정보의 자유로운 유통을 저해하는 현행 법규에 관한 연구

This article deals with a sensitive issue on intella-tual freedom in Korean society. In details, the authors introduce the current laws Inhibiting Sree flows of information in korean society, and analyze the fundamental problems including in such laws or sections of tllc laws with various examples. Nso introduced are various efforts by the legal circle and NGOs for the improvement of the current situation, with an analysis of the limitatio and problems in such efforts. Finally, the authors suggest the 'desirable' strategies and methods for correcting or abolishmg the current 'controversial' laws which are serious barriers against free information flows, particularly emphasizing the responsibility of librarians who have to be gatekeepers of knowledge and infonnation in a svcalled information society. 이 연구는 우리 사회에서 지적 자유(intellectual freedom)의 이념을 부정하고 정치·사상적 측면에서 '정보의 자유로운 유통'을 저해하는 근거가 되고있는 법규들이 무엇인지 살펴보고, 이 법규들 혹은 법규의 조항들이 그 내용과 적용과정에 있어 어떠한 문제점을 가지고 있는지 구체적인 사례를 통해 분석하고 있다. 나아가, 정보의 자유로운 유통이 저해당하는 사례가 빈번한 우리의 상황에서, 이 문제에 대해 그 동안 각계가 어떻게 대응해 왔는지 소개하고, 그 대응전략과 방법이 갖는 한게와 문제점에 대해 논으하고 있다. 마지막으로 정보유통의 정치·사상적 규제의 근원이 되고 있는 현행 법규의 개정을 위해 우리가 취해야 할 전략과 방법을 제시하면서, 특히, 지식과 정보의 중개자요 관리자임을 자처해 온 도서관인들이 이러한 사회적 이슈에 대해 적극적인 관심을 갖고 능동적으로 참여할 것을 제안하고 있다.

한국 공공도서관정책의 추이와 과제

이 글의 목적은 공공도서관계가 당면해 있는 문제의 본질과 원인을 도서관 기본법과 도서관 발전계획의 특징과 한계를 통해 밝혀내고, 문제의 해결을 위한 공공도서관정책의 개선 방향과 전략 그리고 방안을 제시하는데 있다. 이를 위해 이 연구에서는 첫째, 공공도서관정책의 핵심 도구이자 결과인 도서관 기본법의 변화 추이를 분석하면서 그 특징과 한계를 밝혀내었으며, 둘째, 정책의 로드맵인 도서관 발전계획을 추적하면서 그 내용적 특징과 구조적 한계를 밝혀내었다. 마지막으로, 공공도서관정책의 추진체계에 있어 핵심 요소인 정책기구, 행정조직, 전문직 단체의 현황을 조사하고 문제점을 분석하였으며, 이때 정책추진체계의 혁신을 위한 공공도서관사람들의 책무에 대해 제언하였다. The purpose of this article is to discuss about the progress and problems in Korean public library policies. The emphasis is on identifying both distinctive features and indigenous limitations in Korean Library Act and National Plans for Library Development. This article also investigates the current status and weakness of major policy driving forces such as national library policy committee(President's Committee on Library and Information Policy), administrative support organization, and professional associations. Finally suggested are both strategies and methods for promoting the quality of Korean public library policies, with focusing on enhancing public librarians' capacity of policy participation.

소수자의 정보빈곤과 도서관의 책무

The purpose of this article is to find out both strategies and methods that Korean libraries could be reborn and recognized as an essential public good for the information poor. To the end, the first discussion is about the Korean society’s intrinsic standpoints on social minorities and information poverty. And the second discussion is on how the Korean library community has approached and met with the information poverty issues of social minorities. Special concerns are on analysing the achievements and limitations of Korean library policies for social minorities. Also investigated are the indigenous factors that have impeded the further development of library services for the information poor. And finally this article requests for scholarly efforts to strengthen the theoretical basis of library policies for social minorities, together with strategic suggestions for Korean librarians who wish to renovate their specialized services for social minorities. 이 글의 목적은 한국사회에서 도서관이 정보와 교육 그리고 문화의 영역에서 사회적 소수자를 위한 필수적인 ‘공익 장치’로거듭나기 위한 전략과 방안을 모색하는데 있다. 이를 위해 이 글은 먼저 한국사회에서 소수자와 정보빈곤이 갖는 보편적 의미에주목하면서, 소수자의 정보빈곤에 관한 한국 학계의 문제인식과 대응방법 그리고 그 성과와 한계에 대해 논의한다. 이어서 논점을한국 도서관계로 좁혀서, 소수자의 정보빈곤에 대한 한국 도서관계의 문제인식과 대응실태를 추적한다. 이 과정에서 한국 도서관계가 주목해온 소수자의 정체와 정보빈곤의 실체를 밝혀내고, 관련 학술연구와 도서관서비스의 성과와 한계 그리고 문제점에 대해논의한다. 마지막 논의는 소수자 정책의 건강성을 회복하기 위한 한국 도서관계의 책무에 집중된다. 소수자 정책의 이론적 근거를강화하기 위해 도서관학자들이 담당하여야 하는 책무와 실효적인 소수자서비스의 개발을 위해 도서관 현장의 사람들이 준수하여야하는 원칙과 전략에 대한 제언이 포함된다.

대학도서관 전자자료 업무의 현안과 해법: 국립대학도서관을 사례로 하여

이 연구의 목적은 전자자료 구독 업무와 관련하여 한국의 대학도서관들이 당면하고 있는 문제의 실체와 원인을 밝혀내고, 개별 대학도서관들은 물론이고 대학도서관계 전체가 문제의 해결을 위해 참조할 수 있는 전략과 방안을 모색하는데 있다. 구체적으로, 10개의 거점국립대학도서관을 사례로 하여 전자자료 구독 현황과 실태에 대해 조사하였으며, 그들 도서관에서 전자자료를 구독하는 과정에서 드러내 보이는 업무행태적 특징과 한계에 대해 분석하였다. 더불어 기존의 전자자료 구독 행태가 향후 대학도서관과 사서집단에 미치게 될 부정적 영향에 대해 살펴보면서, 그러한 업무행태를 혁신하기 위한 거시적 전략과 미시적 방안을 제시하였다. 이 연구에서 설정한 연구문제를 논의하는데 필요한 데이터는 관련 문헌과 통계에 대한 분석 그리고 대학도서관에서 전자자료 업무를 담당하는 사서들과의 면담을 통해 확보하였다. The purpose of this research lies in exploring both problems in and solutions for developing digital information resource such as e-journal and Web databases, with the case of Korean national university libraries. In details, identified at the first hand is current situations and major changes of digital information resource that Korean university libraries have developed for the recent 10 years(2003~2012). Also investigated is the salient features in the process of selecting and acquiring digital information resource, with emphasis on the work behavioral aspects. In addition this study analyzes the negative impacts which the present digital-centered resource development policy might have on the image of university libraries and the status of academic librarianship in Korea. The final suggestions include both strategies at the national level and practical methods at the library level which might be helpful to escape from the dilemma related to developing digital information resource.

재일한인(在日韓人)의 정보빈곤에 관한 연구

이 논문에서는 재일한인을 사례로 하여 소수민족의 정보빈곤 문제를 집중적으로 조명하고 있다. 논의는 재일한인 밀집 지역에 대한 방문조사를 통해 수집한 데이터에 기초하는데, 논지의 근거로서 심층면담(24명)을 통해 수집한 질적 데이터와 설문조사(532명)를 통해 수집한 양적 데이터를 동시에 활용되고 있다. 이 논문의 주요 논의는 재일한인이 일본사회의 주변인으로서 일상에서 경험하는 정보빈곤의 실태에 대한 상세한 소개와 재일한인을 정보빈곤 상태에 처하게 만드는 내외적 요인에 대한분석으로 구성된다. 이 논문에서는 특히 논의의 초점을 재일한인 내부의 상대적 정보빈곤층 유형과 실태를 분석하는데 두면서, 그러한 상대적 정보빈곤에서 벗어나는 것을 돕기 위한 실질적 방안을 제시하고 있다. This article deals with the information poverty issue of Korean residents in Japan. In details, it introduces the substantial examples of information poverty which the Korean residents in Japan have experienced in their daily lives, and analyzes the factors causing such information poverty. The focus is on identifying the 'relative' information-poor groups in the Korean community. Finally suggested is a strategic method to improve both the poor information literacy of Korean residents and the poor information environment of Korean community in Japan. The data needed for discussion were collected by two methods a full-scale survey with 532 Korean residents and an in-depth interviews with 24 samples drawn from the survey participants.

在日韓人의 일상적 정보요구와 정보추구-關西지역 거주 한인을 중심으로 -

This study intends to shed light on the everyday lives of Korean-residents in Japan, especially in terms of their information behavior. Employing survey method and in-depth interviews interchangeably, it attempts to illustrate some features in their information need and seeking pattern, and to scrutinize major reasons of their passive behavior in information seeking. Specifically discussed are (1) their types of everyday concerns and ways to deal with such concerns; (2) types and characteristics of the problems-solving behavior; (1) types and characteristics of the preferred information sources; and, barriers to and limitation of their everyday information seeking and information use. 이 연구는 일본에 영주하는 한인(在日韓人)의 일상을‘정보적 관점’에서 접근하고 있다. 재일한인의 정보행태를 면밀히 조사하여 재일한인사회와 같은 소수민족사회의 정보환경을 개선하고 정보복지를 구현하는 방안을 모색해 보는데이 연구의 목적이 있다. 연구에 필요한 데이터는 일본 현지를 방문하여 관련 기관들과 다양한 계층의 한인들을 대상으로 한 한 고민의 유형과 대처 방식, (2)그러한 일상적 고민의 해결을 위해 도움을 청하는 정보소스의 유형과 특성, (3)일상의영위를 위해 필요로 하는 정보를 얻기 위해서 그들이 이용하는 정보매체의 유형과 특성, 그리고 (4)그러한 일상 정보의 탐색과 수집 과정에서 그들이 경험하는 각종 장애와 한계 등에 대해 논의하였다.

외국인 노동자 H의 삶과 정보빈곤

The purpose of this study is to discuss the lives of foreign labor in S. Korea from the perspective of their information behavior. Special concern was on investigating both meaning and value of information in their everyday lives. Also discussed was information poverty which most of them have been faced with. To this end, a typical foreign labor sample, who were named as 'H', was carefully chosen, observed, and interviewed. Through the investigation this study found out there were many barriers that had negative influences on their active information seeking and use. Also found out is most of the barriers comes from the individual factors as well as socio-structural ones. In conclusion this study suggests the basic strategies to improve and promote their information welfare. 이 연구의 목적은 경제적 이유로 한국에 입국하여 거주하고 있는 외국인 노동자의 삶을 정보행태적 관점에서 조망해 보는데 있다. 이 연구에서는 다양한 국적의 외국인 노동자 집단 중에서 단일 민족집단으로는 가장 커다란 규모로 파악된 조선족 노동자 집단에 논의의 초점을 맞추었다. 조선족 노동자의 일상적 삶에 있어서 정보가 갖는 의미를 찾고자 하였으며 그들이 처해 있는 정보빈곤의 실태를 파악하고자 하였다. 연구방법에 있어서는 조선족 출신의 미등록 노동자 'H'를 조사 대상으로 삼아 사례연구의 형태로 진행하였으며, 집중적인 참여관찰을 통해 H의 삶과 정보행태에 대한 데이터를 수집하였다. 수집한 데이터에 근거하여 H의 고민을 정보요구의 관점에서 해석하고, H가 처해있는 정보빈곤의 실태와 유발 요인에 대해 논의하였다. 끝으로 H와 같은 외국인 노동자의 정보복지를 향상하기 위한 방안을 제시하였다.

학교도서관정책의 추이와 과제: 인력정책을 중심으로

이 글의 목적은 한국의 학교도서관정책이 안고 있는 문제의 본질을 밝혀내고 그 원인을 규명하여, 문제의 실효적인 해결을 위한 대안을 제시하는데 있다. 이 글은 특히 교육부가 추진해온 학교도서관 인력정책의 부작용과 폐해에 주목하면서, 인력정책이 파행적으로 추진되어온 배경과 원인을 토착적인 시각에서 밝혀내고, 인력정책의 건강성을 회복시키기 위한 실사구시적인 처방을 강구하는데 논점을 두고 있다. 이를 위해, 이 글은 '학교도서관의 본질적 기능'과 '전담인력의 자격과 역량'에 관한 기존의 주장과 논리에 비판적으로 접근하고 있으며, 인력문제의 합리적인 해결을 위해 한국 고유의 교육문화와 도서관문화 그리고 인력구조를 반영한 전략과 방안을 제시하고 있다. The purpose of this article is to discuss about the progress and problems in Korean school library policies. The emphasis is on identifying both distinctive features and indigenous limitations in policy-making process, and special concerns are with both side effects and backgrounds of its rough-and-ready human resource policy. This article intends to approach the human resource policy issues from the viewpoints of school librarians as well as those of policy makers. The final suggestion includes both strategies and methods to make up and intensify the weakness of Korean school library policies, with focusing on enhancing the work competency of school librarians as well as the policy capacity of school library association.

한국 대학도서관정책의 추이와 과제

The purpose of this article is to discuss about the progress and problems in Korean academic library policies. The emphasis is on identifying both contents and limitations in national plans for developing academic libraries, and investigating the current status and characteristics of major policy driving forces such as national library policy committees, government organizations, and professional associations. Also investigated is the current status and unique features of legal foundations, especially the present Korean Library Act and a tentatively named Korean University Library Promotion Act, which is being prepared for legislation. Finally this article suggests both direction and strategy for a healthy development of Korean academic library policies at national level. 이 글의 목적은 우리나라 대학도서관정책의 외형과 속내를 들여다 보면서, 현재 대학도서관계가 당면해 있는 문제의 본질과 원인을 정책적 관점에서 밝혀내고, 향후 대학도서관정책의 건강성을 회복하기 위해 선결해야할 과제에 대해 논의하는데 있다. 이를 위해 이 연구에서는 첫째, 우리나라 대학도서관정책의 문제점을 정책의 로드맵인 '발전계획' 등을 통해 세밀히 검토하고, 둘째, 문제의 원인을 정책의 근간인 관련 법규와 제도, 정책추진체계의 핵심 요소인 정책기구, 행정조직, 전문직 단체 등의 역할과 기능을 통해 분석하며, 마지막으로, 우리나라 대학도서관정책이 제대로 서려면 정책의 내용과 추진체계에 있어 어떠한 개선책이 필요한지에 대해 제언하고 있다.
