宇宙通信用 周波數帶分配에 關한 ITU의 1959年無線主管廳會議 및 1963年 臨時無線主管廳會議의 內容과 現行 ITU의 周波數制度에 關하여 硏究分析 하였고 이에 對한 技術的, 政策的, 法律的인 精密한 理論構成을 갖추어 將來 解決할 諸問題點에 對하여 考察 하였다. This is to study on the contents of the 1959 Administrative Radio Conference, the 1963 Extraordinary Administrative Radio Conference and the present frequency system of the International Telecommunication Union about the frequency bands allocation for space communications. Technically, politically and legally that is considered to be endowed with construction of a exact theory on the subjects to be solved hereafter.

현재 개성공단은 가동이 중지된 상태이나 급변하는 남북관계의 특성상 언제든지 그 가동의 재개가 이루어질 수 있으며, 훗날 통일을 대비해서라도 개성공단에 대한 법제도를 미리 정비해둘 필요성이 존재한다. 인력집약적인 기업들이 다수 입주해있고 인적구성원들이 적용 받는 법의 체계가 상이한 개성공단의 특성상, 여타의 다른 산업 현장보다 개성공단 내에서 발생하는 근로관계 상의 문제는 그 의미가 크다고 할 수 있다. 개성공단의 근로관계에는 북한의 ‘외국인투자규정로동규정’,‘개성공업지구로동규정’과, 대한민국의 ‘개성공업지구지원에관한법률’등이 우선적으로 적용되고 있지만, 적용 법률에서 규정하는 근로조건은 대한민국의 노동관계 법률과 상이하다고 할 것이다. 헌법 제3조의 영토조항과 헌법 제4조의 평화통일조항을 헌법의 해석원리중 하나인 규범조화적해석으로 도출되는 남북한특수관계론에 비추어 보더라도, 대법원과 헌법재판소에서 판시하는바와 같이 개성공단의 근로자들 역시 헌법에서 보호하고 있는 기본권 향유의 주체가 된다고 할 것이므로, 헌법 제 32조와 제33조에서 규정하고 있는 근로에 관한 기본권의 향유주체가 되며, 위의 내용을 구체화 하고 있는 각 종 노동관계법률의 적용대상이 된다. 대한민국의 노동관계 법률이 적용된다고 하였을 때 개성공단의 근로자들에게 최저임금제한, 최장근로시간한도 및 연장근로수당, 임금직접지급원칙 등을 적용할 수 있을 것이며, 개성공단 근로자들의 파견근로형태로 인하여 남측 기업의 파견법 적용으로 인한 직접고용의무, 보호의무와 안전배려의무등이 발생할 수 있을 것이다.

Dried red peppers are a staple agricultural product used in Korean cuisine and as such, are an important aspect of agricultural producers’ income. Correctly forecasting both their supply and demand situations and price is very important in terms of the producers’ income and consumer price stability. The primary objective of this study was to compare the performance of time series forecasting models for dried red peppers in Korea. In this study, three models (an autoregressive model with exogenous variables [ARX], AR-exponential generalized autoregressive conditional heteroscedasticity [EGARCH], and ARX-EGARCH) are presented for forecasting the wholesale price of dried red peppers. As a result of the analysis, it was shown that the ARX model and ARX-EGARCH model, each of which adopt both the rolling window and the adding approach and use the agricultural cooperatives price as the exogenous variable, showed a better forecasting performance compared to the autoregressive model (AR)-EGARCH model. Based on the estimation methods and results, there was no significant difference in the accuracy of the estimation between the rolling window and adding approach. In the case of dried red peppers, there is limitation in building the price forecasting models with a market-structured approach. In this regard, estimating a forecasting model using only price data and identifying the forecast performance can be expected to complement the current pricing forecast model which relies on market shipments.

우리 나라 放送 分野의 運用 現況과 앞으로의 展望을 硏究 分析하고자 國際關係機構와 歐美諸國의 放送運用 및 規則 實態를 비롯한 混信으로부터의 合理的인 保護策 및 電子産業振興을 爲한 새로운 放送方式의 奇與度 等을 主眼點으로 하여 高度로 發展되어가는 電子工學의 基盤으로 因해서 國際放送系의 進取的인 潮流의 形態, 放送管理를 爲한 各國 電波關係法令의 規則, 混信없는 忠實한 放送運用을 確保하고자 周波數 利用을 合理化한 各國의 電波行政實態 및 電子産業振興을 基本 目標로 하는 關係技術에 對한 國際機構의 硏究事項을 比較 檢討하고 우리 放送系가 國家 文化發展과 國民 福祉向上을 위해서 現在보다 더 빠른 速度로 奇與할 수 있는 方案을 硏究 分析하였다. This is to study on the faster method of broadcast for the promotion of the national and cultural development and improvement of the welfare of a nation with a veiw to, the current situation and prospect of the broadcasting field, broadcasting situation of operation and regulation in European countries, reasonable protection from interference, new improved broadcasting method for the furtherance of the electronic industry. To secure faithful operation of broadcast from interference because of the highly developped electronics, present shape of advanced trends in the international system of broadcast and the radio regulations in each nation are covered in the study. Finally, comperative study is made on the radio administration for the reasonable freuqency utilizatio and made studies by the international roganization on the technology aimed at the promotion of electronics industry.

現在 國際間의 通信은 靜止衛星通信이 그 大宗을 이루고 있으며 그 趨勢는 앞으로도 더욱 伸張될 것이다. 이에 따라 自然히 國際間에 有利한 靜止軌道 周波數의 占有問題가 分爭의 한園因이 되고 있다. 그러나 有限한 天然資源인 靜止軌道와 周波數는 公平의 原則下에 分配되고 使用되어야 한다. 이에 한 方法으로서 世界名國은 個別의 靜止衛星 發射대신에 大形衛星 共用方式의 採用에 의해 靜止軌道와 周波數의 有校 利用率을 높여야 하며 이를 積極 뒷받침하기 위해서 宇宙通信法의 補完과 改正등 制度的 保障이 마련 되어야만 할 것이다. Now, geostationary satellite communications between nations are largely used as international radiotelecommunicatioins and its tendency will be extended more and more in future. Therefore, profitable orbits and frequencies of a geostationary satellite naturally cause one of the troubles between nations. But they, which are the limited natural reaources in this space, should be allocated and used by the impartial principle. To do so, the nations all over the world should not launch their own geostationary satellite to make the most of a orbit of a geostationary satellite and its allocated frequency, but do a large geostationary satellite which can commonly be available to them. For supporting it positively, the institutional guarantee including supplement and revition of the space radiocommunication's law should be arranged.
