주민활동지표에 의한 경제형 마을만들기의 성과 측정에 관한 연구

경제형 마을만들기의 프로그램 논리를 구성하여 보면 공동체 활성화, 소득증가와 같은 최종 성과를 낳는 요인은 지속적인 주민활동이며, 따라서 주민활동의 지속은 경제형 마을만들기의 1차 산출 목표로 설정할 수 있다. 본 연구는 주민의 공동체 활동이 빈번하고 참여범위가 넓고 장기간 지속될수록 공동체 활성화는 필연적으로 나타날 것으로 가정하고 마을만들기 성과를 주민 활동지표로 측정하고자 하였다. 이를 위하여 경제형 마을공동체가 실천공동체의 한 종류라는 사실에 착안하여 주민 활동을 호혜적 관여와 공동작업으로 분류하고 2개의 사례마을을 선정하여 각 활동의 질과 양을 분석하는 방법을 택하였다. 주민 활동의 분석변수로는 활동 빈도, 주민참여범위, 지속기간과 같은 계량적 변수와 활동 동기, 주민만족도와 같은 정성적 변수를 함께 사용하였다. 본 연구의 주요성과는 첫째. 사례 공동체에 대한 시험적 평가 결과 주민과 관계 공무원 등에 대한 인터뷰와 간단한 현장조사를 통해 마을만들기의 성과를 공동체적 관점에서 평가할 수 있다는 것이다. 둘째, 마을만들기 공동체 유형을 비활성화 공동체, 경제형 공동체, 복지형 공동체, 활성화 공동체의 4가지로 구분함으로써 경제적, 사회적 관점에서 마을만들기의 진전 정도를 평가할 수 있다는 것이다. Resident-led community activities is the primary output of community building, and if resident activities continue stably, final results such as community revitalization and income increase are derived. In this study, it is assumed that community revitalization would inevitably occur as the community activities of the residents are frequent and, continue for a long time, and the range of resident participation is wide. In this study, based on the fact that the community of maeul-mandeulgi is a type of community of practice(CoP), resident activities are classified into mutually reciprocal involvement and collaborative work, and the quality and quantity of each activity are investigated and measured experimentally by selecting two case communities. As analysis variables of resident activity, quantitative variables such as activity frequency, resident participation range, and duration, and qualitative variables such as activity motive and resident satisfaction are used together. As a result of the trial evaluation of the case communities, it is understood that the performance of community building can be evaluated through interviews with several residents and related public officials and a brief field survey. And by linking the strength and weakness of reciprocal involvement and collaborative work, it is possible to set four types of community building: inactive community, economic community, welfare community, and active community.
