의원급 의료기관 해외환자유치 홍보활동 및 유치성과 인식에 관한 연구 (p.316-334) : 강남구 의료기관을 중심으로

본 연구에서는 중요성에 비해 상대적으로 관심이 부족하였던 국내 의원급 의료기관들의 해외환자 유치홍보행태를 파악하고, 해외환자 유치성과에 대한 의료기관들의 인식을 파악함으로써 향후 의원급 의료기관들의 의료관광 참여 활성화 촉구를 위한 문제점 및 개선방안을 살펴보고자 하였다. 해외환자유치활동에 대한 성과 인식에서는 Government, Medical Tourism Operator, Intermediator, Accreditation 등 홍보활동 변수들이 각각 의원급 의료기관들의 해외환자 유치 성과 인식에 유의한 영향을 나타내었다. 그러나 중앙정부나 의료기관 자체 홍보활동의 경우 본 연구의 가정에서와 같이 해외환자유치성과에 정(+)의 영향을 나타내었으나, 지자체 유치활동을 통한 참여나 에이전시를 통한 홍보 및 수수료 지불, 국제 의료기관 인증 참여로 인한 홍보활동의 경우 부(-)의 영향을 나타내어 기각되었다. 이를 통해 조사대상 의원급 의료기관들의 경우 중앙정부를 통한 해외환자 유치 홍보참여나 의료기관의 자체적인 홍보활동이 실제 해외환자 유치에 긍정적인 영향을 주는 것으로 인식함을 알 수 있었다. 본 연구에서는 연구 진행과정에 작용했던 현실적인 방법론의 제약으로 다음과 같은 한계점을 지니고 있다. This research is conducted to understand domestic clinics' promotion activities to attract foreign patients which somehow neglected from social issues even though it takes a significant part of Medical Industry in Korea. In the case of Korean medical tourism industry, elective procedures such as cosmetic surgery, aesthetic or medical check-up are in high-demand rather than necessary main surgery such as cardiac stenosis surgery, so the domestic clinics' take a big role in Korean medical tourism industry. However, domestic clinics' are struggling to enter the medical tourism market since the most of policies, supports, and processes related on medical tourism concentrate on large sized hospitals. Therefore, this research strive to identify the state of clinics' promotion activities which for attracting foreign patients and reveal the challenges for them. According to this research findings, domestic clinics recognize that the promotion activities participating the central government's promotion events or implementing their own promotion plans to lure foreign patients help performance outcome improvement rather than the other promotion activities, so this research result suggests that in order to activate the domestic medical tourism industry at the level of clinics the government needs to offer lots of opportunities by holding various promotion campaigns to let the clinics participate government's promotion events a lot. Also, there need to be established systematic support measures by local government which arouse clinics to make their own promotion plans and implement them intending to attract Asian or other countries' latent patients. Moreover, with recognizing a phenomenon where foreign patients are flocking cosmetic surgery or aesthetic service among clinics in Korea distinguished promotion plans should be developed to broadcast the other clinics' superiorities so that foreign patients can visit other parts of clinics.

This article summarizes the structure of China’s current social health insurance system and reviews the development status of China’s private health insurance (PHI). China’s medical security system is mainly composed of two parts: basic medical insurance (BMI) and PHI. Among them, the BMI provides reimbursement of basic medical expenses for the insured persons according to different proportions. PHI is a necessary supplement to the BMI and provides assistance to the insured persons in the event of illness or accident. By having PHI, people can obtain medical protection outside the coverage of BMI. In the development of PHI in China, the total medical cost is high and the insurance market size is large, but the proportion of PHI expenditure is low and the personal burden is high. Through this Chinese case, it will be helpful for mutual development between Korean PHI and national health insurance, for Korean insurance companies to enter the Chinese market, and for removing the medical burden on the people.
유헬스케어의 의료서비스 질 향상 및 효과인식에 관한 연구

본 연구는 의료서비스 질 향상을 유헬스케어에 적용한 초기 연구로서 대학병원 실무자 중심으로 유헬스케어질 향상 및 효과에 대한 인식을 알아보고자 하였다. 아직 국내에서는 유헬스케어가 보편화되지 못한 이유 때문에 유헬스케어의 의료서비스 질 향상에 대한 연구가 부족하기에 초기적 연구라는 점에서 시사점을 제공할 것이다. 연구 결과, 운동관리 및 검사측정관리는 의료서비스 질 향상에 부분적으로 영향력에 차이가 있는 것으로 나타났다. 그러나 예외적으로 영양관리는 의료서비스 질 향상에 유의한 영향을 주지 못하였다. 그리고 의료서비스질 향상이 고객만족과 질병개선에 미치는 효과는 긍정적인 영향을 미치는 것으로 나타났다. 본 연구는 연구기관을 전체를 측정하지 못했으며, 의료종사자 측면에서 질 향상을 측정했다는 연구대상의 한계점을 갖는다. As an early stage research on U-healthcare to be applied to improvement healthcare service quality, this study tried to see employees’ recognition in terms of effectiveness and achievements of U-healthcare on the process of healing. Since the U-healthcare industry is the middle of stage of spreading in Korea, there is laking in accumulating base research on U-healthcare. Therefore, this study could offer basic implications on U-healthcare study. The result of this study reveal that U-healthcare system affects partly on management of patients’ workout and physical examination, but against the expectation it has no impact on management of patients’ nutrition. In addition, this study show that the improvement of healthcare quality influence positively to patients’ satisfaction and treatments. In spite of this results, this study has limitations on the aspects of not encompassing the whole medical centers in Korea and targeting only employees in medical centers.

In 1994 Korea government began to develop the healthcare industry, since then the government has tried to create opportunities to promote the industry through various political efforts and policies. The biggest achievement was attracting foreign patients from 2009 to 2016 with a cumulative 1.56 million and total revenue of 3 trillion won. But Korea still loses the opportunity to become a global leader in the health care industry due to regulations and various ideological disputes. Accordingly, it is necessary to facilitate policy understanding and present a practical road map so that Korea’s healthcare industry become a new growth engine that will lead the trend of global market in the future. It also suggests a national economic development paradigm, the health economy as health and economic value are rotated through a shift in view of health care. At this point, 20 years after the beginning of the healthcare industry development, it is necessary to evaluate the related policies and discuss effective future directions. In this sense, the purpose of this study is to examine the policies and limitations of the healthcare industry by each government division, and based on it, to propose political tasks for the future.

In Korea, since the launch of the separation of prescription and dispensing of medicine, there has been increasing demand for quality drugs from the society, and the Korean government has been stepping up its effort to improve new drug approval process. Therefore, in this study, we aim to identify external factors that influence KFDA`s drug approval decision-making process based on the External Signals Model, which was developed to understand decision-making characteristics of regulatory agencies. The results of the analysis are as follows: First, the average new drug approval time for each therapeutic category was found to be significantly different statistically. In particular, it was found that new drugs whose applicable diseases are highly complex such as functional agents of tissue cell or drugs acting on circulatory system, took a longer average time to obtain approval. Second, among the characteristics of firms that obtained approval for their new drugs, sales and cumulative number of approval were found to have positive and significant influence on approval time, while individual firm`s research expenditure had negative and significant influence on approval time. This study can suggest for a more efficient new drug approval procedure by analyzing the factors that influence drug approval in Korea.
건강보험 보장성 강화 정책에 대한 진료비중심 대안의 비교 및 실증 연구

The national health insurance act was initiated in 1977. This act has maintained the low burden & low benefit`` policy. Also, the low coverage rate did not seem to be solved due to the shortage of the finance. To fix the low coverage rate of the national health insurance, the government introduced a new plan in 2005. The plan was set a goal to increase the coverage rate as the average level developed countries had. The government suggested a benefit plan based on the expansion of the benefit for diseases. However, this plan was criticized by many because high risk patients could not have enough benefits when they had diseases the new list in the expansion of the benefit for diseases was not held. This study suggested the expansion of the benefit for medical expenditure as an alternative way in order to increase the coverage rate. This study compared the coverage rate of the patients with high cost when the same amount of money applied to two different benefit plans. The medical security for patients with high cost was good when the out-of-pocket payment of limit system, one way for the expansion of the benefit for medical expenditure, was expanded. The expansion of the out-of-pocket payment of limit system is a proper way for increasing the coverage rate of the national health insurance.
