정부의제의 국민참여를 통한 정책화 추진 전략에 관한 연구

본 연구에서는 행정안전부에서 운영한 대표적인 국민참여 플랫폼인 '광화문 1번가'가 출범한 2018년부터 2021년까지 기간 동안의 다양한 국민참여 과정을 분석하여 국민참여 플랫폼의 실질적인 운영 및 성과들을 살펴보고자 한다. 이를 통해 국민참여를 통한 정책화 과정을 성공적으로 유도할 수 있었던 영향요인은 다음과 같이 도출하였다. 첫째, 국민참여를 독려하기 위한 온라인 참여 채널을 다양화 하였다. 둘째, 국민참여를 독려하고 확대를 위해 대국민 아디이어 공모 및 국민심사에 대한 보상을 시행하였다는 점 역시 중요하다. 셋째, 국민들의 아이디어를 세련화하고 정제하기 위하여 전문가 등의 참여를 독려하였다. 이러한 연구결과를 통해 우리정부가 지속적으로 국민참여를 통한 정책화 과정을 유도하는데 일조할 수 있으리라 판단된다. 향후 국민참여를 통한 정책화를 위한 성공요인을 도출함에 있어서 계량적인 분석기법을 활용하여 국민참여과정, 온라인채널을 통한 의사소통, 전문가와의 협업 등의 영향요인들이 국민참여 과정에 어떻게 영향을 주는지를 증명하는 연구를 후속적으로 수행해야 할 것이다. This study examines the actual operation and performance of the public participation platform by analyzing various public participation processes from 2018 to 2021, when 'Gwanghwamun 1st Street', a representative public participation platform operated by the Ministry of Public Administration and Security, was launched. Through this, the influencing factors that were able to successfully induce the process of policyization through public participation were derived as follows. First, online participation channels were diversified to encourage public participation. Second, it is also important that the public opinion contest and compensation for public review were implemented to encourage and expand public participation. Third, the participation of experts was encouraged to refine and refine the people's ideas. Through these research results, it is judged that the Korean government will be able to contribute to inducing the policyization process through continuous public participation. In deriving success factors for policyization through public participation in the future, how influencing factors such as the public participation process, communication through online channels, and collaboration with experts affect the public participation process using quantitative analysis techniques A study to prove it will have to be conducted subsequently.

지방자치제도가 활성화되고 있는 시점에서 지역주민은 지방자치단체 행정의 집행에 있어서 수동적인 객체가 아니라 행정서비스를 평가하고 능동적으로 구매하는 고객으로 인식되고 있다. 본 연구에서는 지역주민을 대상으로 하여 복지정책, 산업정책, 교육문화정책, 생활환경정책 등 다양한 분야별 정책콘텐츠에 대한 만족도를 측정하여 분석하고자 한다. 분석결과 보건복지정책, 교육문화정책콘텐츠를 제외한 나머지 분야에 대해서는 만족도가 낮은 것으로 나타났다. 이러한 결과를 바탕으로 정책적 제언을 제시하고 있다. Residents of the municipalities in administrative services are recognized as active objects and active customers who purchase the public services. This study analyzes, by quantitative approach of surveys, the residents awareness of the quality of five policy content areas. The results show that awareness of the quality of the five contents areas is substantially below average. Lessons and implications of this study for management leadership are presented.

정책과정에의 참여자로서 주민들의 역할은 매우 크며, 특히 민주주의의 구현을 위한 중요한 장치의 하나로써 인식되고 있다. 우리나라에서도 지방자치제도가 안정화 단계에 들어서면서 예전에 비해 여러 가지 지자체의 시책이나 중앙정부의 정책결정과정에 관심이 매우 높아졌다. 그렇다면 실제 정책결정과정에서 지역주민들의 참여가 활발할까? 하는 질문으로 본 연구는 출발하였다. 특히 본 연구에서는 지역불균형 문제와 관련하여 해소 방법의 하나로 인식되고 있는 공공기관 이전결정과 관련하여 해당지역주민들의 참여의사를 측정하고 의미 있는 결과를 도출하였으며, 이러한 연구결과를 바탕으로 지역주민의 정책결정에의 참여에 있어서의 시사점을 논의하였다. As a participant in the policy process, the role of the people is very large. Especially for the implementation of democracy, citizen participation has been recognized as one of the most important device. As local government institutions have lifted in the stabilization phase as compared to the past, several municipalities and the central governments initiatives very interested in the policy-making process has increased. So in actual real policy decisions and the active participation of local people do? In this study, regional imbalances, particularly with regard to how to relieve the public agency that is recognized as one of the previous decision with regard to the involvement of local residents and physicians meaningful results were measured. Lessons and implications of this study for management leadership are presented.
