정책정보학 접근법으로서 시뮬레이션 모델링을 활용한 정책연구

정책정보학은 복잡한 공문문제를 이해하고 해결하기 위한 정책연구에 정보통신기술을 활용하는 새로운 접근법이다. 본 논문은 최근 미국을 중심으로 새로운 정책연구 접근법으로 발전하고 있는 정책정보학의 연구동향을 조망하고, 실제 정책연구 사례로서 시뮬레이션 모델링 기법을 활용한 정책연구 사례를 소개한다. 이러한 사례를 통해서 정책정보학 접근법의 유용성을 탐색하고 향후 새로운 정책연구 접근법으로서 정책정보학의 발전방향을 제시하고자 한다. 환경불평등 정책연구에 활용된 행위자기반모델링은 시뮬레이션 모델링 기법으로서 정책문제에 대한 정책분석이라는 측면에서 유용하게 공헌할 수 있음이 확인되었다. 또한 시뮬레이션 모델링은 정책분석에 활용되는데 그치는 것이 아니라 정책결정이나 논의를 실질적으로 지원하는데 중요한 역할을 할 수 있다는 가능성도 제시하였다. 결론적으로 정책정보학 접근법은 기존 방법론과 다른 차원에서 정책연구에 유용하게 활용될 수 있으며 향후 새로운 정책연구 접근법으로서 발전하기 위해서는 정책정보학 기법들에 대한 이해, 종합학문적 접근, 데이터과학 역량 등이 요구된다. Policy informatics is the study of how computation and communication technology is leveraged to understand and address complex public policy and administration problems. The paper overviews the emerging field of policy informatics to cross-fertilize between ICT and public policy and to advance the approach for public policy research. A case using simulation modeling for policy research is analyzed to explore the usefulness of policy informatics and to suggest some implications for further development. Agent-based modeling was used to study environment inequality policy and proved to be very useful for policy analysis. In addition the modelling also showed the possibility of being mobilized for policy making and discussion. In conclusion policy informatics approach can contribute to policy research in other ways than existing policy research approaches. In order to advance as a new approach some competencies are required such as understanding of policy informatics, interdisciplinary approach, data science, etc.
