통영 굴 양식장에서 발생하는 스티로폼 폐부자 해양쓰레기 문제의 개선 방안을 찾기 위해 어민들의 의견을 제도분석틀을 통해 분석하였다. 그 결과 양식장은 공유지의 비극이 발생하는 공유자원의 특성을 주로 가지고 있지만, 관련된 법과 정책은 이런 특성에 알맞지 않기 때문에 문제가 지속되는 것으로 분석되었다. 또한 이 문제와 관련된 이해관계자들의 이해(理解)와 이해관계(利害關係)가 다양하고 상이하여, 적절한 대응 정책 개발을 위한 대화와 합의가 힘든 것으로 보인다. 정부는 2017년부터 친환경부표를 보급하기 위해 보조금을 지급하고 있지만, 면담한 어민들은 이 정책에 대한 부정적인 의견을 나타냈다. 또한 어민들은 폐부자의 불법적 투기에 대한 체계적인 감시와 관리를 바랬는데, 이는 공유자원 관리 이론과도 일치하며, 계류 중인 어구관리법안의 취지와도 일치한다. 환경 문제를 더 넓은 범위에서 파악하고 해법을 제시하는 제도분석틀이 실제 정책 개발에서도 더 많이 활용될 필요가 있다. In order to find solutions of marine debris problems of used styrofoam buoys from oyster aquaculture farm in Tong Yeong City, fishermen`s opinion was analyzed through Institutional Analysis and Development Framework. It was analyzed that the problem has continued because the law and policy does not fit to the aquaculture farm, of which physical attributes are mainly those of the common pool resources, where the tragedy of the commons typically happens. In addition, the communication and consensus among the stake-holders to develop proper countermeasures is difficult because their understanding and interest are diverse and different. While the government began to subsidize `environment-friendly buoys`, the interviewed fishermen showed negative opinion to this policy. Moreover, the fishermen wanted systematic monitoring and management of illegal dumping of used buoys, which coincides with theory of the common pool resources management and with the purpose of the pending Law to Manage Fishing Gear. The Institutional Analysis and Development Framework needs to be used in developing government policy more often, as it is useful to understand an environmental problem with wider viewpoints and to find its solutions.
녹색 커뮤니티 관점에서 GIS 기법을 활용한 제주시 도시지역의 도시재생 방향 제시

Purpose: Since 2000, urban regeneration has begun to respond to the urban problems of urban decline and climate change due to changes in industrial paradigm and global warming. The purpose of this study is to suggest the direction of urban regeneration plan from the perspective of green community that responds to complex urban problems. Methods: This study was conducted in two stages: the step of using GIS technique and the application of the importance model according to the type of green community urban regeneration project. First, the index system for deriving the target area was set up and the core indicators were selected. The selected core indicators were applied to the GIS technique to derive the integrated indicators and maps. Second, this study tried to re-establish the area as a type of urban regeneration project and to suggest the direction of planning by applying the importance model. Results: As a result of this study, 8 urban areas were derived to cope with the problems of the complex city. The eight urban areas were re-adjusted into 4 urban regeneration projects and the direction of urban regeneration from the perspective of green community was suggested.
녹색커뮤니티 계획요소와 도시재생 사업유형 간의 중요도 분석 및 적용

Purpose: Responding to the urban decline of industrial countries in the West began in earnest in 1980. As the 2000s, urban decline was recognized as a new urban problem with climate change problems due to global warming. The direction of urban regeneration plan that this study is going to approach together with urban decline and climate change. This approach suggests the direction of establishing a new urban regeneration plan through the relationship between green community urban planning elements and types of urban regeneration projects. Method: We conduct a professional consciousness survey as a research method. First, we use the 9-point scale for the top planning elements(Planning Sector) by urban regeneration project type to obtain the average of importance (W = Σw/107: weight). Second, we use the five-point scale to find the significance (P = Σp/107: scoring) of the importance of the sub-planning elements by business type in each upper planning sector. Third, WP = Σw/107 * Σp/107 is calculated, and an average of each importance between business type and planning elements is analyzed. Result: According to the importance between the calculated planning elements and the business type, each business type was intended to present the direction of the plan along with the appropriateness review.
