The most recent issue of offshore plants that produce oil and gas are the decommissioning engineering of aged or discontinued platforms. There are many platforms that are being dismantled in the United States, Europe, and areas in Southeast Asia. In particular, more than 400 old platforms in Southeast Asia (Indonesia, Malaysia) are preparing to dismantle. They are spread out across Southeast Asia with a water level of 50 meters and small-scale of less than 10,000 tons. However, this offshore plant decommissioning market is a very suitable market for small and medium-sized shipyards in Korea to enter with their established equipment and engineers. Platform decommissioning is conducted according to decommissioning procedures. However, there are some difficulties in market advances as no developed case studies or process models are established on how platform structures and components are to be dismantled and how the dismantled material is to be reused and recycled. Therefore, this study presented domestic and foreign regulations on the reuse and recycling of oil and gas producing offshore plant platforms, case analyses on developed decommissioning engineering, platform reuse and recycling guidelines, and platform and pipeline decommissioning processes and methods.

The global ship repair and modification market is expected to grow up to approximately $ 30 billion by 2025. Korea’s shipbuilding industry is leading the world grounded on its international competitiveness in design and production technology. The reality, however, is that the ship repair and modification industry is centered on Gyeongnam, and there are only two to three ship repair workplaces that can repair large ships. Therefore, domestic ship repair companies target small and medium-sized ships mainly. This is because there are few workplaces equipped with a large dock in which large ships like LNG ships can be inspected regularly or repaired, complaints are severe for environmental problems, and related environmental regulations are so strict that it is very hard to obtain government approval for the extension of ship repair and modification workplaces or the opening of new shipbuilding sites. Besides, on account of the workers’ high wages, few experts related, and higher ship repair price compared to that of Southeast Asia, most of the volume of repairing large ships including domestic LNG ships is being lost to Southeast Asian or Chinese markets. In this study, the work process and pre-work preparation process for ship hull (winch, windlass, hatch cover, ramp door, cargo gear, anchor chain) repair were analyzed and presented to foster domestic ship repair experts and revitalize related industries.

Globally, the need for remanufacturing or reusing ships and various mechanical parts continues to increase due to environmental problems including global warming. Research on remanufacturing is being carried out in many areas. However, research on inspection and classification to identify the performance or degree of wear of mechanical parts is insufficient. In particular, studies on the inspection-ability and classification-ability of mechanical parts equipped with various materials and complex forms are highly required. Remanufacturing must be considered from the stage of design to extend the life cycle of mechanical parts. Particularly, it is very important to perform research for evaluating the degree of ease to inspect and classify various sorts of wear or deterioration of parts caused by long-term use easily. In this study, the degree of ease in inspecting or classifying mechanical parts for remanufacturing is defined as inspection-ability and classification-ability. In fact, to remanufacture old parts, inspection-ability and classificationability should be reflected from the stage of design. The purpose of this study is to evaluate the inspection-ability and classification-ability of ships and various mechanical parts. This researcher has presented the quantitative evaluation procedure of inspectionability and classification-ability, derived the factors and ranges that influence each of the details of easiness, assigned scores according to the ranges of the factors, and calculated weights. Lastly, this study presents the procedure of scoring to evaluate the overall weights of inspection-ability and classification-ability and also inspection-ability and classification-ability quantitatively.

It is expected that the global market for vessel repair and remodeling will grow up to the scale of about 25 billion dollars by 2023. Korea’s shipbuilding industry is leading the world with its international competitiveness in design and production technology. The actual status of vessel repair industry, however, is poor as there are only two or three companies for vessel repair that can deal with large vessels in the area of Gyeongnam. The reason is that civil complaints are filed severely about environmental problems and environment-related regulations are so strict that it is fairly hard to get governmental approval for the operation of a vessel repair workplace. Domestic vessel repair companies mainly target small- and medium-sized vessels. There are only few workplaces that can carry out regular examination or repair work on large vessels such as LNG vessels, and due to the high price of vessel repair, most of the domestic repair work on large vessels including LNG vessels tends to be snatched by markets in Southeast Asia or China. Despite the tremendous domestic demand of Korea that has established the world’s first shipbuilding industry and world’s sixth biggest harbor infrastructure, its vessel repair industry can be said to be in very poor condition. In order to vitalize vessel repair industry, this study is aimed to analyze the environmental influence of vessel repair workplaces in Gyeongnam where vessel repair companies are concentrated and suggest standard processes by analyzing vessel repair processes precisely.

In this paper, different criteria for determining hue change time in the hue detection based transient liquid crystals technique were compared. Results showed that methods utilizing threshold of intensity or saturation gave many missing points and quality of the calculated results were strongly depends on the value of threshold. Wider bandwidth in the hue bandwidth method showed better distribution of calculated hue change time, but induced ambiguity in the hue change time. In the time-hue curve fitting method, the distribution of evaluated hue change time was smooth and reasonable, and, by the nature of curve fitting, the noise effect on the hue was successfully considered in calculating of the hue change time. Compared to other methods, it is expected that the time-hue curve fitting method would provide better and accurate hue change time in the hue detection based transient liquid crystals technique.

재제조 산업은 환경을 보존하면서 제조 시 사용되는 자원과 에너지를 줄일 수 있는 대안으로 알려지고 있다. 한국에서 재제조 산업을 활성화 하기 위해선, 원제조업체, 재제조업체 그리고 수리업체 사이의 협력을 지원하기 위해 기본 원칙을 제정하여야 한다. 재제조 활성화를 위한 기본 원칙들은 재제조 절차와 주요 구성원간의 관계분석에 의해 평가될 수 있다. Remanufacturing is one alternative to conserve the good environment of our earth and to save the production resources and manufacturing energy. To make active remanufacturing in Korea we have to prepare basic rules to support the collaboration among the original manufacturing, remanufacturing, and repairing companies. Basic rules for active remanufacturing can be established by the analysis of recently environments of remanufacturing procedures and the relationship among the main constituents.
