"다문화 담론"의 한계성과 유효성에 관한 고찰 -한국 다문화사회 수렴(收斂)과정을 중심으로-

최근 들어 한국사회는 다문화사회로의 변동을 마치 당연한 듯이 받아들이고 있다. 그러나 여기에는 이상과 현실의 격차가 있다. 이 연구는 이러한 점에 착안하여 한국사회에서의 다문화 논의의 한계성과 그 유효성에 관하여 고찰하였다. 한계성으로는 첫째, 다문화사회로 규정할 수 있는 외국인 비중이 다문화사회라 불리는 서구 국가들과 비교해 볼 때 그렇게 많지 않다는 것이다. 둘째, 다문화에 대한 서구사회의 이론적 연구에 근거한 정책의 부재에 따라 다문화 논의에 한계가 있다는 것이다. 셋째, 결혼이주여성 중심의 다문화 논의가 전체 외국인들의 실체를 반영하는 듯 하는 착시를 유도한다는 점이다. 유효성으로는 지속적인 경제발전을 유지하기 위해서는 산업현장에서의 안정적인 노동력공급이 반드시 필요하며 이를 위한 지속적인 외국인력의 유입이 이루어 질 것이라는 점이다. 또한 결혼이주여성의 증가에 따른 다인종적 공존, 이에 더해 연(年)평균 외국인 관광객 천만명 시대를 맞아 다문화적 가치와 정책의 논의는 불가피 하다는 점이다. 오히려 이러한 측면에서 다문화성에 관한 담론의 확장은 계속되어야 할 당위성이 있다. The purpose of this study is to figure out the limitation and the effectiveness of the multicultral discussion on the basis of the convergent process of Korean multicultural society. In recent years the Korean society has rapidly become so called Multicultural society to have as many as 1.4 million foreigners residing in the nation. among this mumber of foreigners migrant workers and internationally married immigrant women are the main figures. Needless to say the moods of majority korean society admitted that the multicultural society has come already but theoretically it is still argueable matter. and must be redefined through the new discoursive configuration. even though Korean government initiated few multiculture related policies this is not the sign of advent of multicultural society. As a result of this study the limitations of multicultural discussion are as follows first, the percentage of whole foreigners who are residing in Korea is far cry from the criteria of multicultural society. second, the main topics of multicultural discussion is focusing mainly internationally married immigrant women third, due to the lack of theory of multiculturalism the policies for the foreigners are not justifiable as a multicultural policy. On the other hand The effectiveness of the discussion is that in order to maintain economic growth korea needs to continually inpour manpowers from oversea countries and the rate of international marriges will be higher than now thus whether want or not Korean society will have more foreigners to be associate with, this gives the good reason why the multicultural discussion will be continued.

최근 국제결혼이주여성들이 속한 다문화가족의 인구학적 증가가 두드러졌다. 또한 이들의 한국 거주기간이 늘어남에 따라 다양한 문제들이 발생되어 고착화되고 있다. 이 연구는 다문화가족관련 문제를 해결하기 위한 최근의 정부 정책들이 국가에 의한 주도적인 ‘다문화가족 만들기’ 정책이라고 규정하고 이를 비판적으로 살펴보았다. 이를 위해 정부의 지원정책 중 ‘제2차 다문화가족정책기본계획’을 분석 모델로 삼았다. 분석과 더불어 정부의 정책들이 다문화가족들이 직면하는 문제들을 해결하는데 어떠한 함의를 담고 있는가를 중점적으로 고찰하였다. 연구결과 ‘제2차 기본계획’은 ‘1차’에 비해 정책지향의 면에서는 상당히 진일보한 내용들을 포함하고 있음을 알 수 있었다. 그러나 추진과제들이 현실 적용에 있어서는 여전히 미흡하다는 결론에 도달하였다. 특히 기본계획이 목표로 하는 ‘다문화가족의 역량 강화’와 ‘다양성 존중의 다문화사회구현’ 영역들에 있어서는 몇 가지 문제점을 발견하였다. 정치적 실현가능성과 사회 수용적 측면에서 현실의 상황과 비전으로서의 목표에 차이가 있다는 것이다. 결론에서 나타난 문제점을 보완해야 하는 방안을 제시하였다. The purpose of this study was to figure out the effectiveness of government policies which are related to so called multicultural families in Korea. Recently the mumbers of multicultural families are growing rapidly thus the related social problems of these family is getting worse and serious as well. government has created numerous multicultural policies to solve and prevent the future problems so far. but the most multicultural policies were not good enough to achieve the attainment of there goals. due to the lack of public sentiment and absence of multicultural conception therefore those policies were not yet fulfilled in reality. This paper choose one of the multicultural family policy to find out the political feasible and social acceptability of the 2nd multicultural family policy basics plan(2013-2018). The results of this study are as follows firstly in terms of political feasible the plan has still duplicated policies from the 1st one and the main organizations for the practice of plans are divided into several parties. secondly the plans are not yet hold justification to widly soluble in public.
