이 취약한 기업군에 대한 지원이 필요함을 확인하였다. 반면 출연(연)을 외부 원천으로 활용할 시의 각 활동 간 연계성은 중기업에서 가장 뛰어난 것으로 나타나 중기업이 출연(연)으로부터의 정보 획득 뿐 아니라 기술 획득과 공동 R&D에도 많은 관심이 있음을 발견하였다. 또한 일반기계산업 분야의 출연(연)은 정보 획득, 기술 획득, 공동 R&D 외부 원천으로서의 활용도 및 기여도가 타 제조업 분야의 출연(연)보다 높은 것으로 나타나, 출연(연)이 일반기계산업 개방형 혁신 활동 전주기에서 핵심적인 역할을 하고 있음을 확인하였다. 특히 이러한 경향은 중기업에서 가장 강한 것으로 나타나 출연(연)의 산업 경쟁력 강화 지원 초점이 중기업 육성에 맞춰져야 함을 시사하고 있다. This paper investigates the utilization of the innovation actors of Korean general machinery industry (GMI) in the open innovation activities, from the 「Korea Innovation Survey」, which can consist of information acquisition, technology acquisition and R&D collaboration by comparing those of other manufacturing sectors. Furthermore, we tried to propose the role and contribution of Government Research Institute (GRI) to the open innovation activities of GMI. We show that GMI make full use of the innovation actors in information acquisition activities, followed by technology acquisition and R&D collaboration. Specifically, in comparison with other manufacturing sectors, GMI take advantage of the innovation actors more selectively. Furthermore, we find that there is no difference in the expansion of open innovation activities according to firm size. But the smaller firms size are, the lower linkage between open innovation activities are. It implies that it is necessary to make policy to support smaller firms whose linkage strength among activities is poor. On the other hand, linkage strength in using GRI is much stronger at medium size firms. We can see that medium size firms have a number of interest in technology acquisition, R&D collaboration as well as information acquisition from GRI. We also find that contribution of GRI to the open innovation activities in GMI is relatively higher than other manufacturing sectors, it implies that GRI plays a key role in all of the open innovation activities in GMI. In particular this trait is more apparent in case of medium size firms, it means that GRI need to focus on industry program to enhance the competitiveness of medium size enterprise heavily.
