Kim Jong-un was appointed as vice-chairman of the Central Military Commission of North Korea’s Workers’ Party in Sep. 2010, and assumed the leadership when Kim Jong-il died of sudden death in Dec. 2011. This article intends to forecast the Kim Jong-un regime in comparison to the historical experiences of Joseon Kingdom. There is a difference between Joseon Kingdom and modern society, but it is important to compare the two. These share not only regional and foreign relations characteristics of the Korean peninsula, but also ethnic, cultural, historical and ideological ones of Korean communities. Joseon Kingdom experienced historical lessons while changing 27 kings during more than 500 years, and which is the meaningful references in the succession of the successor issue of Kim Jong-un. Sovereign powers in the Joseon Kingdom history were lost in these cases : King did not have self-defense power, lost upper-class ruling power support because of the tyranny, was challenged by opposition forces due to policy conflicts, and when the strong outside national power attempted unification, the case happened. In current North Korean regime, the possibility is in the case of attempt of strong outside national power’s unification and opposition force growth due to policy conflicts. Judging by the historical experiences of succession to the throne of Joseon Kingdom, it is a formidable task that Kim Jong-un takes the throne and maintains it.

This paper, although the 22.9 kV neutral multi-grounding distribution line has a large ground fault current, only a part of the fault current caused by a single line-to-ground fault current into the earth through the earth electrode close to the fault point, and the rest is return to the neural point of the power source through the multi-grounded neutral and earth. As a result of comparative analysis of document and actual measurement cases for the current split rate of the 22.9 kV multi-grounding distribution line, it was confirmed that there are many differences from the split rate generally applied in the substation grounding design.

In this paper, designing of an earthing system in accordance with international standards with regard to 22.9kV-y multi-grounded neutral system is discussed and confirmed that the consumer’s earthing system can be a part of a global earthing system by interconnecting its earthing system with the neutral conductor of 22.9kV-y multi-grounded system. Further, it is proposed that some modification of the earthing system design flowchart given in the international standards are necessary when considering the equipotential bonding, lightning protection, and telecommunications facilities as well as the basic safety requirements.

IEC standards do not require to limit the earthing resistance of the concrete-embedded foundation earthing electrode which is installed to a specific value. However, in Korea the value of 5Ω and below applies to the earthing resistance for a domestic customer whose receiving voltage is 22.9㎸. This paper calculates the minimum area and volume of the concrete-embedded foundation earthing electrode in order to obtain a specific value of the earthing resistance when the electrode of the building’s lightning protection system and that of its power system are interconnected. It also suggested the most appropriate method of installing the foundation earthing electrode, taking the electric characteristics of concrete into account.

There are provision for risk analysis in IEC standards. It is to determine the need for installation of a surge protection device (SPD) in order to protect the low-voltage electrical installations from overvoltages caused by atmospheric phenomena and the like. However, scattered many related standards, the lack of details are not easy to apply it in the field. We investigated the relevant domestic and international standards for applies to the international standards in domestic. And we proposed the flow chart for determining the need for protection of the low-voltage electrical installations from overvoltage due to atmospheric phenomena and it set the appling target facility.

Recently, IEC published new standards about the requirements and tests for lightning protection system(LPS) components. If components are used for LPS, they should comply with the IEC standards. This paper, we collected six specimens for the metallic connection components using in domestic, and it tested for withstand lightning current which according to the IEC 62561-1. As a result, only one specimen meet this performance requirement. The specimen is the metallic connection component with four bolts fixed. Therefor, when designing of LPS in domestic, the metallic connection components shall be taken into account for the selection of the withstand lightning current. In addition, we need to develop for LPS components product and the national standards.
