The purpose of this study is to analyze status and to find improvement for theme parks of public institutions. For the purpose, the study employed a qualitative research method based on Gaya theme park operated by Gimhae city by collecting and reviewing precedent studies, related documentations and the opinions of the onsite experts. Accordingly, the following conclusion was drawn. First, theme parks should build the differentiated theme based on regional and cultural characteristics and develop physical interactive storytelling program. Second, in management, parks should form an independent operation entity and accord authority and responsibility to the entity. Third, the proportion of direct management and contracted company should be made up of 3:7. Parks should set up a cooperation system and have business negotiation at least once a month for sufficient communication. Fourth, parks should maximize marketing effect through PR and sales promotion. Lastly, parks should focus on systematic maintenance of facilities. 이 연구는 공공기관이 운영하는 테마파크의 현황을 분석하여 그에 따른 개선책을 모색하기 위해 수행되었다. 이러한 연구의 목적을 달성하기 위해 김해시가 운영하는 가야테마파크를 중심으로 문헌 고찰 및 관련 자료 탐색 그리고 테마파크 현장 전문가들의 의견을 통해 질적 연구의 방법으로 수행하였다. 이 연구의 결과로 공공기관이 운영하는 테마파크의 개선과제는 다음과 같다. 첫째, 지역성과 문화성에 기반을 둔 테마의 차별화를 구축하여 체감형 스토리텔링 프로그램 개발이 이루어져야 한다. 둘째, 테마파크 관리에 있어서 독립적인 운영주체를 두어 권한과 책임을 동시에 주어야 한다. 셋째, 직영과 위탁업체 유치를 3:7의 비율로 적절히 구성해야 한다. 공공 테마파크는 위탁업체들과의 정보전달이 충분히 될 수 있도록 월 1회 이상 테마파크 주도하에 긴밀한 업무협의를 이끌어 나가는 등 상호협조 시스템을 구축해야 한다. 넷째, 홍보 및 판촉을 통해 마케팅 효과를 극대화시켜야 한다. 마지막으로, 체계적인 시설유지관리가 이루어져야 한다.
