본 연구는 해양레저스포츠 활성화를 위하여 여가활동으로서의 해양레저스포츠에 대한 인식과 해양레저스포츠 참여제약, 그리고 관련 정책의 문제점과 개선방안을 관련 전문가들을 대상으로 심층면담을 통해서 구명하고자 하였으며, 분석된 연구결과는 다음과 같다. 첫째, 여가활동으로서의 해양레저스포츠에 관한 인식은 미래지향적이고 국내 환경에 적합한 여가활동으로 인식하고 있는 반면에 비용, 장비, 시설 및 접근성 등의 제약이 따르는 여가활동으로 인식하고 있었다. 둘째, 참여제약에 있어서 특정 계층만이 행할 수 있는 부정적인 선입견에 의한 내재적 제약과 그리고 기후적 제약, 장비의 비국산화, 인프라 구축이 미흡하다는 등의 사회구조적 제약이 큰 것으로 나타났다. 셋째, 공유수면관리법, 레저구역, 체육시설설치법령기준, 수상레저안전법 등의 관련 법률이 해양레저스포츠 활동을 제재하는 현상으로 나타나고 있었다. 학교교육적 차원에서 해양레저스포츠에 대한 정책이 부족하며, 관련 협회들의 체계적인 구축이 되어 있지 않은 것으로 나타났다. 그리고 적극적인 홍보 부족이 해양레저스포츠 활성화에 걸림돌이 되는 것으로 나타났다. 이를 위한 개선방안으로 전문집단의 의견을 수렴한 종합적인 법률의 제정, 체계적인 교육, 그리고 협회간의 유기적인 상호체계가 필요할 것이다. 또한 다양한 컨텐츠 개발을 통한 통합 정보시스템의 구축은 해양레저스포츠를 이용에 필요한 다양한 정보 및 프로그램을 제공하여 해양레저스포츠 저변확대에 도움을 줄 것으로 나타났다. The purpose of this study was to provide the current considerations of recognition of marine-leisure sports, perceived participant constraints of marine-leisure sports, and governmental policy related to marine-leisure sports as well as the methods of their improvement through in-depth interview with experts. The results of the study were as following: First, while it was found that an individual's beliefs of marine-leisure sports represent future-oriented and appropriate leisure activity for our environment, it was expected that marine-leisure sports may be a leisure activity with various cost, equipment, and facility constraints. Second, there were three participatory constraints of activating marine-leisure sports, which were intrapersonal constraints by negative preconception of overall environment of marine-leisure sports, segmentation of four seasons, few or no domestic equipments for marine-leisure sports. Third, there was a matter of both governmental policy and legal basis related to marine-leisure sports policies. And there was a lack of governmental policies of marine-leisure sports regarding its instructions. And the structure of various associations related to marine-leisure sports was not well organized, owing to procedure of top-down of policy decision. Finally, lack of the promotions and public relations campaign would appear to be the obstacle and limitation of activating marine-leisure sports. In order to reform those constraints, it was necessary that it make up the lack of public relations campaign by building an intergrated information system for marine-leisure sports, it might be very helpful to activate marine-leisure sports.
