        본 논문은, 이동통신 단말기 보조금이 이용자 차별 및 시장 불확실성을 유발하는 이유는 정부의 보조금 규제에 있음을 이론적으로 주장한다. 독점과는 달리 과점적 경쟁상화에서는 규제(처벌 또는 감시)의 강도가 매우 크거나 매우 작을 때에는 차별행위가 나타나지 않지만 중간 수준의 경우에는 소비자간 보조금 차별이 발생하고 사전적으로 보조금에 대한 불확실성이 발생한다. 이것은 부당한 이용자 차별에 근거해서 보조금에 개입하는 규제당국이 오히려 이용자차별을 유발한다는 것이다. 바람직한 규제방향에 대한 논의에서, 보조금 억제보다는 요금규제를 철폐하고 요금경쟁이 활성화될 수 있는 여건을 마련하는 정책을 우선 추진해야 함을 주장한다.

        충성할인의 경쟁제한성 판단방법에 대하여

        This paper discusses how to evaluate anti-competitive effects of loyalty discount as an abusive conduct of dominant firms and proposes policy suggestions for improved execution of competition policy. Pro-competitive and anti-competitive properties of loyalty discount are analyzed from economics perspectives. Effective price test proposed as a method to discern anti-competitive loyalty discount from pro-competitive one is explained with its appropriateness and limits. We suggest that the Korean competition agency declare to adopt the effective price test as a starting method to analyze anti-competitive effects of such conducts in a guideline that explains clearly the agency’s process of evaluation and analysis. 본 논문은 충성할인의 경쟁제한성에 대한 판단방법에 대하여 논의하고 경쟁당국의 정책 개선을 위한 제언을 제시한다. 충성할인이 가지는 경쟁촉진적 성격과 경쟁제한적 특성을 경제학적 관점에서 규명한다. 충성할인의 경쟁제한성에 대한 판단방법론으로 제시된 유효가격테스트를 설명하고, 그것이 가지고 있는 의의와 한계를 논의한다. 국내 경쟁당국은 충성할인에 대하여 유효가격테스트를 적용함을 천명하고, 경쟁제한성 판단에 관한 가이드라인을 제시하는 등 예측 가능성 제고를 위한 정책노력을 제안한다.

        탄성파 간섭법 탐사를 이용한 건축물 손상 평가 및 모니터링

        최근 탄성파를 기반으로 건축물 안전진단(structure health monitoring, SHM)을 수행하는 방법들에 대한 연구들이 많이 수행되고 있다. 특히 지구물리탐사에서 주로 적용되어 오던 배경 잡음을 이용하는 탄성파 간섭법(seismic interferometry)이 SHM에 많이 적용되고 있다. 탄성파가 건축물 내부로 전파하며 발생하는 건축물의 반응을 분석하여 건축물의 강성 변화를 추정할 수 있을 뿐만 아니라, 건축물의 손상 여부와 그 위치도 평가할 수 있다. SHM에적용되는 탄성파 간섭법에 대해 분석한 뒤 실제 적용 사례들도 분석한 결과, 탄성파 간섭법은 건축물의 안정성 평가나 모니터링 등에 적용할 수 있는 건축물 손상 탐지 평가 방법으로써 매우 효과적으로 활용할 수 있다고 판단된다. Recent research is increasingly focused on utilizing seismic waves for structure health monitoring (SHM). Specifically, seismic interferometry, a technique applied in geophysical surveys using ambient noise, is widely applied in SHM. This method involves analyzing the response of buildings to propagating seismic waves. This enables the estimation of changes in structural stiffness and the evaluation of the location and presence of damage. Analysis of seismic interferometry applied to SHM, along with case studies, indicates its highly effective application for assessing structural stability and monitoring building conditions. Seismic interferometry is thus recognized as an efficient approach for evaluating building integrity and damage detection in SHM and monitoring applications.

        본 논문은 특허침해에 대한 법률적 처방과 다양한 보상 기준이 기술 혁신 및 활용 인센티브에 미치는 효과를 분석한다. 분석 결과에 의하면, 이윤손실기준과 부당이득기준의 보상규모는 상품의 대체성의 크기에 의존하며, 이윤손실기준과 합리적 로열티 기준의 보상규모는 특허권자의 판매능력에 의존한다. 더불어, 금지명령과 손실보상 방식에서 혁신과 활용의 인센티브를 비교하고, 침해자에 대한 특허권자의 감사와 소송 인센티브에 대해서도 논의한다.

        Efficacy of Electroencephalographic Monitoring for the Evaluation of Intracranial Injury during Extracorporeal Membrane Oxygenation Support in Neonates and Infants

        Background: Neurological complications are a serious concern during extracorporeal membrane oxygenation (ECMO) support in neonates and infants. However, evaluating brain injury during ECMO has limitations. Herein, we report our experience with bedside electroencephalographic monitoring during ECMO support and compared this to post-ECMO brain imaging studies and immediate neurologic outcomes. Methods: We retrospectively reviewed the data for 18 children who underwent ECMO. From these subjects, we reviewed the medical records of 10 subjects who underwent bedside EEG monitoring during ECMO support. We collected data on patient demographics, clinical details of the ECMO course, electroencephalographic monitoring, brain imaging results, and neurologic outcomes. Results: The median age was 4 months (range: 7 days-22 months), the median weight was 5 (3.6-12) kg, and the median length of ECMO therapy was 86 (27-206) hours. Eight patients (80%) were weaned successfully, and seven (70%) survived to discharge. Those with normal to mildly abnormal electroencephalographic findings had non-specific to mildly abnormal brain computed tomography findings and no neurologic impairment. Those patients with a moderately to severely abnormal electroencephalograph had markedly abnormal brain computed tomography findings and remained neurologically impaired. Conclusions: Normal electroencephalographic findings are closely related to normal or mild neurologic impairment. Our results indicate that electroencephalographic monitoring during ECMO support can be a feasible tool for evaluating brain injury although further prospective studies are needed.

        역 적응 볼테라 필터링을 이용한 능동 소음 제어 시스템의 2차 경로 비선형 특성 적응 보상

        In active noise control (ANC) systems, the error-reduction performance of the conventional Filtered-X Least Mean Square (FXLMS) algorithm may be affected by nonlinear distortions in the secondary path such as in the power amplifiers, loudspeakers and transducers. In this paper, a nonlinear FXLMS algorithm with high error-reduction performance is proposed to compensate for undesirable nonlinearities in the secondary-path of ANC systems by employing the inverse Volterra filtering approach. In particular, the proposed approach is based on the utilization of the conventional P-th order inverse approach to nonlinearity compensation in the secondary path of ANC systems. Finally, the simulation results showed that the proposed approach yields a better nonlinearity compensation performance for the ANC systems with a nonlinear secondary path than the conventional FXLMS.

        愛國心과 敎育

        The purpose of education is not to make an abstract individuality perfect, but to train historical human being. The historical human being can be defined as a human being who participate in the history succession and development trough national spirits and historical consciousness. Thus, the human training or cultivation has a significant meaning in view of social function of the education, and to be concrete it comes back to the education of patriotism. The patriotism can be defined as the consciousness of attachment and devotion to the nation. That the patriotism became the subject of educational interest dates back to the settlement of the modern public educational system during the period of the end of 18th centry thru 19th centry, that is, schools were founded and managed by the government with obligation of school attendance, and accordingly the people's consciousness to the nation and their loyalty and duties to the nation were intensified, and the educational institutions were utilized as an influential organization for the national preservation and prosperity. Thus, in the curriculums as well as the educational structure and management emphasis were placed on reflecting the national or racial character rooted in their own historical tradition and nationality. Accordingly, in each country national and public educational thought were enhanced and the popularization and nationalization of the education were promoted. The thought of nationalistic education was formed at that time, and the patriotism and nationalism came into more closely tied relation each other. Howerer, it can indicated that there are two types of nationalism for the method of bringing up the patriotism, One of them is formed when the subject of the nation is reguarded as its king or dictator with the loyalty directed to a specific leader of character and personality. This method is attempted by trying to raise the patristism through his political techniques or through artificial manipulation of public participations and blind nationalization. The other one is attempted by trying to build up the patriotism through the people's self-consciousness of their nation or voluntary citizenship consciousness and their criticizing spirits on irrational and inhuman matters. Now, what is desirable to proceed with the education of patriotism? First, emerging from such patriotism as dominated by exclusive chauvinism, jingoism and ethnocentrism, we should cultivate such patriotism as dominated by the spirit of freedom, equality and philanthropy arranged with the principles of democratism internally and the principles of internationalism externally. Second, the attachment to the territory and the grolification of their own national tradition and culture should be raised through the objective understanding and confidence viewed in the world, because the relation of individuals, societies, nations and the world is not such one as continued one straight line on a plane, but has the relations of dynamical movable structure. Third, national consciousness as sovereigns should be raised through cultivation of national and humanistic critical spirits on the functioning of the government which received mandate from the people and its national authority, because the unfair practice of the administators who neglet the mandate from the people and betray the people, the sovereigns, is regarded as a hostile act which impedes the national growth and is regarded a terrible interior enemy. Fourth, the education of patriotism should be promoted through the reason and intellectuality from the view of logos rather than pathos. This will contribute not only to evaluating one's own country objectively and respecting the value of other country, but also to respecting the heterogeneity and pluralistic nature. For the conclusion, the patriotism should be dealt with from the view of nationalism based on the people's self-national consciousnness and voluntry citizenship, consciousness and it should not be submissive and blind education of patriotism for a specific human being, but the education of patriotism based on the reason and critical spirit connected with love for humanity.
