본 연구의 주된 목적은 1987년 민주화 이후 20여 년 넘게 지속되어 온 국립대학 총장직선제 폐지와 관련, 어떤 요인들이 주요하게 작용했는지를 옹호연합모형(ACF)을 적용하여 분석하면서, 아울러 본 사례연구에서도 옹호연합모형이상정하는 구성요소들이 동일하게 나타나는지를 살펴보고자 함에 있다. 분석 결과, 첫째, 김영삼 정부 시 수립된 ‘5. 31 교육 개혁방안’이 정책하위체제의 안정적 외부변수로 작용하여 국립대학 총장직선제 폐지에 큰 영향력을 행사하였음을 확인하였다. 둘째, 폐지연합 측의 핵심자원인 교육부장관의 법적권위는모든 국립대학들이 총장직선제 폐지를 수용함에 있어서 결정적인 역할을 수행하였다. 셋째, 국립대학 총장들이 보여준 이차적 신념의 수정 또한 직선제 폐지에있어서 핵심적인 역할을 하였다. 넷째, 정책지향학습을 무시한 채 특정 연합의우월적인 자원으로 이뤄진 정책변동은 구성원들 간의 갈등을 완전 연소시키지 못한 상태에서 집행되고 있는 바, 이로부터 성공적인 정책 변동과 효율적인 집행을위해서는 무엇보다도 관련 이해관계자들의 충분한 정책지향학습의 선행이 필요함을 인식하게 되었다. The purpose of this study is, on the basement of ACF, to reveal what variables have practiced a core role in abolishing the direct presidential election which has been sustained for 20 years in the national universities of Korea since 1987. The implications got from the results of this study are as followings. First, we noticed that “5.31 Educational Reform Plan” of Kim, Young-Sam`s regime has practiced a core influence as a stable variable on the university education policy including the abolishment of the direct presidential election in Korean national universities. Second, the formal(legal) authority of the minster of Education has taken a core role in making all of the national universities accept the indirect election system. Third, we perceived that the change of secondary beliefs which the presidents of national universities have shown also importantly influenced on kicking the direct election system off. Forth, the policy change was mainly due to the ministry of Education without policy orientation learning of both coalitions. As a result, the conflicts surrounding among the members of universities are still going on, even though universitise give up the direct election system. In conclusion, we realized that policy orientation learning is always prerequisite to the harmonious implementation of a policy change.
