충남과 전국의 R&D 투자효과 비교 분석

많은 국가에서는 경제성장의 한 요인인 R&D 투자를 증가하고 있다. 하지만 투자에 대한 정량적인 성과에 대한 분석은 미미한 실정이다. 이에 본 연구에서는 R&D 투자에 대한 정량적 성과를 파악하기 위하여 2014년 전국산업연관표를 이용하여 생산유발효과, 부가가치유발효과 그리고 취업유발효과를 분석하였다. 분석결과들에 대한 크기 및 효율성을 비교하기 위하여 전국과 충남에 대한 분석을 실시하였다. 분석결과 충청남도가 모든 효과에서 전국 보다 높게 나타났다. Many countries define R&D as one factor of economic growth and they are increasing the investment on it. However the researches on quantitative outcome on R&D investment are hard to find. Therefore this study analyses the production-inducing effect, the valueadded-inducing effect and the employ-inducing effect to figure out the quantitative outcome of R&D investment using the input-output table of 2014. We also analyses Chungnam and national to compare the amount and the efficiency. As the results, Chungnam has the highest effects in every section between nation.

지방정부의 재정지출과 경제성장 간의 관계연구

This paper analyzes the relationship between local government expenditure and regional economic growth by using the 16 local government panel data from the period 2002-2013. We try to focus on the economic developmental expenditure and the regional economic expenditures, As results, the economic developmental expenditure has positive effect on the regional economic development and the regional developmental expenditure also has positive effect on the regional economic development, too.

연구개발투자와 지역 경제성장 간의 관계 분석

본 연구는 1996년~2014년 기간 우리나라 15개 지방정부의 패널자료를 이용해 R&D투자가 지역경제성장에 미치는 영향을 실증적으로 분석했다. 기존의 선행연구와 차별성을 위하여, R&D투자를 공공과 민간부문으로 구분하여 분석했다. 또한 지역 간 동질성 검정을 실시하였으며, 지역별효과에 대한 비교를 실시하였다. 분석 결과, 첫째, R&D투자가 지역경제성장에 미치는 영향을 지역별, 재원별로 구분한 경우에는 전체 및 공공부문 R&D투자는 대부분 지역에서 양(+)의 영향을 보인 반면, 민간부문의 경우에는 대부분의 지역에서 음(-)의 영향을 미치는 것으로 나타났다. 둘째, 동일성 검정에서도 이와같은 결론을 지지하는 결과가 도출되었다. 이상의 결과는 공공과 민간부분의 R&D투자에 대한 지역별 특징을 반영한 정책을 실시하여야 한다는 것을 시사한다. This study empirically analysed the effect of the relationship between R&D investment and the regional economic growth using the time panel data of 15 regions of 1996 to 2014. To have discrimination with existing preceding research, we devide the R&D investment into the public sector and the private sector. Also, we accomplish F-Test and compare the regional effects. The results shows two things. First, total and the public sector has a positive effect but the private sector has a negative effect in almost of the regions. Second, the supporting result of above also comes out from the F-test. These results means that the R&D investment policy of the public and the private sector should reflect regional features.

R&D투자의 연구수행주체별 경제적 파급효과 분석

많은 국가에서는 경제성장의 한 요인인 R&D 투자를 증가하고 있다. 이에 본 연구에서는 각 연구수행주체가 경제 내에서 미치는 경제적 파급효과를 비교분석을 실시하고자 한다. 수요유도형 모형을 이용하여 생산유발효과와 부가가치유발효과를 분석한다. 이러한 분석은 외생화 기법을 사용하여 분석을 실시하였다. 분석결과, 각 주체별 중에 국공립이 타 주체에 비해 높은 생산유발효과와 부가가치유발효과를 나타내는 것으로 나타났다. Many countries define R&D as one factor of economic growth and they are increasing the investment on it. Therefore this study attempts to analyse economic effect of each research agents. This study investigates production-inducing effect adn value added inducing effect based on the demand-driven model. This paper used exogenous specification to analyse. As a result, national agent has highest result on production-inducing effect and value added inducing effect.

충남 연구개발사업이 지역경제에 미친 효과 분석 -FCEV 사업을 중심으로-

This paper is trying to analyze the economic effect of FCEV(Fuel Cell Electric Vehicle) development in Chungnam. We analyze the local economic effect of the invest in research and development cost quantitatively. To do this, we made R&D SAM. The results show that since the local R&D value-added creation in Chungnam is quite low and transfers frequently, the general economic effect of R&D investment in Chungnam is not high

지역별 R&D 투자효과 비교 분석

Many countries define R&D as one factor of economic growth and they are increasing the investment on it. However the researches on quantitative outcome on R&D investment are hard to find. Therefore this study analyses the production-inducing effect, the valueadded-inducing effect and the employ-inducing effect to figure out the quantitative outcome of R&D investment using the region input-output table of 2013. We also analyses 16 regions to compare the amount and the efficiency. As the results, Jeju has the highest effects in every section and Dejeon relatively has the lowest.

1차산업 지방소득세 과세 효과 분석

본 연구에서는 1차 산업에 대한 조세부과에 대한 당위성을 제시하고, 이를 바탕으로 과세효과를 분석하고자 한다. 지방소득세의 부과는 많은 비수도권 지방자치단체의 재정자립도를 강화시켜 지방자치의 실질적인 효과를 강화시킬 수 있을 것이다. 이를 정량적으로 제시하기 위하여 여러 가지 방법을 사용하여 과세 효과를 분석하였다. 과세 효과 분석을 위한 방법으로, 첫째, 농업소득세를 지방소득세로 적용하여 농업소득세 과세표준 및 세율을 적용하여 실시하는 방안, 둘째, 농업소득세를 지방소득세로 적용하여 소득세 과세표준 및 세율을 적용하여 실시하는 방안, 셋째, 현행 과세되고 있는 농가부업소득을 지방세로 전환한 후 지방소득세를 농업소득세 과세표준 및 세율을 적용하여 실시하는 방안이다. 농업소득세 세율에 의한 추계액은 396,318백만원으로 나타났으며, 소득세 세율에 의한 추계액은 326,891백만원으로 계산되었다. 농가부업소득에 대한 추계액은 65,378백만원으로 나타났다. This paper suggest the justifiability of the tax imposition on the primary industries and analyzes the taxation effect. The tax imposition of local income tax would strengthen the practical effects of local governments by raising the level of financial selfsufficiency of non-capital regions. To show this quantitatively, this paper uses various methods. There are three methods for analyzing the taxation effect. First, apply the agricultural income tax as the local income tax, then implement for agricultural income tax standard of assessment and tax rate. Second, apply the agricultural income tax as the local income tax, then implement income tax standard of assessment and tax rate. Third, switch the current by-job income of farmhouse to local tax, then use agricultural income tax standard of assessment and tax rate for local income taxation. As a result, we have the estimated sum of 396.318 million won by the agricultural income tax rate, the estimated sum of 326.891 million won by the income tax rate, and the estimated sum of 65.378 million won by the by-job income of farmhouse.

충남의 미래 유망산업 도출

1991년 지방의회가 복원되고, 1995년부터 지방자치단체장이 지역주민에 의해 선거로 선출되면서 지방차지가 본격화 되었다고 할 수 있다. 이에 따라 각 지방정부에서는 재정자립도를 강화하고 지역경제를 부흥시키기 위하여 여러 가지로 노력을 기울이고 있다. 1990년 이후에 중앙집권적 불균형 발전전략에서 벗어나 분권적·상향적 지역산업정책을 다양한 형태로 추진하였다. 또한 각 시도에서는 지역전략산업을 육성하고, 이를 통하여 지역경제활성화에 기여하고자 노력하였다. 이에 본 연구에서는 충남의 지역전략산업을 바탕으로 충남의 미래 유망산업을 도출하고자 하였다. 분석결과, 충남의 미래 유망산업으로는 1. 스마트자동차, 3. 융복합소재, 3. 착용형 스마트기기, 4. 지능형 사물인터넷으로 나타났다. After the Local Council restored in 1991, Local autonomy has been started in 1995 when the residents elected the heads of their local government. Therefore each local governments put efforts into the local economic revival. Local governments worked on various decentralized and upward local industry policies breaking the centralized imbalanced development strategy. Each local governments tried to grow the local economy by promoting Regional Strategic Industry. This paper tries to deduce the promising industries based on the regional strategic industry in Chungnam. As the results, the future promising industries are Smart Vehicle, Convergence Material, Wearable Smart Device and Intelligent Internet of Things.

충남 주력산업의 일자리 창출효과 비교 분석

전국의 지방자치단체에서는 각 지역의 산업여건 및 지역경제상황에 적합한 산업을 선정하여 지원하고 있다. 충남에서는 바이오산업, 디스플레이산업, 자동차부품산업을 주력산업으로 선정하여 지원하고 있다. 이에 본 연구에서는 충남의 주력산업별 일자리창출효과의 크기를 비교해 보고자 한다. 분석결과 바이오산업분야가 가장 큰 효과를 창출하는 것으로 나타났다. 구체적으로 10억원의 투입이 발생한다면, 바이오산업분야에는 5.2411명, 디스플레이 산업분야 2.7275명, 자동차부품산업 2.1329명으로 나타났다. Local governments across the country select and support industries appropriate to the industrial conditions and regional economic conditions of each region. In Chungnam, the bio industry, display industry, and automobile parts industry are selected and supported as major industries. In this study, the magnitude of the job creation effect of these major industries in Chungnam is compared. As a result of the conducted analysis, it was found that the bio industry has the greatest effect. Specifically, an investment of 1 billion Korean Won corresponded to the creation of jobs for 5.2411 people in the bio industry, 2.7275 people in the display industry, and 2.1329 people in the automobile parts industry.
