교육청 예산편성과정에서의 의사소통과 예산편성인식의 관계

The purpose of this study is to provide fundamental informations that can use of the limited financial resources, effectively and efficiently to achieve organizational goals. For this, analyze the relationship of two factors, the degree of communication among the members and their understanding about the process of budgeting in Local Office of Education. To measure the statue of communication among members who have different roles and tasks, we used a questionnaire about accuracy, openness, and frequency of communication made by O'reilly, Roberts, Meyer etc. Also used a questionnaire about equity and adequacy to find out understanding levels in budgeting. Survey was done and based on the result, interviewed the staff who participated in budgeting process, to understanding what is the obstacles in communicating with staffs. The results relatively do well communication level among staffs in general department, on the other hand, not only among staffs of budget department but also members of a board of education and members of a provincial assembly didn't communicate well. There was a statistical difference openness of communication between school commissioners and local civil servants, and accuracy of communication about budget on personal's educational (administration) career. There was obstacle-factors of communication on the process of budgeting as follows. ; perspective differences by staffs' tasks, excessive affection and authorities on their district in members of a board of education and members of a provincial assembly, external stress and lack of budget-related knowledge of school commissioners. On conclusion, staffs of budget department and general departments would have to be harmonious communication to make narrow each other's perspective differences through understanding, cooperating and coordinating. And members of a board of education and members of a provincial assembly need to make permissive environment to be active/positive communication.

In order to the effective utility of marine by-product, crude lecithin was isolated from skipjack viscera oil and the lecithin was refined by bleaching and deodorization. Crude lecithin was separated from the skipjack viscera oil degummed with 0.4 ml of citric acid per 100 ml of the oil. Bleaching was effected by adding $5\%$ activated clay and treating for $40^{\circ}C$ for 90 min under vacuum, and deodorization was effectively conducted by steam distillation at $130^{\circ}C$ for 60 min under 4 ton of vacuum. The major fatty acids of the skipjack viscera oil. were 16:0. 18:1 (n-9), 22:6 (n-3), 18:0, and 16:1 (n-7). Crude and refined lecithins contained more aproximately $7\~18\%$ of 22:6 (n-3) than raw oil, the skipjack viscera oil.
