공공기관 기관장의 책무성 평가에 영향을 미치는 요인 분석

본 논문은 공공기관이 책임경영의 중요성을 강조하고 있는 점에서 기관장 경영평가 지표 중 책무성 지표를 분석하기 위해 2016년에 실시된 공공기관장 경영평가 결과와 공공기관의 경영실적보고서 등을 이용하여 최근 3년간의 책임경영 관련 계량지표의 점수와 최종적인 경영평가 결과인 기관장평가의 관련성을 분석하고자 한다. 기관장 경영평가결과와 기관장의 책무성 지표와의 관련성을 실증적으로 분석한 결과 기관의 책무성을 나타내는 지표 중 이사회 출석률, 비상임 이사 발언비중, 경영제언이 높으면 상대적으로 기관장의 경영평가결과가 우수함을 알 수 있다. 따라서 공공기관의 실질적인 책임경영을 확보하기 위한 수단으로서 기관장은 이사회의 활성화 및 제반 업무에 대한 활발한 업무 개선 등을 포함한 실질적인 경영제언 활동이 매우 중요하다고 볼 수 있다. 또한 기관의 규모가 클수록 공공기관장의 경영평가 결과에 유의미한 영향을 미치지 못한 것으로 이는 기관의 규모에 따라 책임경영 지표에 대한 평가가 이루어지므로 기관유형은 기관의 규모와 기능, 성격에 따라 구분된 것으로서 기관유형이 경영평가결과에 큰 영향을 미치지 않을 것이라는 것은 예상된 결과라고 할 수 있다. 본 연구는 최근 3년 동안 기획재정부의 기관장의 책무성과 관련된 경영평가를 받은 공공기관을 대상으로 경영평가 결과에 영향을 미치는 책임경영 관련 평가지표 체계 내에서 또 다양한 기관특성과의 관련성을 실증적으로 분석하였는데 그 의의가 있다. This paper is to analyze relationship between measuring index scores regarding responsible management and evaluation scores of the heads of the organizations, as the final management evaluation results, for recent 3 years, using management evaluation results of the public organization heads and the management performance reports of 2016, in order to analyze accountability index, among indexes for evaluation of organization heads, while emphasizing the importance of responsible management of the public organizations. Empirical analysis on relationship between organization heads` management evaluation results and accountability index shows that management evaluation results are relatively great as the attendance rate to the board of directors, statement frequency of non-executive director and management suggestion frequency are high. Therefore, as a means to secure practical and responsible management of the public organizations, it is important for organization heads to make practical and actual management suggestions including vitalization and improvement of the board of directors and its tasks. Larger organizations are not likely to be significantly affected by the management evaluation results of the public organization heads since the evaluation on the index is made according to scale of the organization; therefore organization type is categorized by function and nature of the organization, which would not significantly affect the evaluation results and this is an expected results. This study is significant in way that it is an empirical analysis on various organization characteristics and relationships within the responsible management-related evaluation index system that affects management evaluation results of the public organizations on which management evaluation regarding accountability of the organization heads was made for recent 3 years.

효율적인 건물관리 방안에 관한 연구 -서울시 오피스빌딩을 중심으로-

본 연구에서는 건물관리 수요자이자 건물관리회사 결정자인 건물주 상대로 설문조사를 함으로써 실질적으로 소유주가 느끼는 애로사항과 만족도를 파악하였다. 자가관리보다는 위탁관리가 만족도가 높았으며, 건물 관리회사가 어떤 부분에 집중해서 건물관리를 해야 하는지에 대한 답안을 제시한 점에 의의가 있다. 또한 위탁관리 건물주들의 만족도가 높아 추후 자가관리 건물주들이 위탁관리회사에 건물을 위탁하는 사례가 증가할 것으로 예상되므로 향후 위닥관리시장의 성장가능성은 높을 것으로 사료된다. Practical difficulties and satisfaction which the building owners has felt were examined and analyzed by questionnaire survey towards the building owners who are the demanders of the building management at the same time the decision-maker for the building management company. The satisfaction of consignment management turned out to be higher than self management, and this study is significant by suggesting solutions about on what field the building management company should concentrate in managing the building. Eventually, the satisfaction of the building owners in consignment management type appeared to be high. Accordingly, the cases that the building owners in self-management type will increasingly consign their building to the consignment management company will be expected to be highly increased so the growth possibility of consignment management market will be estimated to be remarkably high.
