1971년 이후 한국 역대 정부에서는 DMZ에 대한 평화적 활용방안을 북한에 여러 차례 제안했으나, 북한의 무응답과 거절로 매번 무산되었다. 2000년 6.15 남북정상회담을 필두로 2018년 4.27 판문점선언을 통해 DMZ 평화지대 조성에 대한 기본 틀을 마련했으며, 9.19 군사합의를 통해 DMZ 평화지대를 조성을 위한 구체적인 실행들이 이루어졌다. 하지만 2차 북미정상회담 결렬과 북한의 일방적인 개성 남북공동연락사무소 폭파로 남북관계는 다시 고착상태에 빠져 있다. 남북관계를 다시 화해모드로 전환하고 DMZ 평화지대를 조성하기 위해서는 정치적·군사적·경제적·사회적·환경적 제약요인을 명확하게 분석하는 것이 무엇보다 중요할 것이다. 이를 토대로 남북 간의 상호 정치·군사적 신뢰를 바탕으로 지속 가능한 DMZ 평화지대 조성 사업을 추진할 수 있는 계기를 마련하고 DMZ를 활용한 남북 간 상호 이익을 공유해 평화지대 조성 사업에 대한 동력을 제공해야 할 것이다. 또한 DMZ 평화지대 조성 사업은 남북한의 노력으로만 이루어질 수 없음을 인식하고 세계화 전략을 통해 국제사회의 지지와 협력을 이끌어 내야 한다. 국제사회 여러 국가들이 DMZ 평화지대 조성 사업에 참여할 수 있는 기반 조성과 적극적인 참여를 통해 북한이 자연스럽게 동참하여 함께 논의할 수 있도록 만들어 나가야 할 것이다. DMZ 평화지대 조성 사업은 현 정부에서 종료되는 것이 아니라 차기 정부에서도 명맥을 이어 지속적으로 추진할 수 있도록 노력해야 한다. Since 1971, successive South Korean governments have proposed to North Korea for a peaceful use of DMZ several times, but they have been rejected each time due to North Korea’s non-response and refusal. Starting with the June 15, 2000 inter-Korean summit, the Panmunjom Declaration on April 27, 2018 laid the basic framework for the creation of DMZ peace zone, and the September 19 military agreement made concrete actions to create DMZ peace zone. However, inter-Korean relations are stuck again due to the breakdown of the second North Korea-U.S. summit and North Korea’s unilateral blow-up of the inter-Korean liaison office in Kaeseong. In order to switch inter-Korean relations back into a mode of reconciliation and create DMZ peace zone, it will be most important to clearly analyze political, military, economic, social, and environmental constraints. Based on this, it is necessary to provide an opportunity to promote a sustainable DMZ peace zone creation project based on mutual political and military trust between the two Koreas, and to provide a driving force for the peace zone establishment project by sharing mutual benefits between the two Koreas using DMZ. In addition, it is necessary to recognize that the project to create DMZ peace zone cannot be achieved only by the efforts of the two Koreas, and to elicit support and cooperation from the international community through globalization strategies. It is necessary to create a foundation for the international community to participate in DMZ peace zone creation project and to actively participate in it so that North Korea can naturally participate and discuss it together. DMZ peace zone creation project is not to be terminated by the current government, but efforts should be made to continue to promote it in the next government.

본 연구는 접경지역 활성화 방안을 제시하여 현재 대두된 접경지역의 문제를 해결한다는 의미와 나아가 향후 접경지역이 통일 한반도를 위한 중요 교두보로의 역할을 수행할 수 있다는 점에 의미를 두고 있다. 접경지역은 인천광역시, 경기도, 강원도의 10개 시·군으로 안보적 불안감이 크고, 대규모의 군사시설이 밀집해 있다. 각종 규제로 토지이용과 재산권 행사가 어렵고, 교통망과 인프라 구축 등이 미흡하여 주민들의 생활에 불편함이 많은 곳이다. 접경지역의 각종 규제는 산업구조의 낙후를 가져왔고, 이로 인한 지역의 인구는 지속적으로 감소하고 있으며, 재정자립도 역시 한 자릿수를 기록할 만큼 매우 빈약한 상황이다. 「접경지역지원특별법」을 통해 접경지역의 발전을 도모하고 지역 주민들의 피해보상을 지원하고자 했으나, 정부의 지원도 미흡하고, 법률적 단서조항에 막혀 오히려 접경지역의 발전을 저해하는 장애법률이 되고 있다. 또한 국방개혁 2.0 추진으로 접경지역의 경제적인 위기도 심각한 상황이다. 이러한 접경지역에 대두된 문제점을 통해 접경지역을 활성화 시킬 수 있는 다양한 방안을 모색할 수 있다. 안보교육시스템을 구축하고 국제사회를 참여시켜 국제적 완충지대를 조성해 안보 불안감을 해소시켜야 한다. 「접경지역지원특별법」개정을 통해 상위법으로서의 법적 지위를 확보하고, 종합적 지원대책을 제도화해야 한다. 그리고 접경지역 개발을 위한 광역 교통망을 구축해 수도권과의 접근성을 높이고 제조업 위주의 산업구조를 전환해야 한다. 인구 감소 최소화와 새로운 인구 유입을 위해 군 교육시설, 군사대학, 안보 대학원 등을 유치하고, 군 유휴부지를 적극 활용한 신도시 건설에도 적극 노력해야 한다. Although the 「Special Act on Support for Border Areas」tried to promote the development of the border area and provide compensation for damages to local residents, the government’s support was insufficient, and it was blocked by the legal proviso, which turned into a disability law that hinders the development of the border area. have. In addition, the economic crisis in the border region is also serious due to the implementation of Defense Reform 2.0. Various ways to revitalize the border area can be explored through the problems that have emerged in these border areas. A security education system should be established and the international community involved to create an international buffer zone to relieve security anxiety. Through the revision of the 「Special Act on Border Area Support」, it is necessary to secure its legal status as a higher law and to institutionalize comprehensive support measures. In addition, it is necessary to build a wide-area transportation network for border area development to increase accessibility to the metropolitan area and to transform the manufacturing-oriented industrial structure. In order to minimize the population decline and introduce a new population, it is necessary to attract military educational facilities, military colleges, and security graduate schools, and to make active efforts to construct a new city that actively utilizes unused military land.
