소비자금융시장의 현황과 사금융이용자의 신용회복지원정책에 관한 연구

본 연구는 우리나라 소비자금융시장의 현황에 대해 개략적으로 살펴보고, 그중에서 금융소외 계층과 직결된 사금융시장의 특성, 사금융이용자 현황 및 피해실태 등에 대한 집중 점검을 통해 사금융이용자 신용회복을 위한 정책적 시사점을 모색하고 있다. 사금융이용자의 신용회복 지원을 위해서는 2004. 9월에 시행된 개인채무자회생제도를 더욱 활성화 시키고, 대부업계의 자율규제기구육성 등을 통해 자율적 채무조정 유도가 선행되어야 한다. 또한, 채무가 조정된 사람 중 자활의지가 강한 사람들을 도울 수 있는 자활지원 단체에 대한 적극적인 지원ㆍ육성이 필요하다. 자활지원단체에 대한 기탁금 및 자활 지원자에 대한 세제지원과 정부의 출연 등을 확대하고 은행 등 제도금융권의 적극적인 공익활동 동참을 유도할 필요가 있다. 아울러 신용회복위원회, 법원(개인회생), 보건복지부, 노동부, 재경부, 사회연대은행, 금융감독원 등 신용회복을 지원하는 정부 유관기관이나 민간자활지원기구 등이 상호연계를 강화함으로써 체계적인 지원시스템을 구축할 필요가 있다. The purpose of this study is to find credit recovery policies for users of private financing by analyzing current developments in consumer finance of Korea, particularly private financing linked directly with a financially alienated class and private finance users’ current situation or actual condition of financial or non-financial damage. In order to accomplish credit recovery for users of private financing, we need to promote Individual Debtor Restoring System which took effect in Sep. 2004 and lead autonomous debt settlements through nurturing Self-regulation Group. Moreover, active aid on Self-support Organization has to be proceeded to help debt-adjusted people who have strong will to recover credit. There are many ways for credit recovery such as trust money, tax cut, or government contribution on Self-support Organization, financial institutions' participation in activities for public good, etc. Also we should build a systematic support system by reinforcing mutual relationship between private self-support assistance organizations and government-related organizations like Credit Consulting & Recovery Service, Court for restoring individual debtor, Ministry of Labor. Ministry of Finance & Economy, Social Solidarity Bank, Financial Supervisory Service, etc.
