According to the advanced localization era followed by the settlement of the local autonomous system, every local government has encountered many critical tasks for its local development. It has faced the realities that it should draw the blueprint and achieve its plans for its local development, for itself without the aids from the central government. Although local governments in Korea have a lot of limits, such as the shortage of local taxes and the other financial problems, especially in lower local entities, they propels the development plans for sightseeing and local culture toward the local development. This study analyses the situations of the local culture development as a means of local developments in KyunggiDo, and assesses the realities and problems in current proceeding administration for the local culture, through the subjects of civil servants from Osan. The results is following : 1. Positive evaluation about the impacts of the local culture for the local development. The local officials perceived the importance of developing their local cultures. 2. Negative evaluation about the real culture administration. The local officials responded negatively on the only actions in management and PR of the local traditional cultures and very negatively on the seeking and spreading of citizen's living culture. 3. Strong need for the efforts for local culture development. Local officials should give the more efforts for the local culture development to be applied for real lives rather than culture administration for show. First of all, the chief executives and councilmen should refresh the mind for local culture business and the local governments should train out the professional officials for local culture development.

This study was an empirical analysis of local councilmen`s conflictive factors with their work. The research problem to be investigated in this study was What were the major determining factors which affected on conflict with their activities as councilmen and what were the most important factors that influenced the attitudes of councilmen in their activities? In order to analyze the degree of councilmen`s conflict with their works, several hypothesis were developed by a factor analysis and conflict model. Results of this analysis were accepted in hypothesis I by ANOVA and 2, 4 and 6 by multiple regression and path analysis. But hypothesis 3 and 5 were rejected.(p<0.05)
