iTrace 메시지를 이용한 침입자 역추적 시스템 설계 및 구현

컴퓨터와 네트워크의 보급이 일반화되면서 인터넷을 통한 정보 전달이 일상생활처럼 되고 있다. 또한 인터넷, 무선통신, 그리고 자료 교환에 대한 증가로 인해 다른 사용자와 접속하기 위한 방식은 빠르게 변화하고 있다. 그러나 기존의 침입 차단 시스템과 침입 탐지 시스템과 같은 시스템 외부방어 개념의 보안대책은 전산망 내의 중요한 정보 및 자원을 보호함에 있어서 그 한계를 갖는다. 이러한 문제점을 보완하기 위해 본 논문에서는 해킹으로 판단되는 침입에 대하여 라우터의 구조적 변경 없이 효율적으로 역추적하여 공격자로부터 능동적으로 정보 및 자원을 보호할 수 있는 iTrace 메시지를 이용한 역추적 시스템을 설계 및 구현 하였다.

항공용 고강도 2xxx계 알루미늄 합금의 3.5 % 염수 환경에서의 응력부식균열 민감도

For the aerospace structural application of high-strength 2xxx series aluminum alloys, stress corrosion cracking(SCC) behavior in aggressive environments needs to be well understood. In this study, the SCC sensitivities of 2024-T62, 2124-T851 and 2050-T84 alloys in a 3.5 % NaCl solution are measured using a constant load testing method without polarization and a slow strain rate test(SSRT) method at a strain rate of 10-6 /sec under a cathodic applied potential. When the specimens are exposed to a 3.5 % NaCl solution under a constant load for 10 days, the decrease in tensile ductility is negligible for 2124-T851 and 2050-T84 specimens, proving that T8 heat treatment is beneficial in improving the SCC resistance of 2xxx series aluminum alloys. The specimens are also susceptible to SCC in a hydrogen-generating environment at a slow strain rate of $10^{-6}/sec$ in a 3.5 % NaCl solution under a cathodic applied potential. Regardless of the test method, low impurity 2124-T851 and high Cu/Mg ratio 2050-T84 alloys are found to have relatively lower SCC sensitivity than 2024-T62. The SCC behavior of 2xxx series aluminum alloys in the 3.5 % NaCl solution is discussed based on fractographic and micrographic observations.

행정수반의 관료제 활용과 통제 전략 - 2001년 이후 일본의 총리 지도체제 분석 -

본 논문은 행정수반의 통치 수단으로서 관료제가 효과적으로 활용될 수 있는 방식이 무엇인가를 탐색하기 위해, 지난 20여 년간 개혁을 통해서 비교적 성공적으로 행정수반의 통치력 강화를 이룬 것으로 평가되는 일본의 사례를 분석해보았다. 분석 결과, 다음과 같은 제도적 전략을 활용하여 행정수반이 관료제에 대한 통치력을 강화해온 것을 발견할 수 있었다. 첫째, 정책의제를 행정수반이 주도적으로 생산하기 위하여 참모조직인 내각관방을 강화하고 내각관방을 통해 기획된 국정의 기본방침 및 종합전략을 각 부처에 하달하는 체계를 구축하였다. 둘째, 행정수반의 핵심 사업을 추진하며 부처 간의 조정을 전담하는 컨트롤 타워로 직할 조직인 내각부가 활용되었다. 셋째, 고위직관료의 임명 시 정권의 정책지향이 반영될 수 있는 제도를 공식화 하였다. 한국과 비교한다면, 행정수반의 조직 활용이라는 측면에서 일본의 내각부는 총리의 핵심 사업을 추진하는 직할조직의 성격이 강한 반면, 청와대는 행정부처를 통할하는 조직으로서의 특성이 강하였다. 또한 일본의 내각부는 다수 부처가 관련된 사업의 조정을 담당하는 컨트롤 타워로서 역할을 수행하지만 한국은 이러한 기능이 청와대, 국무총리실 등으로 분산·중첩되어 있다는 점에서 구별된다. 본 연구는 정책결정의 지연, 갈등 조정의 실패라는 심각한 문제를 겪고 있는 한국 상황에서 신속한 정책 추진과 실질적인 성과의 도출을 위해서 일본의 사례를 숙고해볼 필요가 있다고 제안한다. This paper analyzes the case of Japan, which has been evaluated as being relatively successful in strengthening the administrative power of the Prime Minister over the past two decades, in order to explore the means and methods for effectively utilizing the bureaucracy as a governing tool of the Chief Executive. As a result of the analysis, it was identified that the Prime Minister has strengthened the control power over bureaucracy by using the institutional strategies as shown below. First, in order to take the lead in preparing the policy agenda, the Cabinet Secretariat, which is the staff organization, was strengthened, and a system was established to deliver the fundamental policies and comprehensive strategies planned by the Cabinet Secretariat to each ministry. Second, the Cabinet Office, which is a line organization, is utilized as the command center that promotes key projects of the Prime Minister and is in charge of coordination among ministries. Third, a system that can reflect the policy direction of the administration was formulated in the appointment of high-ranking officials. In comparison with Korea, the Cabinet Office of Japan has a strong nature as the line organization for promoting the core projects of the Prime Minister, whereas, the Cheongwadae (the Blue House) has a strong nature as an organization that supervises over the government departments. In addition, the Cabinet Office of Japan serves as the command center for coordinating projects involving multiple ministries, but Korea is distinguished from Japan in that these functions are distributed and superimposed among the Blue House, the Prime Minister's Office, or the like. This study suggests that Japan's case needs to be considered in order to expedite its policy drive and produce practical results, in the situation of Korea which has faced serious problems of delayed policy decisions and failure to reconcile conflicts.
