This paper proposes virtual reality-based multi-user command and control system applying hand motion tracking for human-swarm interaction. Swarm robots are expected to play a major role in future battle field. However, due to the high degree-of-freedom of swarm robots, it is difficult to control the swarm and recognize the situation in humanswarm interaction. Using hand motion, human can control swarm robots more accurately and intuitively. In addition, in the military command and control system, communication between upper and lower levels and sharing information among staff departments are important. But there is a difficulty in real-time information sharing due to location restriction. Applying virtual reality, multiple users can communicate at the same time by overcoming the restriction of places. We developed further command and control system able to connect multi-user, mainly a commander and staffs, and control swarm robots in complex 3-D environment according to commander’s intention. And simulated the system following a possible scenario.
