국내 공공 방송 · 영상아카이브 구축을 위한 해외사례 분석

방송 · 영상콘텐츠는 한 사회의 역사적 기록과 기억의 집합체로서 미학적 · 교육적 · 문화적 가치를 갖는다. 이에 더하여, 최근에는 창작자원으로서 경제적 가치의 중요성도 강조되고 있다. 공공 방송 · 영상아카이브는 이처럼 다양한 가치를 갖는 방송 · 영상콘텐츠에 대한 수집, 관리, 보존, 서비스 등을 수행하는 정책기구의 역할을 수행한다. 현재 국내에는 방송 · 영상콘텐츠를 공공 차원에서 수집하여 활용하는 정책과 시스템이 존재하지 않는다. 본 연구에서는 향후 국내 공공 방송 · 영상아카이브 구축을 모색하기 위해 법 · 제도, 핵심자원 수집, 공공서비스 이슈를 중심으로 프랑스, 미국, 영국, 호주, 일본 등 해외 사례들을 심층 분석했다. 법 · 제도적 측면에서 분석 기관들은 모두 법적인 근거에 의해 설립되고 그 기능이 법적 조항에 따라 운영되고 있다. 특히 핵심자원의 수집은 콘텐츠 공급자와의 협력 구조가 필수적이며, 아카이브의 개방과 활용은 온라인 검색 지원과 오프라인 서비스 제공의 투 트랙 전략이 모두 필요하다. 본 연구에서는 공공 방송 · 영상아카이브의 구축 및 방송 · 영상콘텐츠 수집과 관련해, 미디어 채널과 콘텐츠의 공공성 측면을 중심으로 공공미디어 개념의 재범주화를 제안하고자 한다. As a body of records and memories of a society, audiovisual content has aesthetic, educational, cultural values. Plus, there is a growing emphasis on monetary values of audiovisual content, which are resources for creation. Public Audiovisual Archives perform a role of policy apparatus by collecting, managing, using audiovisual archives, which have multiple values. Now, there is neither policy nor institution for collecting and using audiovisual content as a public service. In order to find any policy for a new system for public audiovisual archives in Korea, this research does an in-depth analysis of foreign cases - France, Unites States, United Kingdom, Australia, Japan - focusing on legal systems, collect policies, and public services of each institution. All institutions analysed in this paper were established by its law and their functions have been performed by its legal basis. Especially, it is necessary to build cooperative systems between an archival institution and content providers. For public services of an archival institution, it is also essential to take a two-track strategy of online retrieval system and offline consultation services. This study proposes the re-categorization of the concept of public media focusing on the public aspects of media channels and content in relation to the Public Audiovisual Archives.
프로젝트법을 활용하는 프로그래밍분야 직업능력개발훈련교사의 직업정체성 내러티브 연구

The purpose of this study is to discover the occupational identity by examining the narrative of the life of a TVET teacher using the project method in programming fields. Teacher S, a participant in the study, started as a part-time lecturer at university and has been teaching programs for the past 20 years. As a result, six kinds of occupational identities of a programming teacher who teach by project method were found. S experienced pride and pride as a teacher through the project method. The project method served as a motive for continuous self-development to lead S to an expert. His experience as a positive teacher made him wish to maintain this life and live as a teacher as long as his health permits, even after retirement. This study has significance in exploring the structure of the occupational identity of a TVET teacher using the project method in programming fields, which have not been studied yet.

In the long-term ecological research community, personal information is an important factor for the collaboration of data management and data usage in international long-term ecological research as well as on the national level. If lots of personal information was disclosed, collaborative researchers are useful to carry out research cooperation, whereas, information providers tend to be burdened to disclose it. LTER system should be considered to provide both maximum personal information required by a community and minimum personal information to be provided to unrelated people due to the scale of personal information and a number of the constraints on disclosure in the aspect of information distribution of the laws associated with personal information protection. In this article, we analyze international ecological metadata standard, EML, and trends in personal information management throughout international long-term ecological research platforms and propose a system model capable of managing personal information based on related domestic laws for the international data exchange through design and implementation.
잠재 의미 분석을 적용한 유사 특허 검색 서비스 시스템

Keyword searching used in the past as a method of finding similar patents, and automated classification by machine learning is using in recently. Keyword searching is a method of analyzing data that is formalized through data refinement. While the accuracy for short text is high, long one consisted of several words like as document that is not able to analyze the meaning contained in sentences. In semantic analysis level, the method of automatic classification is used to classify sentences composed of several words by unstructured data analysis. There was an attempt to find similar documents by combining the two methods. However, it have a problem in the algorithm w the methods of analysis are different ways to use simultaneous unstructured data and regular data. In this paper, we study the method of extracting keywords implied in the document and using the LDA(Latent Semantic Analysis) method to classify documents efficiently without human intervention and finding similar patents.
다중 센서 데이터를 활용한 시약장 위험상황 식별 시스템

Recently, safety accidents that occur in laboratories have occurred in various forms, so that a system that can reduce safety accidents in laboratories is required. The existing system identifies the danger situation according to the change of the temperature and the humidity, but the type of the danger situation is not known and the operation of the device is manually performed. Therefore, in this paper, we propose a system that identifies the danger situation of a reagent cabinet using multiple sensors and automatically operates the device. The internal environment of the reagent cabinet is measured in real time through the sensors and the sensor data is used to identify the danger situation. Also, when a danger situation is identified, the appropriate device is selected and operated automatically. In this way, identification of the danger situation of the reagent cabinet and automatic operation of the device will reduce the safety accidents occurring in the reagent cabinet.

In this paper, we propose an emergency call system which makes a call to an institution or a guardian when an urgent case occurs to a user based on the indoor location service. In addition, it establishes indoor location service infrastructure assuming welfare institutions and hospitals. The proposed system receives the sensor value from the device that is in the form of a clock on the wrist and determines the emergency situation and delivers emergency information to the terminal. The location terminal transmits location and emergency information to the server, and the server accesses the database and stores the data. This enables the caregiver to communicate with the server through the application, monitor the user's status, receive notifications, and respond to emergency situations by using the emergency call function. If the proposed system is applied to the fields requiring urgent action such as medical field and welfare field, it will provide more stable and prompt emergency service to users and carers.

Recently, personal information leakage has caused phishing and spam. Previously developed systems focus on preventing personal information leakage. Therefore, there is a problem that the leakage of personal information can not be discriminated if there is already leaked personal information. In this paper, we propose a personal information hazard classification system based on web document analysis that calculates the hazard. The system collects web documents from the Twitter server and checks whether there are any user-entered search terms in the web documents. And we calculate the hazard classification weighting of the personal information leaked in the web documents and confirm the authority of the Twitter account that distributed the personal information. Based on this, the hazard can be derived and the user can be informed of the leakage of personal information of the web document.

In OLED (Organic Light-Emitting Diode) manufacturing, the aging process increases the manufacturing efficiency and measures the correction value to correct the aging. The correction value for correcting the aging of the OLED can be applied to the driving signal. The OLED aging process measures the current after outputting the light for a predetermined time according to the preset driving signal and temperature. In the OLED manufacturing process, aging is applied for non-uniformity by deposition and temperature. This time has little effect on OLED efficiency reduction. Heating devices and signal generation systems are required to create the conditions necessary for aging. The results measured by the heating system and signal generation system can be used as a basis for evaluating power requirements, uniformity and efficiency in OLED manufacturing. In this paper, we propose and implement a configuration for interlocking the driving signal generation and heating system for practical OLED aging correction.
제조업 근로자 안전관리를 위한 데이터셋 구축과 모델 학습

최근 "중대재해 등에 관한 법률"이 제정되고 안전사고에 관한 제도적, 사회적 관심이 높아지고 있다. 본 논문에서는 제조업 현장에서 발생한 안전사고에 대해 정부 기관에서 발간한 통계 자료를 분석하고, 안전사고 발생을 줄이기 위해 위험 상황을 판정하는 모델을 구축하기 위한 딥러닝 기반에 다양한 객체 탐지 모델을 학습시켜 비교 분석하였다. 제조업 현장에 있는 CCTV에서 영상을 수집하여 직접 데이터셋을 구축하였으며, YOLO-v4, SSD, CenterNet 모델에 훈련 데이터와 검증 데이터로 이를 활용하고 학습을 진행하였다. 그 결과 YOLO-v4 모델이 mAP 81%의 수치를 얻었다. 산업 현장에서 클래스를 선정하고 데이터셋을 직접 구축하여 모델 학습을 하는 데 의의가 있으며 이를 통해 위험 상황을 판정하고 이를 추론하는 시스템의 초기 연구자료로 활용할 수 있을 것으로 사료된다. Recently, the "Act of Serious Disasters, etc" was enacted and institutional and social interest in safety accidents is increasing. In this paper, we analyze statistical data published by government agency on safety accidents that occur in manufacturing sites, and compare various object detection models based on deep learning to build a model to determine dangerous situations to reduce the occurrence of safety accidents. The data-set was directly constructed by collecting images from CCTVs at the manufacturing site, and the YOLO-v4, SSD, CenterNet models were used as training data and evaluation data for learning. As a result, the YOLO-v4 model obtained a value of 81% of mAP. It is meaningful to select a class in an industrial field and directly build a dataset to learn a model, and it is thought that it can be used as an initial research data for a system that determines a risk situation and infers it.
