외국인 고용과 고령자 고용의 관계: 공간회귀분석을 활용하여

There is a lack of research on relationship between the domestic labor and the foreign labor. It is quite possible that the aged are highly vulnerable in several policies that could be effective in promoting employing foreign labor. In this context, this study examines the impact of the employment of foreigners on the employment of the elderly in Korea based on data for 225 small administrative areas. According to the results, a statistically significant positive relationship between the employment of foreigners and the proportion of the aged appears to exist. On the other hand, it turns out that the relationship between the employment of foreigners and the employment of the elderly is statistically significant and has a negative sign. These results suggest that inappropriate policies designed to induce labor migration have a adverse influence on the aged who want to save their jobs or who want to back to work. A cautious approach should be taken when attracting foreign labor. It now requires additional studies to reveal a hidden mechanism between the migrant employment and population ageing.

This study aims to ensure proper prioritization of urban planning measures for coping with climate change. To do this, this study categorize existing climate change-related urban planning measures with regard to the concept of climate resilience. After conducting a survey targeting 20 professionals in the field of urban planning and climate change to prioritize the urban planning options, based on this survey results, we can measure the relative degree of importance of each decision-making factor by applying the Analytic Hierarchy Process. As a result, on the first level of the hierarchical structure robustness (0.296) has the largest importance measure and recovery (0.208), response (0.199), resourcefulness (0.187), and redundancy (0.110) are followed in succession. On the third level, Expansion of the capacity of infrastructure based on the number of population to secure robustness shows the highest weight priority with 0.177 and Establishment of a pollutants-blocking system to secure recovery has the second highest weight with 0.121. This result can also contribute to establishing urban planning policies which are coping with climate change response and enhancing effectiveness of policy.
